Runway 09R/27L - 02 numbers of 1250KVA prime power rated DG sets (with 100% redundancy/standby) at each of the AGL substations (09R CCR & 27L CCR) available for Airfield ground lighting of Runway 09R/27L and associated taxiways.

Complete AGL lighting of Runway 09R/27L and crossfield taxiways including taxiway edge & airfield guidance signs are connected in on-line UPS with switch over time less than one second..

Consistent with safety of aircraft operations and in consideration of high intensity runway operations, pilots should minimize the use of reverse thrust after landing to reduce disturbance in areas adjacent to the aerodrome.

FLIGHT PROCEDURES

I. TRANSPONDER OPERATING PROCEDURES ON GROUND

1. Introduction:

Advanced Surface Movement Guidance and Control System (A-SMGCS) using Mode-S Multi-lateration has been

commissioned at Bangalore, Chennai, Delhi, Hyderabad, Kolkata and Mumbai International Airports.

 

The Aircraft Transponder Operating Procedures, particularly in the movement area of the airport(s), where A-SMGCS has been commissioned, is as given below:

 

2. DEPARTURE

 

iAt the Gate/Stand:

Select STBY. Enter the discrete SSR code received from Clearance Delivery/Surface Movement Control. Enter the three

letter ICAO designator followed by the flight identification number (e.g. AIC748) through the FMS or the Transponder

control panel, depending on the avionics.

 

ii.On requesting Pushback/Taxi (whichever is earlier):

Select Transponder or equivalent and AUTO if available. This action will enable the aircraft ID, used as the Call sign by ATC, to be displayed on the surveillance display of ATC. ATC can verify the data and use it for necessary identification.

 

iii. When Lining up:

Select TCAS. Select TCAS only after receiving the clearance to line up, to ensure that the performance of systems based on SSR frequencies (including airborne TCAS units, SSR and A-SMGCS) is not compromised.

 

3.ARRIVAL

 

1.When on the Runway:

Keep TCAS selected

 

2.After vacating the Runway:

Select Transponder or equivalent and AUTO if available. There is a need that the Transponder remains able to exchange data

with the A-SMGCS system. However to ensure that the performance of systems based on SSR frequencies (including

airborne TCAS Unit, SSR and A-SMGCS) is not compromised, TCAS shall be deselected when vacating the Runway.

 

3.Parked on Stand:

Select STBY. The Transponder will not reply to interrogation. The discrete SSR Code given to that particular flight can now

be recycled for other flights.

 

Note:When on ground the aircraft must squawk Mode C, in order to provide the altitude information to the surveillance

system, and thereby prevent:

i) clutter on Terminal Approach Radar Display (and )

ii) false automatic detection of departure for aircraft still on ground.
II. LOW VISIBILITY PROCEDURE
1. DEFINITIONS & ABBREVIATIONS
1.1 Instrument Approach Operations. An approach and landing using instruments for navigation guidance based on an instrument approach procedure. There are two methods for executing instrument approach operations:
a) A two-dimensional (2D) instrument approach operation, using lateral navigation guidance only; and
b) A three-dimensional (3D) instrument approach operation, using both lateral and vertical navigation guidance.
Note: Lateral and vertical navigation guidance refers to the guidance provided either by:
a) A ground-based radio navigation aid; or
b) Computer-generated navigation data from ground-based, space-based, selfcontained navigation aids or a combination of
these.
Instrument approach operations shall be classified based on the designed lowest operating minima below which an approach operation shall only be continued with the required visual reference as follows:
a) Type A: a minimum descent height or decision height at or above 75m (250 ft); and
b) Type B: a decision height below 75m (250 ft).
Type B instrument approach operations are categorized as:
i) Category I (CAT I): a decision height not lower than 60m (200 ft) and with either a visibility not less than 800 m or a
Runway visual range not less than 550m;
ii) Category II (CAT II): a decision height lower than 60m (200 ft), but not lower than 30m (100 ft) and a Runway visual
range not less than 300m;
 
iii) Category IIIA (CAT IIIA): a decision height lower than 30m (100 ft) or no decision height and a Runway visual range
not less than 175m;
 
iv) Category IIIB (CAT IIIB): a decision height lower than 15m (50 ft) or no decision height and a Runway visual range
less than 175m but not less than 50m; and
 
v) Category IIIC (CAT IIIC): no decision height and no Runway visual range limitations
Note 1. - Where decision height (DH) and Runway visual range (RVR) fall into different categories of operation, the instrument approach operation would be conducted in accordance with the requirements of the most demanding category (e.g. an operation with a DH in the range of CAT IIIA but with an RVR in the range of CAT IIIB would be considered a CAT IIIB operation or an operation with a DH in the range of CAT II but with an RVR in the range of CAT I would be considered a CAT II operation).
 
Note 2. - The required visual reference means that section of the visual aids or of the approach area which should have been in view for sufficient time for the pilot to have made an assessment of the aircraft position and rate of change of position, in relation to the desired flight path. In the case of a circling approach operation the required visual reference is the Runway environment.
 
Note 3. - Guidance on approach classification as it relates to instrument approach operations, procedures, Runways and navigation systems is contained in the All Weather Operations Manual (Doc 9365).
 
1.2 Decision Height: A specified altitude or height in a 3D instrument approach operation at which a missed approach must
be initiated if the required visual reference to continue the approach has not been established.
Note. - Decision altitude (DA) is referenced to mean sea level and decision height (DH) is referenced to the threshold elevation.
 
1.3 ILS Critical Area: An area of defined dimensions about the localizer and glide path antennas where aircraft and vehicles
are excluded during all ILS operations. The critical area is protected because the presence of vehicles / or aircraft inside
its boundaries will cause unacceptable disturbance to the ILS signal-in-space.
1.4 ILS Sensitive Area: An area extending beyond the ILS critical area where the parking and/or movement of vehicles,
including aircraft, are controlled to prevent the possibility of unacceptable interference to the ILS signal during ILS
operations. The sensitive area is protected to provide protection against interferences cause by large moving objects
outside the critical area but still normally within the airfield boundary.
1.5 Low Visibility Procedures: Specific procedures applied at an aerodrome for the purpose of ensuring safe operations
during Categories II and III approaches and/or low visibility take-offs.
1.6 Low Visibility Take-Off (LVTO): A term used in relation to flight operations referring to a take-off on a Runway where
the RVR is less than 400m.
1.7 Manoeuvring Area: That part of an aerodrome to be used for the take-off, landing and taxiing of aircraft, excluding
aprons.
1.8 Movement Area: That part of an aerodrome to be used for the take-off, landing and taxiing of aircraft, consisting of the
manoeuvring area and the apron(s).
1.9 Missed approach procedure: The procedure to be followed if the approach cannot be continued.
1.10 Obstacle Free Zone: The airspace above the inner approach surface, inner transitional surface and balked landing
surface and that portion of the strip bounded by these surfaces, which is not penetrated by any fixed obstacle other than
of low mass and frangible mounting, required for air navigation purposes.
1.11 Runway Visual Range: The range over which the pilot of an aircraft on the centre line of a runway can see the runway
surface markings or the lights delineating the runway or identifying its centre line.
1.12 Safeguarding Procedures: Safeguarding Procedures (SP) are instructions for relevant airport departments and airside
operators to prepare ground services and facilities for low visibility operations, in order that when LVP are
implemented all SP are complete and airport is configured for Low Visibility Procedures and Low Visibility Take-offs.
1.13 The abbreviations used in descriptions of Low Visibility Procedures have the following meanings:

2. INTRODUCTION:
2.1 General
2.1.1 Runway 09R and Runway 27L are equipped for the CAT II/ CAT IIIA/ CAT IIIB operations and Runway 09L and
Runway 27R is CAT I complaint equipped with RWY Centerline lights. Details of LVP procedure for both the
Runways. The pilot shall ensure that he is suitably qualified and certified to carry out the required category of ILS
approach.
2.1.2 The following equipment shall be serviceable to the required standard to support CAT II/CAT IIIA/CAT IIIB
operations: -
a. ILS localizer Transmitters and Monitors (Both Main and Stand by)
b. ILS glide path Transmitter and Monitors (Both Main and Stand by)
c. ILS DME (Both Main and Stand by)
d. ILS Localiser Far Field Monitors (For CAT III only)
e. Airfield ground lighting system (AGL) according to the requirement of Para 2.1.3.
f. Instrumented RVR system: (TDZ, MID & END for CAT III; TDZ & MID for CATII)
g. Standby power supply for ILS.
h. UPS / Standby DG Set power for aeronautical ground lighting system.
i. Surface Movement Radar for CAT II/CAT IIIA/CAT IIIB operations/ LVTO (for RVR below 350M).
(DGCA CAR Section 4 Series B Part I, Para 9.8.7. -- Surface movement radar for the manoeuvring area shall be
provided at an aerodrome intended for use in Runway visual range conditions less than a value of 350 m.)
When any equipment and facilities listed in Para 2.1.2 above becomes unserviceable during periods of LVP, the
concerned ATC unit shall advise all aircraft and accordingly suspend CAT II/ CAT IIIA/ CAT IIIB/ LVTO operations.
Information to this effect shall be included in ATIS broadcast.

NOTE 2: For operations in RVR less than a value of 350 m, no two adjacent taxiway centre line lights be unserviceable.
NOTE 3: Un-serviceability of any of the following facilities does not affect CATII/CAT-IIIA/ CAT-IIIB operations:
i) PAPI
ii) Taxiway edge lights on curves.
2.2 ILS SENSITIVE AND CRITICAL AREAS

2.2.1 The ILS critical and sensitive areas have been shown in charts under AD 2.24. Protection of these areas during CAT-II

/CAT-III operations will be ensured as per Standard Operating Procedures.

Note: Signage indicating the limits of localizer and glide paths sensitive areas are provided.
2.2.2 Diagram indicating the Critical and Sensitive area of ILS for all Runways shall be available with apron control,
control tower and WSO.
2.3 ILS Critical and Sensitive area are depicted and it should be indicated that Taxiway H1 and H2 not to be used when
ILS RWY 09 in operation and Taxiway H9 and H10 not to be used when ILS RWY27 L in operation.
3. IMPLEMENTATION OF SAFEGUARDING PROCEDURES (SP)
3.1 Criteria for Safeguarding Procedures: Safeguarding Procedures shall be initiated:
a. The RVR is less than 1200 m or visibility is forecast to deteriorate to 800m or less; and/or
b. The cloud ceiling is 400 ft and forecast to fall to 200 ft or less.
3.2 Safeguarding procedures include:
a. Positioning of crash fire tenders on Pre-determined positions-One before the intersection of Y road, Second crash
fire tender on Alternate AD Rescue and Fire fighting access road west of TWY B4, Third crash fire tender on
direct access road in front of AD rescue and fire fighting south, Fourth crash fire tender on perimeter road short of
cross field TWY P and Fifth crash fire tender on apron short of TWY B1.
b. Ensuring that Runways, Taxiways and other associated facilities such as Markings, Lights are inspected within one
hour preceding the implementation of LVO Procedures. This is done to ensure that the lighting systems and markings
are serviceable as described. Inspections shall continue every 2 hours while LVP is in progress. These lighting
inspections should be accorded priority and, if necessary, aircraft operations may be delayed.
c. Stopping of all maintenance works on the manoeuvring area, ILS sensitive and critical area as well as removal of all
men and mobile equipment from the said area.
d. Ensuring readiness of secondary power supply for change over time of maximum one second for essential lights
during LVP implementation.
e. All non-sked aircraft shall be provided with Follow-Me service.
f. Ensure all access roads are closed.
3.3 Process of initiation of Safeguarding Procedures
a. When meteorological conditions meet the criteria for initiation of SP as stipulated in Para 3.1, the Tower Supervisory
Officer will inform Airside Ops Manager/AOCC, ARFF, the SSO and the WSO.
b. When all the concerned agencies have completed their necessary actions, they shall report to Tower Supervisory
Officer that their Safeguarding Procedure (SP) is completed and the airport is safeguarded for LVP operations. TSO
will inturn inform WSO.
3.4 ACTIONS TO BE TAKEN BY VARIOUS AGENCIES
3.4.1. Before commencement of winter season, a meeting will be held by Head Airside Ops, BIAL/ GM (ATM), AAI in the month of October every year to inform all airlines and agencies operating at airport about their roles/ responsibilities and create awareness to ensure cooperation for safe airport operations during periods of low visibility.
3.4.2. All the agencies shall ensure that staff and drivers are suitably trained during CAT III operations.
3.4.3. ACTIONS BY WATCH SUPERVISORY OFFICER (WSO)
3.4.3.1 Implementing LVP
3.4.3.1.1 WSO shall implement Low Visibility Procedures when either
a. TDZ, MID or END RVR is less than 800m; and/or
b. Cloud ceiling is less than 200ft and
c. Safeguarding Procedures (SP) have been completed and the airport is safeguarded
3.4.3.1.2 WSO shall inform TSO and Approach/Radar Controller, Duty Met. Officer and Shift Supervisory Officer (SSO) and to ensure that “LOW VISIBILITY PROCEDURE IN FORCE” is included in ATIS broadcast.
3.4.3.2. WSO may terminate LVP when;
a. Meteorological conditions improve and TDZ, MID & END RVR are 800 m or more and the cloud ceiling is 200 ft or
higher, and trend is for improvement for both Runways.
b. Facilities, equipment and services necessary for CAT II/CAT III operations are degraded and/or the prevailing
conditions are considered unsafe for such operations.
3.4.3.2.1 WSO will intimate TSO, Approach/Radar Controller and Shift Supervisory Officer (SSO) regarding the Termination of LVP operation.
3.4.4 ACTIONS BY TOWER SUPERVISORY OFFICER:
3.4.4.1 Implementing Safeguarding Procedures - When RVR is less than 1200m and visibility is forecast to deteriorate 800m or below and/or the cloud ceiling is 400ft and is forecast to fall to 200ft or less, TSO will inform -
a. AOCC / Airside Ops Manager / ARFF,
b. WSO, SSO, AAI
c. TWR and tower shall permit departures only from beginning of the Runway in use
3.4.4.2 On being notified by WSO that ILS CAT II/CAT III Low Visibility Procedures are to commence, the Tower Controller/TSO will:
a. Inform Aircraft Rescue & Fire Fighting Services & AOCC/AOM,
b. Check ILS status
c. Check lighting is correctly selected and operating properly
d. Check transmissometer displays
e. Check SMR (for operations below RVR 350 m)
3.4.4.3 After the commencement of ILS CAT II/CAT III operations, the Tower Controller shall
a. Check ATIS broadcast and include the message that “ILS CAT II/CAT III Low Visibility Procedures in Force”.
b. Give landing clearance to aircraft not later than 2NM from touchdown.
c. Inform changes in RVR readings to the landing aircraft as required.
d. Give an unimpeded taxi route to arriving aircraft to allow it to clear the Localizer Sensitive Area expeditiously.
e. Inform pilots of all failures of ILS, lighting system, transmissometers relevant to ILS CAT II/ CAT III Low Visibility
Operations.
f. Initiate emergency action if aircraft on CAT II/CAT III ILS is not seen (on radar display or otherwise) or is not in
radio contact, as expected.
3.4.4.4 Record of the above actions with time to be maintained and signed by the officer taking action
3.4.5. ACTIONS BY APPROACH/RADAR CONTROLLER
3.4.5.1 On being advised by WSO that ILS CAT II/CAT III Low Visibility Procedures are in force, the Approach/Radar Controller shall: -
a. Inform the arriving aircraft “ILS CAT II/CAT IIIA/CAT IIIB “Low Visibility Procedures in Force”.
(Note: Ensure that Pilot acknowledges of being cleared for ILS CAT II/CAT IIIA/CAT IIIB approach.)
b. Inform TDZ RVR to arriving aircraft and in addition:
(i) For CAT II operations - If TDZ RVR is below 550m then MID RVR shall also be passed.
(ii) For CAT IIIA operations - If TDZ is below 300m, then MID & End RVR readings shall also be passed.
(iii) For CAT IIIB operations - If TDZ is below 175m then MID & END RVR shall be passed.
c. Vector the aircraft to intercept the localizer not less than 10NM from touchdown.
d. Not subject an aircraft to any speed control when within 20NM from touchdown.
e. Issue landing clearance to arriving aircraft not later than 2NM from touchdown.
3.4.6. ACTIONS BY SURFACE MOVEMENT CONTROLLER
3.4.6.1 During the period the Low Visibility Procedures are effective the Surface Movement Controller shall:
a. Monitor all surface movement of aircraft and vehicles on the manoeuvring area.
b. Inform all taxiing aircraft of the preceding taxiing or holding aircraft.
c. Hand over only one aircraft at a time to Tower Controller.
d. Permit only the vehicles equipped with transponder in the manoeuvring area during CAT IIIB operations. However,
other vehicles crossing taxiways on service road shall be regulated by official of Airside Operations, BIAL by
deploying manpower.
e. SMC shall not permit high power ground run on the movement area, when Visibility/RVR reduces below 800m/ 550m.
In case engine run-up is in progress, the same shall be stopped whenever RVR reduces below 550m and towed back to
respective stand, in coordination with Airside Operations/AOCC.
f. Lane change from Ll to L3 and vice versa is not permitted for taxiing aircraft.
g. Mandatory Follow-Me services shall be provided for all arriving aircraft to the stands not installed with stand
manoeuvring guidance lights when the visibility reduces below 550M. Follow me services will be on request basis once
Apron taxilane lights are commissioned and serviceable.
3.4.7 ACTIONS BY SHIFT SUPERVISORY OFFICER (SSO)
3.4.7.1 On receipt of “Outlook for LVP” from TSO, the Shift Supervisory Officer (SSO) will inform the Duty Officer, NAV
AIDS and have the ILS equipment and its status indicators in ATC units checked up. He will inform WSO of any
unserviceability in the equipment which is likely to affect ILS CAT II/CAT III operation.
3.4.7.2 On receipt of “Advisory Message” from WSO that LVP are to be made effective SSO will maintain continuous
watch on the performance of ILS equipment and will inform WSO of any un-serviceability which may affect ILS
CAT II/CAT III operation.
3.4.8 ACTIONS BY AIRPORT OPERATOR (BIAL):
3.4.8.1 Action by Airside Operations
3.4.8.1.1 Inform Shift Manager (Electrical & Airfield Civil), Operational Area Maintenance to ensure that all civil works in
progress in manoeuvring area, are stopped and that the work area is restored in complete serviceable condition and
confirm to Airside Operations accordingly. During ILS CAT II/CAT III Low Visibility Operations, no equipment,
manpower or material shall be present in sensitive areas of localizer and glide path.
3.4.8.1.2 Airside Operations Manager shall ensure closure of roads leading to critical/sensitive area by chains.
3.4.8.1.3 During CAT II/CAT III operations, AOM may authorize operations of vehicles, equipped with VEGA, on
manoeuvring area, including the crossing of taxiways, with the prior permission from ATC Tower. However, the
vehicles, not equipped with VEGA, crossing taxiway crossings on service road shall be regulated by official of
Airside Operations, BIAL.
3.4.8.1.4 Lane change from Ll to L3 and vice versa is not permitted for taxiing aircraft.
3.4.8.1.5 Ensure that Runways, Taxiways and other associated facilities such as Markings, Lights are inspected every 2
hours while LVP is in progress.
3.4.8.1.6 Ensure that the towing of aircraft is done under escort of "Follow Me" vehicles."Follow Me" shall follow the route
cleared by ATC. Only one towing at time shall be permitted.
3.4.8.2 Actions by Follow-me vehicles through Airside Ops Manager:
3.4.8.2.1 Follow me vehicles shall ensure that
a) No vehicle/person enters or is present in the sensitive/critical areas of localizer and glide path.
b) All civil/electrical works in progress are to be stopped in the manoeuvring area immediately and men/material
/equipment to be removed from the sensitive/critical areas of localizer and glide path.
3.4.8.2.2 After ensuring above, Follow-me vehicles will confirm the same to the AOM.
3.4.8.2.3 Subsequently, follow-me vehicle shall remain available in apron and will maintain listening watch on their
respective frequencies.
3.4.8.2.4 On receipt of information about unserviceability of any of the Runway visual aids or power supply system, AOM
/FM will immediately inform ATC Tower accordingly.
3.4.8.2.5 No vehicles shall enter/cross in the vicinity of Runway without permission from ATC Control Tower. Such
vehicles shall be equipped with VEGA and able to communicate with ATC. The vehicles of the ARFF services,
civil, electrical division or of any other agency which are not equipped with VEGA and/ or RT but has to enter the
Runway or taxiway for urgent operational requirement shall be escorted by the follow me jeep all the time.
3.4.8.2.6 None of the workers/vehicles of grass cutting contractor, garbage removal contractor, and electrical/civil
contractor shall enter the manoeuvring area during the operations of ILS CAT II/CAT III Low Visibility
Procedures.
3.4.8.2.7 All coordination with BIAL units and ATC shall be carried out by Airside Operations
3.4.8.2.8 AOM would advise Tower Supervisory Officer/Watch Supervisory Officer when all actions are completed for
commencement of LVP.
3.4.8.2.9 Assist SSO in taking field readings of ILS LLZ at RWY, whenever requested.
3.4.8.3 Action by Manager, AOCC
3.4.8.3.1 On receipt of advice from TSO to implement Safeguarding procedure, the Duty Manager AOCC, will
immediately inform the following:
a. Airside Ops Manager
b. Terminal Manager
c. ARFF Duty Manager
d. Central Industrial Security Force (CISF) Control Room
e. Domestic and International airlines via EAMS.
3.4.8.4 Action by Shift Manager (Airfield Electrical)
3.4.8.4.1 On receipt of advice to implement Low Visibility Procedures from Airside Operations, will check that following
visual aids are serviceable and can be operated at full intensity
a) Approach lighting system
b) Approach supplementary lighting
c) Runway edge lights
d) Runway threshold and end lights
e) Runway centre line lights
f) Runway touchdown zone lights
g) Stop Bar Lights
h) Intermediate holding position lights
i) Runway Guard lights
j) Taxiway Centre Line Lights
k) Stand manoeuvring guidance lights
 
(NOTE - No adjustment in light intensity shall be made without permission from ATC Tower during LVP)
3.4.8.4.2 They shall ensure that no electrical maintenance works is carried out during LVP either in power house or on any
other electrical facilities used during CAT II/CAT III operations.
3.4.8.4.3 They will ensure that Runway switch room is manned and position themselves at CCR halls for standby power
supply requirements and will maintain a listening watch on company frequency. They will ensure availability of
power supply to meet CAT III requirement.
3.4.8.4.4 They will inform the un-serviceability or any change in status of any facility/systems to Airside Ops Manager
immediately.
3.4.8.5. Actions by Terminal Manager:
He shall inform regarding implementation of LVP to followings:
a) CISF Control Room
b) PRO Customs
c) Duty Manager, BIAL security dept.
d) AFRRO (Assistant Foreigners Regional Registration Officer)
e) Inspector, Bengaluru Traffic Police
3.4.8.6 Actions by ARFF
3.4.8.6.1 Positioning of crash fire tenders on Pre-determined positions-One before the intersection of Y road, Second crash
fire tender on Alternate AD Rescue and Fire fighting access road west of TWY B4, Third crash fire tender on
direct access road in front of AD rescue and fire fighting south, Fourth crash fire tender on perimeter road short of
cross field TWY P and Fifth crash fire tender on apron short of TWY B1.
3.4.8.6.2 ARFF/ CFTs must obtain clearances from ATC prior to entry to any aircraft movement area other than the
designated service roads.
3.4.9. ACTIONS BY CISF
3.4.9.1 The officer in charge on duty shall ensure by deploying adequate manpower that vital electrical installations are
properly secured and protected against any unauthorized intrusion.
3.4.9.2 The Officer in charge, on receipt of advice to implement Low Visibility Procedures, will immediately inform all
access gates and CISF posts under their respective controls in operational area to restrict movement of vehicles
under their control.
3.4.10. ACTIONS BY DUTY OFFICER (METEOROLOGICAL OFFICE)
3.4.10.1 Duty Meteorological Officer would issue an 'Outlook for Low Visibility Procedures' to the Watch Supervisory
Officer (WSO) of air traffic services whenever he expects that the RVR and/or cloud ceiling will fall below 800 m
and/or 200ft or less respectively.
3.4.10.2 Whenever Duty Meteorological Officer visualizes that RVR is likely to fall below 800 m and/or cloud ceiling to
200ft or less within next 2 hours, he will issue an 'Advisory Message' to WSO to this effect.
3.4.10.3 When the RVR and/or cloud ceiling are 800m and/or 200ft respectively and the trend is towards improvement in
these elements of weather conditions the Duty Met Officer may, when requested by WSO, advice him about such
improving weather conditions for the purpose of termination of LVP.
3.4.10.4 The Duty Met Officer would ensure that the RVR displays in ATC units in the Control Tower and Approach
Control are serviceable. He would also ensure that RVR/visibility recorders of Touch-down zone, Mid-point and
End positions are serviceable.
NOTE: Due to high variability of meteorological elements in space and time and the limitations of forecasting techniques available, it may not be always possible to issue a precise forecast of RVR particularly in case of transient weather phenomenon within two hours.
3.4.11. ACTIONS BY OTHER AGENCIES AT AIRPORT:
Airlines, Re-fuelling Companies, Catering Agencies, Airport Police, Customs, Immigration & Health.
3.4.11.1 All agencies operating in the operational area shall ensure that minimum number of their vehicles, as are
absolutely essential for aircraft operations, operate in the operational area. The drivers of these vehicles should
keep a look out for taxing aircraft and other vehicles to prevent incident/ accidents. During CAT IIIB operations
only vehicles equipped with serviceable transponder shall be permitted to operate in manoeuvring area.
3.4.11.2 All the vehicles must have their obstruction/ anti-collision lights “ON” during operation of low visibility
procedures.
3.4.11.3 Follow all instructions/sign boards provided on vehicular movement area/ service roads.
3.4.11.4 No vehicle/equipment/personnel shall enter in and around the vicinity of the Runways or taxiways except with
prior permission of AOM, who in turn shall coordinate with aerodrome control tower.
3.4.12. TERMINATION OF LOW VISIBILITY PROCEDURES
3.4.12.1 When MET conditions improve and TDZ, MID and END RVR are 800m or more and the cloud ceiling is 200ft or
higher and trend shows improvement, the WSO would terminate operation of LVP. He may obtain advice from
Duty Met Officer, about the improving weather conditions for the purpose of termination of LVP operations.
3.4.12.2 The WSO will intimate the following regarding termination of LVP operations
a. Tower Supervisory Officer
b. Approach/Radar Controller
c. Shift Supervisory Officer (SSO)
3.4.12.3 Tower Supervisory Officer will in turn inform AOCC/ Airside Ops Manager, who will advise all the previously
notified personnel to resume normal operations.
4. LOW VISIBILITY PROCEDURES:
4.1 Criteria for implementation of Low Visibility Procedures:
Low Visibility Procedures shall be implemented when -
a) Either, TDZ, MID or END RVR is less than 800 m; and/or Cloud ceiling is less than 200 ft; and
b) Safeguarding Procedures (SP) have been completed and the airport is safeguarded.
(Note: Though LVP is implemented when RVR is less than 800m, ILS CAT I operation will continue till TDZ RVR is not less than 550m)
4.2 Actions to be taken upon Implementation of Low Visibility Procedures
4.2.1 When meteorological conditions meet the criteria for LVP asstipulated in Para 4.1, and airport is safeguarded, WSO
shall implement Low Visibility Procedure and inform:
a) Tower Supervisory Officer (TSO).
b) Approach Radar Controller (TAR)
c) Shift Supervisory Officer (SSO)
d) Duty Met. Officer
4.2.2 Upon implementation of LVP, Tower Supervisory Officer (TSO) will inform:
a) ARFF (South/North)
b) AOCC/Airside Ops Manager
And ensure that “LOW VISIBILITY PROCEDURE IN FORCE” is included in ATIS Broadcast.
4.2.3 Low Visibility Take Off (LVTO): LVTO pertains to take-off when the RVR is below 400 m and is applicable whenever the reported RVR in any zone (touch-down/mid/rollout RVR) is below 400 m.
The facilities and conditions of the undermentioned Table 2 required will be as per the lowest RVR reported in any zone (e.g. if the RVR is 400/300/300 representing the three zones, then the 300 m will be the RVR for reckoning facilities and conditions of Table 2. If the RVR is 300/150/Not Reported, then 150 m will be the reckoning RVR and as the RVR is below 200 m all three RVRs are required).
The take-off minima established by the airline operator must be expressed as RVR/ Visibility values not lower than the values given in the Table 2

5. TERMINATION OF LOW VISIBILITY PROCEDURES AND SAFEGUARDING PROCEDURE:
5.1 WSO may terminate LVP when -
a) Meteorological conditions improve and TDZ, MID & END RVR are 800 m or more and the cloud ceiling is 200 ft or
higher, and trend is for improvement.
b) Facilities and equipment (listed in Para 2.1.2) necessary for CAT II/CAT IIIA/CAT IIIB operations are degraded and
/or the prevailing conditions are considered unsafe for such operations.
5.2 WSO should consult Meteorological Office for forecast before cancelling LVP.
5.3 On cancelling LVP, TSO shall include it in the subsequent two ATIS broadcasts that “LOW VISIBILITY
PROCEDURES ARE CANCELLED”. Tower Controller/TSO will inform all the concerned agencies.
5.4 If SP are completed and LVP are not subsequently implemented and meteorological conditions improve and the
visibility/RVR is more than 1200 m and the cloud ceiling is 400 ft or higher and both are forecast to remain above the
required SP criteria, TSO may cancel SP.
6. LOW VISIBILITY OPERATING PROCEDURES
6.1 Aerodrome Ground Lighting
(a) When Safeguarding Procedure (SP) is implemented TSO/Tower controller shall ensure appropriate selection of
aerodrome ground lighting CAT II /CAT III facilities. These facilities shall remain selected until SP and LVP are
cancelled
(b) During SP and LVP, AGL Shift Supervisor shall monitor the status of all concerned ground lights and immediately
advise ATC Tower and Airside Operations of any un-serviceability affecting the operations.
(c) TSO/Tower Controller shall report any un-serviceability of AGL observed in the Tower indicator or reported by
aircraft to Airside Operations/AOCC/WSO.
6.2 Lighting Inspection Procedures
(a) The appropriate aeronautical ground lights must be inspected during the hour preceding implementation of LVP and
thereafter every subsequent two-hour period. AGL Shift Supervisor shall carry out close monitoring of serviceability
of AGL through monitoring system. The lighting inspections should be accorded high priority and for this purpose
aircraft operations may have to be delayed if necessary.
(b) Airside Operations shall be responsible for organizing inspections of the relevant aeronautical ground lighting.
(c) To ensure minimum delay in completing the inspection, separate team may inspect the landing Runway and associated
taxiways and apron area and confirm that they are clear of Runway / taxiway / apron to ATC.
6.3 Approach/Radar Control Procedures
(a) During LVP the Approach Radar Controller (TAR) /Tower Controller shall have the following information.
(i) Status of ILS
(ii) RVR information of TDZ, MID and END.
Note: Any degradation in any of the above facilities shall be immediately intimated to the arriving and departing aircraft by Approach/ Tower controller.
(b) In addition to the information normally transmitted by Approach Radar Controller, the information specified in 6.1(c)
must be passed to the arriving aircraft on first contact or as soon as possible along with the un-serviceability, if any, of
any component parts of CAT II/CAT IIIA/ CAT IIIB facilities not previously broadcast on ATIS.
(c) When reporting RVR to pilots, the TDZ RVR shall always be passed for the concerned Landing RWY.
(d) In addition to Para 6.3 (c)
(i) For CAT II Operations - If TDZ RVR is below 550m then MID RVR shall also be passed.
(ii) For CAT IIIA Operations - If TDZ RVR is below 300m, MID and END RVR reading shall also be passed. TDZ,
MID and END RVR shall be available.
(iii) For CAT IIIB Operations - If TDZ RVR is below 175m, MID and END RVR shall also be passed. TDZ, MID and
END RVR shall be available.
(e) Approach/Radar Controller should vector the arriving aircraft to intercept the localizer at a distance not less than 10NM
from touchdown.
(f) Suitable spacing between the arriving aircraft should be provided to ensure that the arriving aircraft can be given a
landing clearance by 2 NM from touchdown. If there is a departure between the two arrivals, the spacing between the
arriving aircraft may be suitably increased to ensure that the departing aircraft passes overhead the Localizer before the
inbound aircraft reaches 2NM from touchdown.
(g) Approach Radar Controller shall not subject an aircraft carrying out CAT II/CAT IIIA/CAT IIIB approaches to any
speed control when within 20NM from touchdown.
6.4 Aerodrome Control Procedures
(a) Arriving aircraft shall be issued landing clearance not later than 2NM from touchdown. If landing clearance cannot be issued when the aircraft is 2NM from touchdown it shall be instructed to carry out a missed approach.
(b) Arriving aircraft should be given unimpeded taxi route to allow it to clear the localizer sensitive area expeditiously.
(c) The Localizer Sensitive Area (LSA) in front of an arriving aircraft shall not be infringed from the time it is 2NM from the touchdown until it has completed its landing roll.
(d) Landing clearance shall not be issued until a preceding landing aircraft has vacated Localizer Sensitive Area (LSA) and confirmed by Pilot.
(e) WSO/ TSO/ Tower Duty officer shall initiate emergency action if an aircraft is not seen/observed in SMR /visually or not in radio contact as expected.
6.5 Surface Movement Control Procedures
(a) Pilots need additional guidance and information when taxiing during periods of reduced visibility. The view from the cockpit of the aircraft is very limited. Therefore, taxi instructions and essential traffic information should be passed
in a clear and concise manner.
(b) SMC shall inform all taxiing aircraft of the preceding taxiing or holding aircraft.
(c) The following precautionary measures shall be provided / observed in conflicting taxi areas:
(i) Follow-me service
(ii) Intermediate Holding Position Markings and Lightings and use of Stop Bars.
(d) Surface Movement Controller should monitor the progress of arriving aircraft on ASMGCS Display as they vacate the Runway after landing and ensure that they do not stop within the Localizer Sensitive Area [LSA] thereby degrading ILS integrity for subsequent landing aircraft. Pilots shall report Runway vacated on RTF using the guidance of color coded exit taxiway centerline lights.
(e) Vehicle movement, when RVR is less than 550m, should be restricted. Only operationally essential vehicle duly authorized by Apron control should be permitted to operate on the manoeuvring area. These vehicles shall remain outside the Localizer Sensitive Area(LSA). Any movement of vehicle on the manoeuvring area shall be coordinated with ATC. During CAT II/CATIII operations, vehicle fitted with VEGA should only be permitted on the manoeuvring area.
6.6 Low Visibility Procedure Taxi Route
(a) After LVP is declared, AGL Shift Supervisor will ensure that the lead-in lights of all CAT II/III compatible stands are switched ON as per the requirements.
(b) During CAT II or CAT IIIA or CAT IIIB ILS visibility conditions i.e. when RVR reduced to less than 550 m, ‘Follow
me’ service shall be provided whenever deemed necessary by ATC or requested by pilot.
(c) Person providing “FOLLOW ME” service shall be trained and fully familiar with the taxi routes /intersections and other
manoeuvring area/apron/parking stands.
7. EQUIPMENT AND SERVICES
7.1. Runway Visual Range (RVR)
(a) There are Four Transmissometers located South of Runway (09R/27L) designated as 27L TDZ, 27L Mid, 09R Mid & 09R TDZ. 09R MID RVR reading will be used as END RVR for RWY 27L and 27L MID RVR reading will be used as END RVR for RWY 09R.
(b) RVR is reported in the following scales:
(i) From 2000m to 1200m, increments of 100m
(ii) From 1200m to 800m, increments of 50m
(iii) From 800m to 50m, increments of 25m
(c) Equipment serviceability for CAT II/CAT IIIA/CAT IIIB operations:
(i) For CAT II operations TDZ and MID RVR shall be available
(ii) For CAT IIIA/ IIIB operations TDZ, MID and END RVR shall be available.
7.2 Reporting of RVR Values
7.2.1 Touch-down zone RVR needs to be reported for CAT I operations; touch-down and mid zone RVR for CAT II operations; touch-down, mid and roll-out zone RVR for CAT III operations. In all cases, touch-down zone RVR will always be controlling RVR. However, if any other RVR is reported and is relevant (operator shall not define relevant depending on Runway length/aircraft stopping distance unless approved by FSD, DGCA) it also becomes controlling. The mid zone and roll-out zone can be lower than the touch-down zone provided conditions enumerated in Note 1 below are satisfied. The following Table should be used for reference

7.3 Aeronautical Ground Lighting (AGL) System
(a) The Precision Approach lighting system for CAT II/CAT IIIA/CAT IIIB operations are installed for RWY 09R/27L at
KIA, B.
(b) The Electrical Power Supply Systems for AGL are so designed that the time interval between failure of the primary
source of power and the complete restoration of the services for visual aids associated CATII / CATIII operations, shall
be in accordance with maximum switch-over times in Table 8-1 of Para 8 of DGCA CAR, Section 4 Series B Part I.
(c) During the LVP operation, irrespective of RVRs, the state electricity board (KPTCL) power supply will be the primary
source through on line UPS for the systems which require a maximum of one second switchover time and the DG set
shall be put into operation mode to meet the requirements in case of power failure. The power change over for other
systems which are not covered with the UPS back up shall be getting the power supply through DG Sets within 15
seconds from the time of power failure. For the systems covered with UPS back up, the changeover will be less than
one second.
(d) Stop Bars: Stop bars have been provided as follows:
(i) On taxiway H1, H2, H3 at holding position for Runway 27L
(ii) On taxiway H8, H9, H10 at holding position for Runway 09R
(iii) Stop bars at IHP are provided at cross field taxiway junctions of TWY-G, H, P & Q.
(e) CAT IIIA/CAT IIIB taxiway centreline lights: Taxiways B, B1, B2, D, F, P, P1, M, N, N1, N2, Q, R, S, G, G1, G4, H,
H1, H2, H3, H4, H5, H6, H7, H8, H9, H10 have been provided with CAT IIIA/CAT IIIB taxiway centreline lights.
(f) Entry taxiway lights: The Stop Bars mentioned in Para 8.2(d) have been provided with interlocked Entry taxiway
centreline lights.
(g) Exit taxiway lights: The alternate yellow and green centreline lights for exit taxiways have been installed on all
taxiways for CAT IIIB operation.
(h) Taxiway edge lights: Taxiway edge lights are available at TWY B4 and on portion of TWY A between B1 & B4 and at
curves of intersections of taxiways B, B1,P, Q, G, H, H1, H2, H3, H4, H5, H6, H7, H8, H9 & H10.
(j) Runway Guard lights: Runway Guard lights have been provided at Runway holding positions on taxiways H1, H2, H3,
H8, H9 & H10 at 107.5M from Runway 09R/27L centreline.
(k) Parking Stands: Stand manoeuvring guidance lights (SMGL) available on parking stand 02, 03, 05, 06, 08, 09, 11, 12,
13,15, 16, 17, 19, 20, 23, 26 & 29
(l) Intermediate Holding Position (IHP) lights: Intermediate Holding Position (IHP) lights have been provided on all
taxiways except taxiway B3.
(m) No entry bar: No entry bar lights are installed at RET H4, H5, H6 & H7.
(n) When LVP is in force the AERODROME GROUND LIGHTING must comply with the minimum serviceability
requirement as given in 2.1.3.
III) RADIO COMMUNICATION FAILURE PROCEDURES
1. INTRODUCTION:
Radio communication failure procedures are described in Para 15.3 of ICAO PANSATM DOC 4444. Based on these provisions, following radio communication failure procedures are established, to standardize the actions to be taken by the pilot of arriving and departing aircraft at Kempegowda International airport.
2. GENERAL:
2.1. All Transponder equipped aircraft experiencing Radio Communication failure shall set transponder to Mode A/C code
7600 as soon as practicable.
(Note: This Requirement of Setting transponder to Mode A/C code 7600 in no way imposes any restriction on the pilot’s
decision to set transponder to Mode A/C code 7500 or 7700, whenever required).
2.2 In Kempegowda International Airport, Segregated mode of operation will happen when both runways are available and
serviceable. In seggregated mode of operation, 27 mode means Rwy 27L will be used for Arrival and 27R will be used
for departure.In 09 Mode Rwy 09L will be used for arrival and Rwy09R will be used for departure. For Code F aircraft
Rwy 27L/09R(South Runway) will only be used even in seggregated mode of operation. In the event of closure of either
of the runway, then opertion will continue with Single runway(same runway for arrival and departure).
2.3 Runway lights, PAPI, ILS, and Approach lights in ‘SWITCHED ON’ position shall indicate the availability of such
Runway for aircraft experiencing RCF.
3. PROCEDURE FOR ARRIVALS:
3.1 Pilots of RNAV1 equipped Arrivals shall;
3.1.1 When Arrival clearance has been received from ATC follow the RCF procedure corresponding to that STAR as
mentioned in para 3.1.3. & 3.1.4
3.1.2 When Arrival clearance has not been received from ATC follow the appropriate RNAV STAR corresponding to that
route thereafter follow the respective RCF procedure as given in 3.1.3. &3.1.4

3.1.5 ARRIVING AIRCRAFT BEING RADAR VECTORED
Aircraft being radar vectored for approach, on experiencing RCF, shall maintain last assigned level and heading for 3 minutes after detecting RCF or selecting MODE A/C 7600, whichever is later (If below FL85, climb and reach FL85 before crossing 25NM outbound from BIA VOR) and then take a convenient turn to proceed direct to ‘BIA VOR maintaining last assigned level or FL 85 whichever is higher, From BIA proceed outbound on R-310 (09Mode) for TAREX hold or R-027 (27Mode) for BEGRA hold. If higher descend to FL85 in the hold and then carryout published instrument approach procedure for arrival runway.
3.1.6 Procedure for Non-RNAV arrivals
3.1.6.1 If RCF takes place at or beyond 50NM of BIA, continue on ATS route, (Re-join ATS route if given heading or flying offset) descending to cleared flight level or FL 85 whichever is higher. From ‘BIA VOR’, proceed outbound on R-310 (09Mode) for TAREX hold or R-027 (27Mode) for BEGRA hold. If higher descend to FL85 in the hold and then carryout published instrument approach procedure.
3.1.6.2 If RCF takes place within 50NM of BIA, then aircraft shall maintain last assigned level and heading for 3 minutes after detecting RCF or selecting code 7600, whichever is later (If below FL85, climb and reach FL85 before crossing 25NM outbound from BIA VOR) and then proceed direct to BIA VOR maintaining last assigned level or FL85 whichever is higher. From ‘BIA VOR’, proceed outbound on R-310 (09Mode) for TAREX hold or R-027 (27Mode) for BEGRA hold. If higher descend to FL85 in the hold and then carryout published instrument approach procedure.
4 PROCEDURE FOR DEPARTURE (BOTH RNAV AND NON RNAV)
4.1 DEPARTURE INTENDING TO CONTINUE TO DESTINATION
Any departing aircraft experiencing RCF and intending to continue to its filed plan destination shall:
4.1.1 Continue on assigned SID or heading climbing to or maintaining cleared level or FL85, whichever is higher.
4.1.2 Three minutes after setting Mode A/C code 7600 or reaching FL 85 or cleared Flight level (if higher than FL85) whichever is later:
i. If following ‘SID’, continue on SID to join ATS route and after joining ATS route climb to filed Flight level and continue
as per the filed flight plan.
ii. If following Radar heading, turn to join ATS route by shortest route maintaining cleared flight level/FL 85 whichever is
higher. After joining ATS route, climb to filed Flight level and Continue as per the filed flight plan.
4.2 DEPARTURE INTENDING TO LAND BACK AT BENGALURU
Any departing aircraft experiencing RCF after departure and intending to land back at Kempegowda International Airport shall:
4.2.1 Continue on assigned SID or heading, climbing to or maintaining cleared level or FL85 whichever is higher.
4.2.2 Three minutes after setting Mode A/C code 7600 or reaching FL85 or cleared Flight level (if higher than FL85)
whichever is later, take a turn to proceed direct to BIA VOR.
4.2.3 From BIA VOR proceed outbound on R-310(Rwy09 Mode)/R-027(Rwy27Mode) to TAREX/BEGRA Hold,
4.2.4 If required to burn fuel, then remain in the hold.
4.2.5 If higher, descend to F85 in the hold.
4.2.5 Leave ‘hold at FL85 to carry out published instrument approach procedure for arrival runway
5 RUNWAY CAPACITY ENHANCEMENT MEASURES
5.1. INTRODUCTION:
Runway Occupancy Time (ROT) is one of the key determinants of the airport runway capacity and is especially
critical for an airport which is experiencing a robust growth in air traffic in recent years. The objective is to lay
down procedures aimed at reducing the ROT and enhancing runway utilization and capacity.
5.2. PROCEDURES:
i. All aircrafts shall make every effort to minimize the Runway Occupancy Time (ROT).
ii. No aircraft shall request for any direct routing. Direct routings shall be issued by controller only for the purpose of
conflict resolution.
iii. During segregated mode of operations, runway changeover may cause a delay of 15 to 20 minutes for Arrival/Departure.
5.2.1 DEPARTURE PROCEDURE:
i. All departures requiring or able intersection departure shall inform Bengaluru Ground before requesting taxi.

ii. Taxiing aircraft should maintain a speed of not less than 15 knots on the straight portion of taxiways and between 8-12

knots during turning maneuvers during fair weather conditions.

iii. ATC may alter the departure sequence of an aircraft, which is not adhering to the procedure enumerated in para 5.2.1 (ii)

above to optimize the runway utilization. ATC may also alter the departure sequence of an aircraft to facilitate

maximum number of departures with the least average delay.

iv. Pilots shall complete all mandatory pre-departure checks before entering the active runway for departure so that the

aircraft is in a position to take off immediately upon receipt of take-off clearance. Pilots not able to comply with this

requirement must notify SMC/TWR before reaching the holding point.

v. When the aircraft is issued with a line-up and take-off clearance at the taxi holding point it shall be in a position to line

up and initiate an immediate takeoff in one continuous movement. Pilots not able to comply with this requirement

must notify TWR before lining up.

vi. When the aircraft is issued with a take-off clearance after lining up on the runway it shall commence take-off roll

immediately.

vii. All departures shall contact Bengaluru Approach 127.75 MHZ after passing 3800 feet, unless instructed otherwise by

the tower.

viii. All RNAV departures, on first contact with Bengaluru Approach shall transmit only their call sign, Altitude and

assigned SID.

ix. All non-RNAV departures or departures not assigned any SID shall transmit their destination and first reporting point or

route in place of SID.

x. Take-off Run Available from different intersections for RWY 09R/27L and RWY 09L/27R are available in charts under

AD2.24

xi. All ATR/DH8D departure shall use A10/A4 Intersection departure when RWY in use 09L/27R respectively except

when mandated by ACFT OPR requirements. However, ATC may advise them to use full length of RWY due to traffic

considerations.

5.2.2 ARRIVAL PROCEDURE

i. All arrivals, on first contact with Bengaluru Approach shall transmit only their Call sign and level.

ii. The speed control measures as promulgated vide eAIP ENR 1.6 shall be strictly followed by flight crew unless

exempted by ATC on request from the pilot.

iii. Pilots are reminded that rapid exit from the runway enables ATC to apply minimum spacing on final approach that will

achieve maximum runway utilization and will minimize the occurrences of ‘go around’.

iv. All arrivals, after vacating RWY, shall hold at first intermediate holding point (IHP), unless

cleared to the contrary by appropriate ATC unit.

v. Arrivals need not inform ATC on reaching parking stand.

vi. Details of the locations of taxiways with respect to threshold for RWY 09R/27L and RWY 09L/27R are given in charts

under AD2.24

vii. All code C ARR to vacate RWY via preferred RET A6/A7 for RWY 09L/27R & RET H5/H6 for RWY 09R/27L or

inform inability to comply, to Bengaluru APP at 20 NM from touchdown.

7. Mode of Operations

Segregated Mode of Operations shall be used at Kempegowda International Airport.

Runway 27 Mode:

A segregated mode of operation with Runway 27L is used for arrivals and Runway 27R is used for departures.

Runway 09 Mode:

A segregated mode of operation with Runway 09L is used for landing and Runway 09R is used for departures.

In case of non-availability/Scheduled maintenance of either runway, mixed mode operations will be conducted on the

other runway and such decision will be taken by the WSO concerned.

Classification of Apron

Apron-1: Stand 33A to 49; 501 to 506 & 510 to 507; 51W to 65

Apron-2: Stand V68 to 32 & Stand 66 to 93 & Stand 69A to 86A

Apron-3: Stand 94 to 106 & V55 to V63

Apron-4: Stand 107 to 123 & V36 to V54

Area of Control

• SMC-1 shall be responsible for pushback and taxi on Apron-1 & Apron-2.

• SMC-2 shall be responsible for pushback and taxi on Apron-3 & Apron-4.

• CLD shall change over departures from Apron-1 & Apron-2 to SMC-1 and departures from Apron-3 & Apron-4 to

SMC -2 respectively.

• All arrival vacated from Northern Runway 09L/27R shall change over to SMC-1 and all arrivals vacated from Southern

Runway 09R/27L shall change over to SMC-2.

8. PUSHBACK PROCEDURES:

a. All Stands are power-in and push back.

b. APRON-1 and APRON-2 are served by multiple parallel aircraft stand taxi lanes L1, L2 and L3 (numbered from North

to South). APRON-2 has additional taxi lane L4 which serves stands 69A to 86A only. APRON-3 is served by taxilane

‘C’ which connects to L1 & L2 and taxilane D which connects to L2 & L3. APRON-4 is connected to aircraft stand

taxilane N, D and M.

c. Push back from APRON-3 shall be given on taxilane L1/C. (Stands 90 to 95 are connected to taxilane L1 & stands 96 to

106 are connected to taxilane C)

d. Pushback from stands 69A to 86A (APRON-2) shall be on L4 only. Only one push back at a time shall be permitted

from West of TWY-B3 & one push back from East of TWY-B3. All aircraft from stands 69A to 78A shall be given push

back on L4 facing east and all aircraft from stand 80A to 86A shall be given push back facing west only, irrespective of

runway-in- use since aircraft can taxi out only via TWY B3.

e. All code D/E/F aircraft from APRON-1 and APRON-2 shall be given push back on L2 only.

f. Push back from APRON-3 shall be given on L1/C/D. (Stands 90 to 95 are connected to L1 & stands 96 to 123 are

connected to C and Stands V55 to V63 are connected to taxilane D)

g. Push back from APRON-4 irrespective of aircraft type shall be

i. From stands 107, 108 & 116 to 123 on stand taxilane N

ii. From stands 109 to 115 on stand taxilane D.

iii. From stands V36 to V51 on taxilane M (from stands V36 to V42 shall pushback on taxilane M facing north

only).

iv. From stands V52, V53 and V54 on taxilane D/M.

h. Simultaneous push back and start up by Code A/B/C aircraft on aircraft stand taxi lane L1 and L3 is permitted.

i. Simultaneous pushback and start up by Code A/B/C aircraft on aircraft stand taxi lane L1 or L3 and Code D/E/F aircraft

on L2 shall not be permitted unless specified longitudinal separation as mentioned under push back restrictions.

j. When a Code C aircraft is given push back from stands 33/65 (or west of it) from APRON-1, another aircraft from stands

32/66 (or east of it) from APRON-2 can be given push back simultaneously.

k. If code D/E pushes back facing west from stands 34/64, push back from stand 30/67 in any direction is clear.

9. PUSH BACK RESTRICTIONS:

9.1 Minimum Separation of stands required for simultaneous push-back and startup of aircraft:

a) For the same direction pushback and start up, the following minimum separation is applicable:

1. Between Code A/B/C & Code A/B/C ±5 Stands

Note: Between stands 90 to 106 ±3 Stands

2. Between Code D/E/F & Code D/E/F ±11Stands

3. Between code A/B/C & code D/E/F

i. Code A/B/C in front of Code D/E/F ±5 stands

ii. Code D/E/F in front of Code A/B/C ±11 stands

b) For opposite direction pushback and start up:

1. Tail to Tail:

i. Between Code A/B/C & Code A/B/C ±5 Stands

ii. Between Code D/E/F & Code A/B/C/D/E/F ±11Stands

2. Nose to Nose (only for Code C or smaller type aircraft, Taxi out with follow-me service to change lane L1 to L3

or vice versa):

i. Between Code A/B/C & Code A/B/C aircraft ±3 stands

c) For Departure & Arrival:

1. When arrival coming to a stand behind the aircraft pushing back

i. Code A/B/C pushback - Arrival Code A/B/C ±3 stands

ii. Code A/B/C pushback - Arrival Code D/E/F ±4 stands

iii. Code D/E/F pushback - Arrival Code A/B/C/D/E/F ±5 stands

Note: Care should be taken not to permit arrival to stand with ‘Follow-Me’ service, behind an aircraft pushed back,

if the aircraft which has pushed back has been given taxi clearance. This is to prevent the ‘Follow-Me’ vehicle

from the Jet Blast of the aircraft taxiing out.

d) When arrival coming to a stand in front of aircraft pushed back

1. Code A/B/C pushback - Arrival code A/B/C ±2 stand

2. Code A/BC pushback - Arrival code D/E/F ±2 stands

3. Code D/E/F pushback - Arrival code A/B/C/D/E/F ±2 stands

Note: Care should be taken not to permit simultaneous taxi in and push back when only the minimum separation

mentioned in clause (2) i-iii above is available. In such cases, arrival should be allowed to taxi in to the stand only

after the push back is completed.

12. TAXIING INTO APRON:

VIA Taxiway-B4

a. All Code A/B/C type of aircraft taxiing for Southern stands V68 to 32 shall turn left on Aircraft Stand Taxi lane “L3”.

b. All Code A/B/C type of aircraft taxiing for Southern stands 33 to 506 shall turn right on Aircraft Stand Taxi lane “L3”.

c. All Code-A/B/C type of aircraft taxiing for Northern stands 65 to 507 shall turn right on Aircraft Stand Taxi lane “L1”.

d. All Code-A/B/C type of aircraft taxiing for stands 66 to 123 shall turn left on Aircraft Stand Taxi lane “L1/C” or L3/D.

e. All Code-D/E type of aircraft taxiing for stands V69 to 30 and 67 to 122 shall turn left on Aircraft Stand Taxi lane “L2”.

f. All Code-D/E type of aircraft taxiing for stands 34 to 502 and 51 to 64 shall turn right on Aircraft Stand Taxi lane “L2”.

VIA Taxiway “K”

a. All Code-A/B/C type of aircraft taxiing for Northern stands shall turn left on Aircraft Stand Taxi lane “L1”.

b. All Code A/B/C type of aircraft taxiing for Southern stands shall turn left on Aircraft Stand Taxi lane “L3”.

c. All Code D/E/F type of aircraft taxiing to apron shall turn left to follow Aircraft Stand Taxi lane “L2” for allotted stand.

d. All Code-F type of aircraft for stand 49 shall taxi into apron via Taxiway ‘K’ only, with outer engines on idle power.

VIA TWY-B3

a. Aircraft allotted Stands 69A, 71A, 72A, 74A, 75A, 77A, 78A (west of TWY B3) shall turn right after TWY-B3 on L4 and aircraft allotted stands 80A, 81A, 83A, 84A and 86A (east of TWY-B3) shall turn left after TWY-B3 on L4 and proceed

to respective parking stands.

VIA TWY-B2

a. All Code A/B/C type of aircraft taxiing for Southern stands 06 to 506 shall turn right on Aircraft Stand Taxi lane “L3”.

b. All Code A/B/C type of aircraft taxiing for stand V68, V70, 01, 03 shall turn left on Taxi lane ‘L3”.

c. All aircraft proceeding for stands 04 and 05 to follow the appropriate stand lead in lines from Taxi way ‘B2’.

d. All Code A/B/C type of aircraft taxiing for Northern stands 89 to 507 shall turn right on Aircraft Stand Taxi lane “L1”.

e. All Code A/B/C type of aircraft taxiing for stands 90 to 123 shall turn left on Aircraft Stand Taxi lane “L1/C”or L3/D.

f. All Code D/E/F type of aircraft taxiing for standS V69 and 02 shall turn left on Taxi lane ‘L2”.

g. All Code D/E type of aircraft taxiing for stands 08 to 502 & 51 to 85 shall turn right on Aircraft Stand Taxi lane “L2”.

9.2 Minimum separation of stands required for simultaneous push back (one behind another in same direction) without

engine startup of aircraft in front:

a) Between Code A/B/C - Code A/B/C ±3 stands

b) Between Code D/E/F - Code A/B/C/D/E/F ±4 stands

Aircraft in the front shall be given engine start up only after the separation mentioned in the clause [9.1 (a)] is achieved

by pulling or pushing further the aircraft involved.

9.3 Other restrictions on pushback

1. To keep TWY B2 clear for all aircraft operations pushback restrictions from stands 01 to 08, 89 and 90 apply as follows:

a. No pushback shall be permitted from stands 01, 02, 03, 04, 05, 06, 07, 08, 89 & 90 in any direction when aircraft is

taxiing in/out via TWY B2.

b. If aircraft pushed back, the following restrictions apply:

i. Code C aircraft from stand 06 & 07 shall push/pull abeam stand 09 facing east or west.

ii. Code D/E aircraft pushed back from stands 02, 05 & 08 shall push abeam stand V69 if facing east or west.

iii. Code D/E/F aircraft pushed back facing east from stand 02 shall pull abeam stand V69 and arrival to stand 03 shall

not be permitted in this case.

iv. Code C aircraft pushed back facing east or west from stands 01, 03 & 04 shall pull abeam stand V70.

v. Code C aircraft pushed back facing west from stands V68 shall pull abeam stand V70 to keep taxilane L1 clear for

taxing of aircraft from/to taxilane C.

vi. Code C aircraft pushed back facing east from stand 90 shall pull abeam stand 91.

vii. Code C aircraft pushed back facing west from stand 89 shall pull abeam stand 88

2. In order to keep TWY B4 clear for aircraft taxi-in/out, aircraft from stand 32/66 shall establish abeam 32/66 if facing

west and abeam stand 31/67 if facing east and similarly, aircraft from stand 33/34/65 shall establish abeam 33/34/65 if

facing east and abeam stand 35/37/63 if facing west.

3. If code D/E pushes back facing west from stands 34/64, push back from stand 30/67 in any direction is clear.

4. Aircraft from stands 94 & 95 facing east or west shall pull/push abeam stand 96 only.

5. Pushback from stand 100 facing WEST shall pull abeam stand 99 to keep taxilane B1 clear.

6. Pushback from stand 101 facing EAST shall pull abeam stand 102 to keep taxilane B1 clear.

7. Pushback from stand 106 facing WEST shall pull abeam stand 105 to keep taxilane M clear.

8. Pushback from stand 107 facing SOUTH shall pull abeam stand 108 to keep Taxiway B clear.

9. Pushback from stand 108 facing north shall pull abeam stand 107 to keep taxilane C clear.

10. In case of pushback from stand 109 facing east shall pull abeam stand 110 to keep taxilane C and N clear.

11. Code D/E/F aircraft pushback from stand 114 facing west on taxilane D shall pull abeam stand 110 to keep TWY P

clear.

12. Pushback from stands 112/113 facing west on stand taxilane D shall pull abeam stands 114 to keep Taxiway P clear.

13. Pushback from stand 122 facing north shall pull abeam stand 119 to avoid jet blast effect on vehicular traffic operating

on perimeter road.

14. Pushback from stand 116 facing south shall pull abeam stand 117 to keep taxilane D clear.

15. It should be noted that stand 45, 47, 49 & 502 are southern stands and 51, 52 and 53 are northern stands. Only one

aircraft shall push back from stands 45 to 53 at a given time. All other restrictions shall remain the same.

16. The push back separation requirement on Apron incorporates jet blast clearance minimum 250 meters behind code D/E/

F aircraft and 80 meters behind code A/B/C. All stands in the Apron are power in/pushback.

17. Power out is not permitted from any stand except non-schedule aircraft without tow bar and having wingspan less than

30M.

18. All departing aircraft to re-confirm the Taxi lane with the push back operator on completion of pushback.

19. Ensuring correct pushback on respective taxilane as per instructions received from ATC is the responsibility of Airline

operator. All aircraft shall be pushed back abeam respective stand (i.e., the nose wheel of the aircraft will be at the point

where the Stand Lead-in Line meets the Aircraft Stand Taxi Lane) corresponding to the stand from which push back

was commenced, unless otherwise instructed by ATC.

20. Aircraft pushing back from stand V59, V60, V61 & V63 facing east/west shall pull/push abeam stand V62 for start-up.

21. Aircraft pushing back from stand V59, V60 & V61 facing west shall pull abeam stand V62 to keep Taxilane B1 Clear.

22. Aircraft pushing back from stand V56, V57, V58 facing east/west shall pull abeam/push back till stand V55 to keep

Taxilane B1 clear.

23. When aircraft is pushing back from stand V56 to V61, aircraft joining D via B1 and vice versa is not clear.

24. Aircraft from stand V52, V53, V54 after pushback facing east on taxi lane D shall push abeam stand V55.

25. Aircraft from stand V52, V53, V54 after pushback facing north on taxi lane M shall push abeam stand V51.

26. While aircraft is pushing back /pushed back from stands V40, V41, V42, V43, V44, V45 taxi lane N1 is not clear.

27. Aircraft from stand V38 shall pull forward abeam V39 on taxilane M for start-up.

28. Aircraft from stand V36 after pushback facing north shall pull abeam stand V37 for engine start-up to keep perimeter

road clear.

29. To keep taxilane N1 clear:

• Aircraft from stand V43, V44, V45 after pushback facing north/south shall pull/push abeam stand V46.

• Aircraft from stand V40, V41, V42 after pushback shall push abeam stand V39.

• Aircraft pushing back from stand 123 facing north shall pull abeam stand 121.

• Aircraft pushing back from stand 122 facing north shall pull abeam stand 119.

10. TAXIING PROCEDURES:

a. Marshalling service will be provided by Ground Handling Agent for all stands where AVDGS is not provided.

i. Aircraft stand taxi lanes L1, L3 & L4 are suitable for taxiing by Code A/B/C type aircraft only.

ii. Aircraft stand taxi lane L2 is suitable for taxiing by Code D/E aircraft only. (For Code-F refer Code-F procedures).

iii. Taxi lane C is connected to Taxilane L1, L2, D, B1, M & N.

iv. TWY B3 is compatible for Code C aircraft only.

v. Taxilane C, TWYs B2, B6, M, N, N1, N2, F, R & S are compatible for taxi by aircraft up to Code E. Taxilane D and

all other taxiways including RETs are compatible for taxi by all aircraft up to Code-F.

vi. Taxilane L5 is connected to B6.

vii. TXL N2 is not available. TWY N2 between TWY P and TWY Q is available.

b. Simultaneous taxiing by Code A/B/C aircraft on aircraft stand taxi lanes L1 and L3 is permitted.

c. Simultaneous parallel taxi is not permitted on aircraft stand taxi lanes L1 and L2 or L2 and L3.

d. Changing of lanes from L1 to L3 and vice versa is permitted for taxiing Code C (or smaller type) aircraft under the

guidance of Follow-Me service.

e. For aircraft entering via taxiway B2 to stand 4/5, “TAXI VIA B2 TO STAND 4/5” only should be used in taxi clearances

since there is no L3/L2 guideline.

f. Changing of lanes from L1 to L3 and vice versa is not permitted when Visibility/RVR reduces below 800m/550m. (LVP

imposed)

g. If a Code A/B/C aircraft is holding at taxi holding position A2/A4, a Code D/E/F aircraft shall not be permitted to taxi

behind on taxiway A.

h. If a Code D/E/F aircraft is holding at taxi holding position on A2/A4, NO aircraft shall be permitted to taxi behind on

taxiway A.

i. If a Code A/B/C aircraft is holding at taxi holding position H2, H3, H8 & H9, a Code D/E/F aircraft shall not be

permitted to taxi behind on taxiway H.

j. If a Code D/E/F aircraft is holding at taxi holding position H2, H3, H8 & H9, NO aircraft shall be permitted to taxi

behind on taxiway H.

k. An aircraft vacating runway via exiting taxiways is not simultaneously clear of Runway and parallel taxiway A/H.

l. Rapid Exit Taxiways (RETs) shall not be used for departures even though RGL are provided.

m. RETs of opposite runway shall not be used for vacation of aircraft (for runway 09L - do not vacate via A7/A8/A9 and for

runway 27L - do not vacate via H4/H5)

n. No aircraft shall be permitted to taxi on taxiway A/H abeam rapid exit taxiways when an arriving aircraft is using these

taxiways for runway vacation. The aircraft taxiing on taxiway A/H shall be asked to hold short of the particular taxiway

in such cases.

o. If a Code ‘C’ or below type aircraft is holding at intermediate holding position facing south on TWY B4/K, a Code ‘E’

or below aircraft is permitted to taxi behind on TWY A

p. If a Code D/E/F aircraft is holding intermediate holding position facing south on TWY B4/K, NO aircraft shall be

permitted to taxi behind on taxiway A.

q. If any aircraft is holding at IHP facing north short of Taxiway B on TWY B1/M/N, Taxi lane C is clear for taxi for

aircraft up to Code E.

r. Only one aircraft shall be allowed to hold on TWY D/N1 east of apron and If any aircraft is holding on TWY D/N1

short of apron, TWY P is not clear for aircraft taxing behind. TWY Q is clear for aircraft to taxi.

s. If any aircraft is holding short of Apron on TWY B1/M/N facing south, NO Aircraft can taxi behind on TWY B and all

aircraft can Taxi on TWY A.

t. Simultaneous use of taxiways A4 and A5 is not permitted for Code D/E/F type aircraft.

u. 180 degrees turn on Apron / Taxiways is not permitted.

v. Special arrangements may be made by BIAL to facilitate aircraft taxiing out on own power from a stand and parking at

locations other than the published stands due to operational requirements. Such arrangements shall be communicated

to SMC by Airside Operations Manager stating the restrictions imposed there upon

w. 180-degree turn may be allowed for Code A/B/C aircraft at the end of runway.

x. Aircraft from stands 69A to 86A shall be issued with taxi-out instruction only when there is no conflicting traffic on

TWY A, as there is no intermediate holding position at TWY-B3.

i. TWY-B3 is not clear when arrival is holding on L4 between stands 77A, 78A, 80A, 81A.

ii. Only one arrival east and west of TWY-B3 is permitted at a time. Aircraft on TWY-B3 is not clear of TWY-A.

y. SMC-2 shall hold arriving aircraft abeam stand 96 on taxilane C and change over aircraft to SMC1 for further Taxi.

z. SMC-1 shall advice SMC-2 if the aircraft is asked to hold abeam stand 96 for any reason.

aa. SMC2 shall instruct arriving/departing aircraft to hold short of TWYB1 and change over to SMC-1 for further taxi.

bb. If, for any reason, departure from APRON-1 and APRON-2 is cleared to taxi via taxilane C, SMC1 shall hold aircraft

abeam stand 93 on L1 and change over to SMC2 for further Taxi.

cc. SMC 2 shall coordinate with SMC 1 regarding any aircraft pushing back/holding/taxiing out on taxilane L1/C.

dd. If a Code A/B/C aircraft is holding at taxi holding position A10, a Code D/E/F aircraft shall not be permitted to taxi

behind on taxiway A.

ee. If a Code D/E/F aircraft is holding at taxi holding position on A10, NO aircraft shall be permitted to taxi behind on

taxiway A.

11. TAXIING OUT FROM APRON:

VIA Taxiway-B4

a. Code C or smaller type of aircraft taxiing towards west simultaneously on Taxi lane L1 and L3 for proceeding via

Taxiway `B4’ shall hold abeam stand 69 and 28 respectively to give way to aircraft in sequence.

b. All aircraft Taxiing towards west on L1, L2, L3 to turn right after crossing Stand Lead-in Lines for stand 66, 67 and 32

respectively for Taxiway ‘B4’.

c. All aircraft Taxiing towards east on L1, L2, L3 to turn left after crossing Stand Lead-in Lines for stand, 65, 64 and 33

respectively for Taxiway ‘B4’.

VIA Taxiway-K

a. All aircraft Taxiing towards west on L1, L2, L3 to turn right for Taxiway ‘K’.

b. All Code-F type of aircraft from stand 49 shall taxi out via Taxiway ‘K’ only, with outer engines on idle power.

VIA Taxiway-B2

a. All aircraft Taxiing towards east on L1, L2, L3 to turn left after crossing Stand Lead-in Lines for stand 89, 05 and 06

respectively for Taxiway ‘B2’.

b. All aircraft taxing towards west on L1, L2, L3 to turn right after crossing Stand Lead-in Lines for stand 90, 02 and 03

respectively for Taxiway ‘B2’.

12. TAXIING INTO APRON:

VIA Taxiway-B4

a. All Code A/B/C type of aircraft taxiing for Southern stands V68 to 32 shall turn left on Aircraft Stand Taxi lane “L3”.

b. All Code A/B/C type of aircraft taxiing for Southern stands 33 to 506 shall turn right on Aircraft Stand Taxi lane “L3”.

c. All Code-A/B/C type of aircraft taxiing for Northern stands 65 to 507 shall turn right on Aircraft Stand Taxi lane “L1”.

d. All Code-A/B/C type of aircraft taxiing for stands 66 to 123 shall turn left on Aircraft Stand Taxi lane “L1/C” or L3/D.

e. All Code-D/E type of aircraft taxiing for stands V69 to 30 and 67 to 122 shall turn left on Aircraft Stand Taxi lane “L2”.

a. Aircraft allotted Stands 69A, 71A, 72A, 74A, 75A, 77A, 78A (west of TWY B3) shall turn right after TWY-B3 on L4 and aircraft allotted stands 80A, 81A, 83A, 84A and 86A (east of TWY-B3) shall turn left after TWY-B3 on L4 and proceed

to respective parking stands.

VIA TWY-B2

a. All Code A/B/C type of aircraft taxiing for Southern stands 06 to 506 shall turn right on Aircraft Stand Taxi lane “L3”.

b. All Code A/B/C type of aircraft taxiing for stand V68, V70, 01, 03 shall turn left on Taxi lane ‘L3”.

13. Code-F Operating Procedures

a. Parking stands available for Code F aircraft are stands 02, 49 and 11449, 114 V57 & V60. (If A380 parked on stand 02, stand 04 to be keptto

be kept vacant).

b. No work will be permitted in the OFZ during the operation of aircraft to keep clear of OFZ 70 M (either side of RWY

Centre Line).

c. ATC will inform AOCC regarding any diversion of Code F aircraft as and when the information is received.

d. Taxilane D & B1 are Code-F complaint.

e. For Stand 49, aircraft shall follow K-L2 only.

14. Ground Handling Procedures For Code-F.

a. South RWY 09R/27L is compatible for all Code-F type. North RWY 09L/27R is Code-E certified. However B747-8 can8

can operate from both RWY.

b. Stand 114 will be the preferred stand whenever Code F operates from RWY 09R/27L. However, other stands may also

be allotted in case of any operational requirement.

16. APRON AREA:

Code D/E/F type of aircraft are not permitted to stop while Taxiing on these Jet Blast Prone Areas to avoid jet blast damage to vehicles and aircraft parked on the above-mentioned stands. If for any reason B747 type of aircraft stops on these Jet Blast Prone Areas further taxi should be continued only when the affected stands are vacant and ground movement is regulated. All jet Blast Prone Areas are well marked with apron markings to provide adequate information for all vehicles.

Aircraft can normally vacate the runway via designated exit taxiways:
