Until the latest amendment of DGCA Civil Aviation Requirements (CAR) section 8, Series ‘C’, Part-I on All Weather

Operations, Low Visibility Procedures were required at aerodromes for the purpose of ensuring safe operations during

Categories II and III approaches and/or low visibility take-offs (LVTO).

However, in latest amendment to CAR (rev.10) para 5.3 following provision regarding Low Visibility Procedures is

added. “Quote” An operator shall not conduct take-off with RVR/visibility less than standard Category I conditions of

550m RVR/ 800m visibility unless low visibility procedures are enforced. “Unquote”

This provision necessitated the need of Low Visibility Procedures for accommodating/ permitting departures in

Visibility/ RVR less than 800m/550m even at such airports where there are no CAT II and CAT III operations.

As per the provisions of Aerodrome Design and Operations CAR and ICAO Annex 14, runway centre line (RCL) lights

are required for take-off in RVR below 400m. Further, as per Aerodrome Design and Operations CAR para 9.8.7,

Surface Movement Radar (SMR) need to be provided at an aerodrome intended for use in RVR conditions less than a

value of 350m.

Accordingly, Low Visibility Procedures have been developed for Goa International Airport, Dabolim, Goa to

accommodate/ permit air operations in Visibility/ RVR less than 800m/ 550m.

As the RCL lights are available at Goa International Airport, Dabolim, Goa, these procedures will be applicable for take-

off in VIS/RVR below 800m/550m but not below 350m as ASMGCS is not available.

II) DEFINITIONS:

i. Low Visibility Procedure (LVP): Specific procedures applied at an aerodrome for the purpose of ensuring safe

operations during Categories II and III approaches and/or low visibility take-offs.

Note: As per Para 5.3 of CAR on All Weather Operations, an operator shall not conduct take-off with RVR/Visibility

less than standard CAT I conditions of 550m RVR/ 800m Visibility unless low visibility procedures are enforced.

ii. Manoeuvring Area: That part of an aerodrome to be used for the take-off, landing and taxiing of aircraft, excluding

aprons.

iii. Runway Visual Range (RVR): The range over which the pilot of an aircraft on the centreline of a runway can see the

runway surface markings or the lights delineating the runway or identifying its centreline.

iv. Aerodrome Operating Minima: The limits of usability of an aerodrome for:

a) Take-off expressed in terms of runway visual range and/ or visibility and, if necessary, cloud conditions.

b) Landing in 2D instrument approach operations, expressed in terms of visibility and/or runway visual range;

minimum descent altitude/height (MDA/H) and, if necessary, cloud conditions; and

c) Landing in 3D instrument approach operations, expressed in terms of visibility and/or runway visual range and

decision altitude/ height (DA/H) appropriate to the type and/or category of the operation.

v. Visibility: Visibility for aeronautical purposes is the greater of:

a) The greatest distance at which a black object of suitable dimensions, situated near the ground, can be seen and

recognized when observed against a bright background;

b) The greatest distance at which lights in the vicinity of 1000 candelas can be seen and identified against an unlit

background.

Note 1: The two distances have different values in air of a given extinction coefficient, and the latter b) varies with the

background illumination. The former a) is represented by the meteorological optical range (MOR).

Note 2: The definition applies to the observations of visibility in local routine and special reports, to the observations of

prevailing and minimum visibility reported in METAR and SPECI and to the observations of ground visibility.

III) GENERAL:

The Low Visibility Procedure (LVP) incorporates safeguarding measures to mitigate runway incursions and defines

operational restrictions to ensure safe Airside Operations taking into account the available aerodrome facilities.

IV) MINIMUM REQUIREMENTS:

i. The following Aeronautical Ground Lights and RVR equipment shall be serviceable to the required standard to

support LVPs.

a) Runway edge lights,

b) Runway end lights,

c) Runway centreline & TDZ lights,

d) Approach lights,

e) Stopbar lights,

f) Real time TDZ RVR,

g) Standby power supply to maintain switch over time of 1 second for the following:-

Inner 300m of the approach lighting system;

Runway threshold lights;

Runway end lights;

Runway centre line lights;

Touchdown zone lights; and

All stopbars

ii. Unserviceability of Aeronautical Ground Lights/ Equipment before Implementation of LVP. Low Visibility

Procedure (LVP) will not be implemented when any of the light/equipment mentioned in Para 4 above is un

-serviceable or is not maintained as per the required standard.

iii. Unserviceability of Aeronautical Ground Lights/ Equipment after Implementation of LVP.

iv. When any of the light/ equipment mentioned in Para above becomes un-serviceable or fails to meet the required

standard during periods of LVP, control tower shall advice the aircraft accordingly and LVP shall be suspended and

information to this effect shall be included in ATIS broadcast.

V) SAFEGUARDING PROCEDURES:

Safeguarding Procedures (SP) are instructions for relevant airport, departments and airside operators to prepare ground

services and facilities for low visibility operations in order that when LVP are implemented all Safeguarding

Procedures are complete. Duty Air Traffic Control Officer (DATCO) will initiate and co-ordinate with all the concerned

agencies for completion of SPs before implementation of LVPs.

i. Safeguarding Procedures (SP) shall be initiated when:-

a) The visibility/ RVR is less than 1200m and visibility/ RVR is forecast to deteriorate to 800m or less; and/or

b) The cloud ceiling is less than 400ft and forecast to fall to 200ft or less.

ii. Safeguarding Procedures include:

a) Stopping all maintenance works on the manoeuvring area and the associated air strips as well as removal of all

men and mobile equipment from the said area.

b) Ensuring availability of secondary power supply for change over time of 1 second for lights mentioned in

Para IV)(i)(g).

(Note: The lights mentioned in Para IV)(i)(g) may continue to operate on main power supply during Safe Guarding

Procedures. Whenever, LVP is to be implemented as per Para 6 below, these lights shall be put on Standby Power

Supply (DG set/ UPS). This operation needs to be completed before LVP is implemented)

c) The appropriate Aeronautical Ground Lights must have been inspected during the hour preceding implementation of

LVP and thereafter once every two-hour period. These lighting inspections should be accorded priority.

d) All non-sked aircraft shall be provided with Follow-Me service.

VI) LOW VISIBILITY PROCEDURES:

i. Implementation of Low Visibility Procedures:

Whenever Visibility/ RVR reduces to 800m or below and/ or cloud ceiling is at 200ft or below, DATCO shall

coordinate with all agencies including to confirm whether the Safeguarding Procedures have been completed or not.

When the visibility/ RVR falls below 800m/ 550m and/ or cloud ceiling is 200ft or below and SPs are completed,

DATCO will implement LVPs.

ii. Actions by various agencies during LVP:

a) Duty MET Officer shall keep the DATCO informed of any change in Visibility/ RVR.

b) Apron Control shall ensure that the towing of aircraft is done under escort of “Follow-Me” vehicle(s). “Follow-Me”

shall follow the route cleared by ATC. Only one towing at a time shall be permitted.

c) No ground runs shall be permitted on the manoeuvring area except idle power run up on the stands.

d) High power ground run of Code C aircraft and below in the movement area shall be permitted under the guidance

of FollowMe for positioning on intermediate holding position “P1” on parallel taxi track ‘A’.

e) Apron control shall ensure that mandatory “Follow-Me” services are provided to pilots.

f) Apron control shall not assign the non-standard parking bay (11A) to any non-sked aircraft during the period of low

visibility operations.

g) The number of vehicles operating on the manoeuvring area shall be restricted to bare minimum and records of all

vehicles operating on the manoeuvring area shall be maintained by DATCO & Apron Control.

h) Only those vehicles capable of two-way communication with ATC (either fitted R/T set or walkie-talkie set) shall

be operated on the manoeuvring area. In case of extreme emergency, a vehicle without two-way communication

capability may be permitted provided it is escorted by “Follow-Me” vehicle with two-way communication

capabilities.

i) Since, ASMGCS is not available, aircraft movement shall be restricted to two aircraft at a time on the apron and one

aircraft at a time in the manoeuvring area.

j) The following shall be included in the ATIS, “Low Visibility Procedures in force”.

k) DATCO shall stop all flight operations whenever RVR falls below 350m.

l) BLD watch keeper shall continuously monitor the main and standby power supply to ensure change over time as

mentioned in Para 4 during LVP operations and report any unserviceability to ATC immediately.

VII) TERMINATION OF LOW VISIBILITY PROCEDURES:

i. When visibility/ RVR improves to 800m or more and the cloud ceiling is 200ft or higher and trend is for

improvement, DATCO would terminate operations of LVP. DATCO may obtain advice from Duty Met Officer

regarding improvement in weather conditions before the termination of LVP.

ii. The DATCO will intimate all concerned agencies regarding the termination of LVP operations.

iii. On cancelling LVP, following message shall be included in two subsequent ATIS broadcasts, “Low Visibility

Procedures cancelled”.

iv. If SPs are implemented and LVP are not subsequently implemented and the visibility/ RVR improves and is more than

1200m and/ or cloud ceiling is 400ft or higher and both are forecast to remain above the required SP criteria, DATCO

may cancel SP.

VIII) ACTIONS BY OTHER AGENCIES (AIRLINES, REFUELLING COMPANIES, ETC.):

i. Every year during the first Aerodrome Committee Meeting and prior commencement of monsoon season, a meeting

will be held by Captain (Air) (In-charge of Air Operations) to inform all airlines and agencies operating at the airport

about their roles/ responsibilities and create awareness to ensure cooperation for safe airport operations during periods

of low visibility.

ii. All the agencies shall ensure that staff and drivers are suitably trained during Low Visibility Operations.

iii. A refresher program for ATCOs and personnel responsible for airside operations shall be conducted every year.

iv. All agencies operating in the operational area shall ensure that only those vehicles that are absolutely essential for

aircraft operations operate in the operational area during the periods of low visibility. The drivers of these vehicles

shall keep a look out for taxiing aircraft and other vehicles to prevent accidents.

v. All vehicles must have their obstruction and hazard lights ‘ON’ during Low Visibility Procedures operations.

vi. All instructions/ sign boards provided for vehicular movement area/ service roads, must be followed while operating in

the operational area.

ADDITIONAL INFORMATION

1. RWY 08/26 is not available for landing and take-off on every Saturday from 0200 UTC to 0600 UTC due to airfield

maintenance work.

2. General Aviation and non-scheduled aircraft can operate during military flying slot with prior permission from Goa ATC

during the period 0300 UTC to 0700 UTC.

3. Due to heavy traffic, the domestic non-scheduled flights not permitted daily between 0700 UTC to 1000 UTC. Long halt

and night parking not permitted flight operators to coordinate at least 48 hours in advance.

4. Parallel taxi track south of RWY between TWY S3 to S4 is not available for civil aircraft.

5. RESA not available for runway 26/08

6. Excessive bird activity is observed around the airfield between 0030 UTC to 0200 UTC and 1200 UTC to 1315 UTC. In

addition, moderate bird activity is observed between 0245 UTC to 0330 UTC, 0630 UTC to 0800 UTC and 1030 UTC to

1200 UTC.
