Use of aircraft stand identification signs, taxiway guidelines and visual docking/parking guidance system at aircraft stands

1. Continuous lead-in lines available at MARS (Multiple Aircraft

Ramp System) centre stands for use of wide body aircraft and in

single aircraft stands. Broken lead-in lines available at left & right

MARS stand for narrow body aircraft and Y1L, Y2L & Y3L in Apron Y

(Cargo Apron).

2. Aircraft Stand identification signs are provided at all aircraft stands except

Y3L.

3. Advanced Visual Docking Guidance System (AVDGS) are provided at aircraft stands 100 to 106 and G1 to G24R (except G9 & G10).

6. Except when instructed otherwise, all helicopters operating under VFR and special VFR within 30 NM from BBB between radial 200 to 340 clockwise and within 15NM from BBB between radial 341 to 199 clockwise shall contact Juhu ATC on VHF 124.350 MHZ/118.750 MHZ.

LOCAL AERODROME REGULATIONS

1. AIRPORT REGULATIONS

1.1 Engine power more than idle thrust is not permitted during taxiing in, pushback to/from aircraft stands within Apron

1.2 Location of Engine Run Up at High Power: At TWY T facing west, between TWY T8 & T7 up to code letter F aircraft.

1.3 Pushback Clearance for code letter ‘C’ and up to code letter ‘F’ aircraft shall be separated by at least two aircraft stands.

1.4 Pushback Clearance for code letter ‘A & B’ aircraft shall be separated by at least one aircraft stand.

1.5 Code F aircraft movement on Cargo Apron:

1.5.1 Only Y1L & Y2L are compatible for code letter F aircraft.

1.5.2 For arrival, aircraft shall taxi only taxilane H then via taxiway V1 to stand Y1L and via taxiway V3 to stand Y2L.

1.5.3 During departure, the pushback procedure is mentioned in para 2.3 of AD 2.20.

1.5.4 Since Code F aircraft shall pushback on taxilane H, therefore all the arrival on stands 2 to 7 shall hold on taxiway T

short of taxiway T1 or taxiway A5.

2. Pushback procedures for different Aprons

2.1 Pushback Procedures for Apron G

entering TWY U5 via TWY T shall hold at intermediate holding position on TWY T. Aircraft taxing on TWY U6 via TWY
T12/T facing north, shall hold on TWY T12/T.
iv. During pushback from aircraft stands G1 to G4, aircraft taxiing on TXL U9 shall hold short of TXL L3

The aircraft shall push back onto TXL V facing West and to be towed abeam respective stands and follow further instructions from ATC.
Y5
The aircraft shall push back onto TXL V facing west and to be towed abeam stand Y5 and further taxi via V5
Y6 & Y7
The aircraft shall push back onto TXL V facing West and to be towed abeam stand Y6 and further taxi via V5.
Y1L
The aircraft shall deep pushback onto TXL H via TWY V1 facing West and to be towed to tug disconnection point (TDP 1, between Stand 5 & 6) on TXL H and follow further instructions from ATC.
Y2L
The aircraft shall deep pushback onto TXL H via TWY V3 facing West and to be towed to tug disconnection point (TDP 1) on TXL H and follow further instructions from ATC.
Note:
i) During pushback from stand Y1L, the following restrictions will apply on GA Apron (Code C):
a) Aircraft can push back from stands 8 & 9 only.
b) Pushback from stands 2 to 7 are not permitted.
ii) During pushback from stand Y2L, the following restrictions will apply on GA Apron (Code C):
a) No aircraft shall push back from stands 2 to 9 till aircraft towed till TDP 1.
b) Once aircraft towed till TDP 1, thereafter push back from stands 8 & 9 can be permitted.
2.4 GA Apron(CODE C)

The aircraft shall pushback onto A facing West and to be towed abeam stand 3 and further taxi via TXL H.
4-9
The aircraft shall pushback onto TXL H facing West and to be towed abeam respective stand and further taxi via TXL H.
Note:
i) During pushback from stand 2 to 7, following restrictions will apply on pushback from stand Y1L & Y2L:
a) Pushback from stands Y1L & Y2L not permitted.
ii) During pushback from stands 8 & 9, following restrictions will apply on pushback from stand Y1L & Y2L:
a) NO aircraft shall pushback from stands Y2L.
b) Aircraft can pushback from stand Y1L.

FLIGHT PROCEDURES

I. LOW VISIBILITY PROCEDURES

1. Low Visibility Procedures: Low visibility procedures (LVP) shall be implemented at Navi Mumbai International Airport (NMIA) before the conduct of departures in visibility/RVR less than 800M/550M. LVTO Shall only be implemented when Safeguarding Procedures (SP) have been completed.

2. IMPLEMENTATION OF SAFEGUARDING PROCEDURES:

2.2.1 Aerodrome safeguarding procedure will be initiated by ATC when the visibility or RVR is less than 1200m and visibility or RVR is forecast to deteriorate to 800m or less.

i) ATC will inform AOCC/Fire watch tower/ Apron control.

ii) Apron control shall terminate all work in progress in the localizer and glide path sensitive area and the manoeuvring area. iii) Apron control shall make sure the removal of all equipment’s/ materials from the localizer and glide path sensitive area and the manoeuvring area.

iv) One (01) CFT shall be positioned in pre-determined positions (PDPs) at end as per runway in use after positive clearance from ATC. Other CFTs will be manned and remain standby in main fire station and satellite fire station.

v) Apron Control along with CCR team will coordinate with ATC for runway inspection to ensure serviceability of the required visual aids.

vi) Apron control shall report the status of AGL on completion of the inspection to ATC Tower.

vii) Only those vehicles equipped with transponder shall be permitted on manoeuvring areas after implementation of Safeguarding procedures with the permission of ATC.

viii) Apron Control shall coordinate with the Duty Manager - Engineering and Maintenance to ensure that UPS and DG sets are serviceable. ix) The Meteorological department shall provide instrument RVR data for RWY 26 and RWY 08 to ATC. In case of unserviceability of the RVR instrument, the same shall be intimated to ATC and manual RVR shall be provided. x) Apron Control shall ensure closure of roads leading to runway and critical/sensitive area.

xi) The following roads are connecting to runway:

a) Road connecting crash gate to RWY 26 undershoot area.

b) Emergency road east of TWY S1 connecting GA apron.

c) Emergency road west of TWY S12 connecting to perimeter road.

d) Road connecting crash gate to RWY 08 undershoot area.

e) Access roads to GP 08 and GP 26.

f) Access roads to MET PARK (RVR

xii) Apron Control to ensure withdrawal of bird chasers by Wildlife Team in coordination with Apron Control when RVR is 550m or less.

xiii) AOCC/ Apron control shall confirm the completion of safeguarding procedures to ATC Tower.

3. IMPLEMENTATION OF LOW VISIBILITY PROCEDURES FOR DEPARTURES:

i) When visibility/RVR reduces below 800m/550m, Low Visibility procedures shall be implemented by ATC.

ii) ATC shall inform AOCC/ Fire watch tower/ Apron control.

iii) AOCC shall initiate notification through Automatic Notification Transmission System (ANTS) regarding enforcement of Low Visibility Procedures.

iv) ATC/Apron control shall ensure that the towing of aircraft is done under escort of Follow-Me jeep. After implementation of LVP, towing of aircraft shall be restricted.

v) ATC / Apron control shall not permit any ground run that needs to be performed on the manoeuvring area except idle power run on the stands.

vi) Apron control to facilitate Follow Me service to aircraft, if requested.

vii) LVTO is applicable to Airport Operator, Air Navigation Service provider, and to those airline operators having specific DGCA approval. Pilots are required to report their approved take off minima (in meter) to ATC. Minima for LVTO is 350m RVR at NMIA.

viii) An airline operator shall not conduct low visibility take-offs in less than 400m RVR unless approved by DGCA as per Civil Aviation Requirements Section 8, Series ‘C’, Part I.

ix) ATC shall permit departures only from the beginning of the Runway in use.
