ENR 3.3.1 - HELICOPTER ROUTES

1. HELICOPTER OPERATIONS IN ARUNACHAL PRADESH

The following guidelines and helicopter routings for day VFR helicopter operations in

Arunachal Pradesh, issued vide DGCA letter no. AV 22014/45/2011-FSD dated 4th June, 2012 and AV 22014/40/2011-FSD (Pt.) dt. 14th May, 2013 are published for compliance by all the civil helicopter operators.

I. INTRODUCTION:

Since the area of sector lies in mountainous terrain, all Pilots are required to be thoroughly proficient in hill Operation. Therefore, it is essential that all Pilots follow the instructions as laid down in the relevant CAR and other instructions on the subject in order to ensure that flight safety is not compromised and the task accomplishment is enhanced.

In view of the past experience of flying carried out in the hilly sectors, the operator must have their standard operating procedures for each helipad, duly revised periodically.

II. GENERAL CONDITIONS:

The following points are to be strictly adhered to:

a) All Helicopter operations in the valley are to be in VFR conditions only.

b) All the routings are to be on the right side of the valley at a designated altitude.

c) Owing to the constraints of the terrain, no alternate routes are feasible in most of the valleys.

d) Most of the valleys have Indian Air Force element which provides current weather and VHF communication cover on 123.5 MHz.

e) Most of the helipads are located on either side of the valley.

i. Aircraft Serviceability: Helicopter is fully serviceable and should avoid launching it without equipment/avionics as per MEL approved. ELT and its serviceability should be checked periodically and proper record maintained.

ii. Helipad Activation: The helipad(s) to be utilized, will be activated with safety services as per their status approved by DGCA and concerned CAR, before the sortie is launched to that helipad.

iii. Helipad SOPs: Operators will prepare SOP for each helipad in Arunachal Pradesh in view of the guidelines mentioned in paras above. Once approved by DGCA, the SOPs will be shared with HQs Eastern Air Command and Eastern Command for the information of all IAF and Army Aviation units operating in Arunachal Pradesh.

iv. Flight Planning: Meticulous flight planning will be done by the Dispatch sections and pilots keeping in mind:

- Route-In and Route-Out.

- No Diversion in terms of Route, Altitude and Timings from the Flight plan once accepted by concerned ATC.

- Knowledge of other helicopters flying in the valley/over the helipads intended to fly.

- Contingency plan when encountering bad/marginal weather.

- Flights will be approved ONLY for VFR conditions and under no circumstance will the helicopters enter IMC conditions.

v. Weather Briefing: All operators will retain weather record for six (6) months and the same will be produced for audit by FSD/ DGCA.

vi. RT Calls: Pilots will give RT calls at the entry/exit point of the valley and all prominent points en route. In addition, RT calls will also be made when:

- Going for landing at helipad and on Finals.

- On Take-off from helipad along with intentions.

- On Top of Climb.

- Any weather phenomenon is observed.

- Crossing a ridge line or entering a different valley.

- Any other eventuality deemed fit by the Capt.

vii. Sortie Monitoring: Irrespective of time of the year or season, all sorties into valleys will be monitored by responsible personnel from Company’s management till its completion.

viii. Diversion: Should be resorted ONLY with the concurrence of Company official and concerned ATC. Each operator will nominate the official who can approve diversion. In case of diversion because of weather, flight safety section of the Company will investigate and report the matter as per its operations manual.

ix. Training: All operators should ensure that pilots are suitably trained and cleared to fly in the valleys before they are tasked to fly in Arunachal Pradesh.

x. Company SOP: Each operator should prepare their Company SOP as per the guidelines given above, including aspects peculiar to them and not included above, for the helicopters to be utilized in Arunachal Pradesh.

III. HELICOPTER OPERATIONS:

Helicopter Operation is essentially carried out in the Valleys of Arunachal Pradesh. The Hilly Sector is divided into Eight Principle Valleys as enumerated below: -

A. India Valley: Along Subansiri river, commencing from Keju La till Daporijo and onwards to DM range. Also, Kamla and Kurung River which start from Huri/Sarli and merge with the Subansiri River South of Daporijo form part of this valley.

B. Juliet Valley: Encompasses Siang and Siyom River originally known as Tsang Po River. Siang and Siyang River originate from Kepang La and Tung La respectively and merge as one at Pangin and thereafter known as Siang river till Pasighat at the mouth of the valley.

C. Kilo Valley: The Junction of Ang and Matung rivers at Anini form Debang River at Anini and thereafter flow in the Southerly direction into the plains at Dambuk.

D. Lima Valley: Ngi Chu River enters India at Kibithu and thereafter is known as Lohit or Telu River and flows southwestwards till Brahmakund where it joins the plains.

E. Mike Valley: Noa Dihing River originates from Vijayanagar and flows westwards till Miao where it bifurcates into Burhi Dihing and Noa Dihing rivers which further flows into the Brahmaputra River.

F. November Valley: A River, not so prominent, originates from Tirap RF and flows South West up to Laju on the Myanmar border.

G. Tenga Valley: Kameng River enters in Brahmaputra Valley at Baleckpong, North of Tezpur. This river originates from eastern Himalayan Mountains of Tawang region Glacier Lake.

H. Bhutan Valley: Manas River enters plains of Assam and flows towards Southern direction and join Brahmaputra on Golpara.

All Helicopter Valley Routes and Procedures to be followed in the respective Valleys are given in the succeeding paragraphs.

A. INDIA VALLEY:

i. Route: Unless otherwise instructed by either Jorhat or Dibrugar ATC the routing to India valley shall be as follows: -

I. Itanagar - DM Range- CI (entry point) - along river Subansiri to Daporijo.

II. Daporijo - Taliha - Baching - Nacho - Lemeking - Taksing.

III. Itanagar - DM Range-CI - Tamen - Ziro.

IV. Ziro - Tamen - Chagbe - Gingte - Tali - Tumbia - Huri

V.) Ziro - Palin - Koloriang - Sarli - Huri.

ii. RT Call: After Departure from Itanagar, Helicopter shall contact Jorhat/ Dibrugarh Frequency and maintain altitude cleared by them. Estimates of reporting point will be given as “Estimating Entry INDIA at_____ and Exit INDIA at _____”. At CI the helicopter should change over to valley frequency after passing estimates to Jorhat while entering the valley and vice versa while flying out. The helicopter shall maintain contact with Jorhat/Dibrugarh when not in contact with valley frequency.

iii. Reporting Point: A common reporting point CI, has been designated for reporting the position. At the mouth of this valley, Geru ka Mukh hydel project exists, which will be used for entering the Subansiri (India) valley.

iv. Altitude: All Helicopters will report point CI at 6000 FT on QNH while entering the valley and 5000 FT while exiting.

“EVEN” thousands feet of altitude on QNH will be maintained after entering in the valley and “ODD” thousands feet while coming out. In the valley the helicopter shall maintain 6000 FT till Taliha there after step up to 8000 FT which entails climbing to 10000/12000 FT as flying further into the valley towards Taksing. However, at no stage helicopters to descend below

2000 FT above the valley floor, keeping in mind the “Even In/Odd Out” rule of altitudes in the valley.

B. JULIET VALLEY:

i. Route. Unless otherwise instructed by either Chabua or Dibrugarh ATC, the routing to Juliet valley shall be as follows:

I. Dibrugarh - Pasighat - Pangin - Along.

II. After Pasighat the routing shall be further divided as follows: -

(aa) Siyom Valley: Along - Kaying - Bile camp -

(bb) Siang Valley: Pasighat-Pangin - Yingkiong - Migging - Jorging - Migging - Tuting - Gelling.

III. Along - Kaying - Bile camp - Tato - Menchuka - Yarlung - Lamang.

V. Along - Pangin -Yingkiong - Migging - Tuting - Gelling.

ii. RT Call: After departure from Dibrugarh, Helicopter shall contact Pasighat Frequency at point ‘K’ and maintain altitude cleared by ATC. Estimates of reporting point will be given as

“Estimating Entry JULIET at_____ and Exit JULIET at _____”. At CJ (Reporting Point) the helicopter should change over to Valley frequency after passing estimates to Pasighat while flying in and vice versa. The helicopter shall maintain with Dibrugarh/Chabua when not in contact with Pasighat.

iii. Reporting Point. A common reporting point via Pasighat is CJ, has been designated for reporting the position at the mouth of this valley.

iv. Altitude. All helicopters will report point CJ at 6000 FT while entering the valley and 5000 FT while exiting. “EVEN”

thousands of feet on QNH will be maintained after entering in the valley and “ODD” thousands of feet of height while coming out. In the valley the helicopter should maintain 6000 FT till Along there after step up to 8000/10000 FT up to Menchuka/Tuting. However, at no stage, helicopters to descend below 2000 FT above the valley floor, keeping in mind the “Even In/Odd Out” rule in the valley.

v. Helipads. Essential helipad info for Juliet valley is as follows: -

C. KILO VALLEY:

i. Route: Unless otherwise instructed by either Chabua or Dibrugarh ATC, the routing to Kilo valley shall be as follows: -

I. Dibrugarh - CK (Reporting Point).

II. CK - Etalin - Malinye.

III. CK - Etalin - Anini - Mipi - Anini.

IV. Anini - Dembuen - Dumbuen.

ii. RT Call: After departure Helicopter shall contact Pasighat Frequency and maintain height cleared by them. Estimates of reporting point will be given as “Estimating Entry KILO at_____ and Exit KILO at _____”. At CK the helicopter should change over to valley frequency after passing estimates to Pasighat while flying in and out of the Valley. The helicopter shall maintain with Dibrugarh/Chabua when not in contact with Pasighat.

iii. Reporting Point: A common reporting point CK, has been designated for reporting the position at the mouth of this valley.

iv. Altitude : All helicopters will report point CK at 6000 FT while entering the valley and 5000 FT while exiting. “EVEN” thousands of feet on QNH will be maintained after entering in the valley and “ODD” thousands of feet of altitude while coming out. In the valley the helicopter will maintain 6000 FT till Etalin there after step up to 8000/10000 FT up to Anini/Malinye. Route check which entails further flying into the valley toward Mipi/ Dembuen or region, helicopter should climb 10000/12000 FT. However, at no stage are helicopters to descend below 2000 FT above the valley floor, keeping in mind the “Even In/Odd Out” rule in the valley.

I. Dubrugarh/Tezu - Dhola - CL (Reporting Point) -

II. From Hayuliang ALG, the route shall be as follows: -

(aa) Hayuliang - Nilanghat

(bb) Hayuliang - Chaglogam.

(cc) Hayuliang - Hawai - Menjang - Walong - Kibithu

ii. RT Call: After departure Helicopter shall contact Pasighat/Tezu Frequency and maintain altitude cleared by ATC. Estimates of reporting point will be given as “Estimating Entry LIMA at_____ and Exit LIMA at _____”. At CL the helicopter should change over to valley frequency after passing estimates to Pasighat while flying in and vice-versa while flying out. The helicopter shall maintain with Dibrugarh/Chabua when not in contact with Pasighat.

iii. Reporting Point: A common reporting point CL has been designated for reporting the position in this valley.

iv. Altitude: All helicopters will report point CL at 6000 FT while entering the valley and 5000 FT while exiting. “EVEN” thousands of feet on QNH will be maintained after entering in the valley and “ODD” thousands of feet of height while coming out. In the valley the helicopters will maintain 6000 FT till Hayuliang there after step up to 8000/10000 FT up to Chaglogam/Kibithu. However, at no stage are helicopters to descend below 2000 FT above the valley floor, keeping in mind the “Even In/Odd Out” rule in the valley.

v. Helipads: Essential helipad info for Lima valley is as follows: -

I. Dibrugarh/Pasighat - Lekhapani - CM (Reporting Point) - Gandhigram- Vijaynagar.

ii. RT Call. After departure Helicopter shall contact Pasighat/Tezu Frequency and maintain altitude as cleared by ATC. Estimates of reporting point will be given as

“Estimating Entry MIKE at_____ and Exit MIKE at_____”. At CM the helicopter should change over to valley frequency and pass estimates to Vijaynagar/Pasighat ATC while entering the valley and change over to Dibrugarh/Chabua while flying out of the valley. The helicopter shall maintain with Dibrugarh/Chabua/Pasighat.

iii. Reporting Point. A common reporting point CM, has been designated for reporting the position in this valley.

iv. Altitude. All helicopters will report point CM at 4000 FT while entering the valley and 5000 FT while exiting. “EVEN” thousands of feet on QNH will be maintained after entering in the valley and “ODD” thousands of feet of height while coming out. In the valley the helicopters will maintain 8000 FT till Vijaynagar. However, at no stage are helicopters to descend below 2000 FT above the valley floor, keeping in mind the

“Even In/Odd Out” rule in the valley.

v. Helipads. Essential helipad info for Mike valley is as follows:

I. Dibrugarh - CN (Reporting point) - Khonsa.

II. Khonsa - Niausa - Ponchau - Kunsa - Wakka - Niausa -Khonsa.

III. Lekhapani - Jairampur - Nampong - Manmao - Ranglom - Changlang - Havi - Laju - Naglo - Lekhapani.

ii. RT Call. After departure Helicopter shall contact Chabua Frequency and maintain altitude cleared by ATC. Estimates of reporting point will be given as “Estimating Entry NOVEMBER at_____ and Exit NOVEMBER at _____”. The helicopter shall pass reporting time to Chabua/Dibrugarh once it is over CN. However, helicopter shall maintain Chabua/Dibrugarh Frequency in the valley.

iii. Reporting Point. A common reporting point CN, has been designated for reporting the position in this valley.

iv. Altitude. All helicopters will report point CN at 4000 FT while entering the valley and 3000 FT while exiting. “EVEN” thousands of feet on QNH will be maintained after entering in the valley and “ODD” thousands of feet of height while coming out. In the valley the helicopter should maintain 6000 FT till Khonsa there after step up to 8000 FT. However, at no stage are helicopters to descend below 2000 FT above the valley floor, keeping in mind the “Even In/Odd Out” rule in the valley.

v. Helipads. Essential helipad info for November valley is as follows: -

G. TENGA VALLEY:

i. Route. Unless otherwise instructed by either Jorhat or Tezpur ATC, the routing to Tenga Valley shall be as follows: -

I.Itanagar - CT (Reporting Point) - Rupa - Bomdilla

ii. RT Call: After departure Helicopter shall contact Jorhat/Tezpur Frequency and maintain altitude cleared by ATC. Estimates of reporting point will be given as “Estimating Entry TENGA at_____ and Exit TENGA at _____”. The helicopter shall pass reporting time to Tezpur once it is out of CT. However, through entire routing inside the valley, helicopter shall maintain Tezpur Frequency.

iii. Reporting Point: A common reporting point CT, has been designated for reporting the position in this valley.

iv. Altitude: All helicopters will report point CT at 4000 FT while entering the valley and 3000 FT while exiting. “EVEN” thousands of feet on QNH will be maintained while entering in the valley and “ODD” thousands of feet of height while coming out. In the valley the helicopter should maintain 6000/8000 FT till Tashi Gapi there after step up to 10000 FT for rest of the valley. However, at no stage are helicopters to descend below 2000 FT above the valley floor, keeping in mind the “Even In/Odd Out” rule in the valley.

v. Helipads: Essential helipad info for Tenga Valley is as follows:

H. BHUTAN VALLEY:

i. Route: Unless otherwise instructed by Guwahati ATC, the routing to Bhutan valley shall be as follows: -

I. Guwahati - CB (Reporting Point) - Tawang

Climb along Manas River to 8000 FT. Short of Lumla Climb to 9000 FT to make approach at Tawang Helipad.

ii. RT Call: After departure Helicopter shall contact Guwahati Frequency and maintain height cleared by them. Estimates of reporting point will be given as “Estimating Entry Bravo at_____ and Exit Bravo at _____”. The helicopter shall pass reporting time to Guwahati once it is over CB. However, through entire routing inside the valley, helicopter shall maintain Guwahati/Tawang Frequency.

iii. Reporting Point. A common reporting point CB, has been designated for reporting the position in this valley.

iv. Altitude. All helicopters will report point CB at 4000 FT while entering the valley and 3000 FT while exiting. “EVEN” thousands of feet on QNH will be maintained after entering in the valley and “ODD” thousands of feet of height while coming out. In the valley the helicopter should step up to 8000 FT. Helicopter to Climb to 9000 FT short of Tawang in order to facilitate the approach. However, at no stage are helicopters to descend below 2000 FT above the valley floor, keeping in mind the “Even In/Odd Out” rule in the valley.

v. Helipads. Essential helipad: -

2. HELICOPTER ROUTINGS WITHIN KOLKATA CTR

I.FACTORS COMMON TO ALL HELICOPTER ROUTINGS:

i. Helicopters shall be operated on specified Helicopter routes.

ii. Flight Plan(s) for helicopters operating in Kolkata CTR shall be filed separately for each movement and ADC Number shall be obtained.

iii. All helicopter pilots to maintain 500 ft. AGL at or within 15NM and 1000 ft. AGL beyond 15NM unless otherwise instructed by ATC.

iv. Helicopters should establish their position with reference to landmarks given in the corridor. If identification of landmark is not feasible, helicopters will remain at least 17NM beyond Kolkata Airport and follow ATC instructions.

v. Helicopters shall maintain two-way communications with Kolkata Approach when at or beyond 5NM and Kolkata Tower when within 5NM of Kolkata airport or as instructed by ATC.

vi. Provisions for VFR and Special VFR Flights specified in AIP India / DGCA CAR shall be strictly complied with.

vii. The portions of routes defined by VOR-DME arc shall be flown by the pilots holding instrument ratings.

viii. Any deviation to avoid obstacle, traffic /wake turbulence/weather shall normally be in the direction away from Kolkata Airport. If unable, Kolkata Approach shall be coordinated for any deviation towards Kolkata airport.

ix. Incoming helicopters shall pass their position and ETA to Kolkata ATC as early as possible, preferably at or before 30NM from Kolkata.

x. ATC may require helicopter to orbit at a specified position due traffic or any other pertinent reason.

xi. ATC may authorize direct routings to expedite traffic.

xii. Helicopters arriving at Kolkata from west/ north-west/ south-west shall hold on the western side of the Hooghly River abeam Vivekanada Setu until further cleared by Kolkata ATC.

xiii. When flying on Helicopter routes, the terrain clearance is the responsibility of the pilot. If a manoeuvre is carried out by the pilot to avoid obstacle, the pilot shall return to the assigned route as soon as clear of the obstacle.

xiv. Helicopters will be manoeuvred at a speed that will provide adequate opportunity to observe other traffic or obstacle in time to avoid collision risk.

K-32 VECC- VEBR	Kolkata- Vivekananda Setu- along west bank of Hooghly River until abeam Barrackpore airfield. Cross the river to join Barrackpore Traffic circuit. Follow the reciprocal route on return	1. Permission shall be obtained from Barrackpore ATC beforeentering Barrackpore airspace. 2. Arrivals at Kolkata shall hold west of the Hooghly River abeam Vivekanada Setu until further cleared by Kolkata ATC.
K-33 VECC- RCTC	Kolkata- Vivekananda Setu- along west bank of Hooghly River- Vidyasagar Setu- RCTC. Follow the reciprocal route on return.	Arrivals at Kolkata shall hold west of the Hooghly River abeam Vivekanada Setu until further cleared by Kolkata ATC.
K-34 RCTC - South/ Southeast/ East of Kolkata	RCTC- Alipore Zoological Gardens- along Diamond Harbour Road upto Point ‘P1’ (222600N 0881800E) R211/17D. Then proceed to destination towards South East or East Kolkata by ensuring at least 17NM distance from CEA or flying 17 DME arc CEA VOR. Follow the reciprocal route on return.
K-35 RCTC- North/ Northeast of Kolkata	Vivekananda Setu-FCI Godown, Dankuni- point ‘P2’ (224545N 0881340E) R294/13D- point ‘P3’ (225125N 0881535E) R317/15D- Bandel Car shed Railway Station (225616N 0882250E). Then proceed to destination towards North East by ensuring at least 16NM distance from CEA VOR or flying 16 DME arc CEA VOR. Follow the reciprocal route on return.

RCF PROCEDURE:

i. All Transponder equipped helicopters experiencing Radio Communication Failure shall set transponder to Mode A/C code 7600 as soon as practicable. (Note: This Requirement of Setting transponder to Mode A/C code 7600 in no way imposes any restriction on the pilot’s decision to set transponder to Mode A/C code 7500 or 7700, whenever required).

ii. In case a helicopter operating in Kolkata CTR experiences radio communication failure and does not intend to land at Kolkata, it shall:

a) Proceed according to the current flight plan route is visual metrological condition(VMC) maintaining the altitude/height last assigned and acknowledged,

b) Look out for traffic,

c) Land at the nearest suitable helipad either west of the Hooghly River or at a distance of 16NM or more from Kolkata; and

d) Report its arrival by the most expeditious means to Kolkata ATC.

iii. When a helicopter experiencing radio communication failure intends to land at Kolkata, it shall:

a) Proceed according to the current flight plan route in visual metrological condition(VMC) maintaining the altitude/height last assigned and acknowledged until Vivekanada Setu,

b) Look out for the traffic.

c) Hold west of the Hooghly River abeam Vivekanada Setu for 7 minutes

d) Commence descent in the hold after 7 minutes to maintain 1000 feet AGL.

e) Cross the river maintaining 1000 feet AGL and proceed to Kolkata to join the traffic circuit for the runway in use, as far as practicable.

f) Carry out a complete aerodrome traffic circuit and land on the runway-in-use as far as practicable.

3. HELICOPTER ROUTINGS TO/FROM RAJIV GANDHI INTERNATIONAL AIRPORT, SHAMSHABAD (VOHS) & BEGUMPET AIRPORT (VOHY)

I. Helicopter VFR routes are established to streamline the movement of Helicopters operating to various destinations to/from RGI Airport, Shamshabad and Begumpet Airport.

II. FACTORS COMMON TO ALL HELICOPTER ROUTES:

i. Helicopters shall operate on specified VFR Routes. All the routes are bidirectional.

ii. Flight plan(s) for Helicopters operating in Hyderabad CTR shall be filled separately for each movement & ADC number shall be obtained.

iii. Provisions for VFR & Special VFR flights specified in eAIP INDIA/DGCA CAR shall be strictly complied with along with the appropriate instruments on-board.

iv. Helicopters will be manoeuvred at a speed that will provide adequate opportunity to observe other traffic or obstacle in time to avoid collision risk.

v. ATC may require helicopters to orbit or hold over any position/way point for the reasons as specified by ATC.

vi. Helicopters will establish their position with reference to landmark given in the route and/or with reference to the fixes shown on the route map.

III. CONDITIONS APPLICABLE FOR OPERATIONS IN RGI AIRPORT, SHAMSHABAD AND BEGUMPET AIRPORT CONTROL ZONE:

i. If the identification of landmark is not feasible, the helicopter shall not enter 10NM around the RGI Airport, Shamshabad or Begumpet Airport.

ii. Helicopters will maintain 3000ft on QNH when following the route(s) or as authorized by the respective ATC unit.

iii. When flying on Helicopter VFR Routes, the terrain clearance is the responsibility of the pilot. If a manoeuvre is carried out by the pilot to avoid obstacle the pilot shall inform ATC and return to the assigned route as soon as clear of the obstacle.

iv. Any deviation to avoid obstacle, traffic or wake turbulence/downwash shall normally be in the direction away from the concerned Airport. If unable, such deviations shall be in co-ordination with the respective ATC unit.

v. Helicopters shall maintain two-way communication with respective ATC unit and shall change over to other unit only when such authorization is given.

vi. Helicopters, not suitably equipped with Navigation Equipment to follow the published routes shall take alternate clearance from the respective ATC unit.

vii. Helicopters shall pass their ETA of destination before 30NM of HIA/HHY to the respective ATC unit.

viii. All radials and distances specified are with respect to “HIA” VOR.

ix. Helicopters intending to land at Rajiv Gandhi International Airport from North shall hold over Umdanagar railway station at 500 feet AGL and shall maintain visual contact with aerodrome & traffic operating at Shamshabad Airport and shall be in VHF contact with Shamshabad tower.

x. Helicopters intending to land at Rajiv Gandhi International Airport from South shall hold over NAGARAM south of ORR (Outer Ring Road) at 500 feet AGL and shall maintain visual contact with aerodrome & traffic operating at Shamshabad airport and shall be in VHF contact with Shamshabad Tower.

xi. Helicopters intending to land at Begumpet Airport shall hold south of Hussain Sagar Lake at 1000 feet AGL and shall maintain visual contact with aerodrome & traffic operating at Begumpet and shall be in VHF contact with Begumpet Tower.

xii. Helicopters operating from city helipads will join direct to nearest “VFR route Fix/Geographical point” as published and then follow the Helicopter route as applicable.

xiii. The helicopters should join the published routes at suitable point beyond 10NM from HIA or HHY or as instructed by ATC.

a) Proceed according to the current flight plan route in visual metrological condition (VMC) maintaining the altitude/height last assigned and acknowledged until NH9-ORR/OSMAN SAGAR.

b) Look out for traffic.

c) Hold over NH9-ORR/OSMAN SAGAR and climb/descend to 3000ft on QNH.

d) From NH9-ORR proceed to GHATKESAR and from OSMAN SAGAR proceed to SHAKARPALLI.

e) Then proceed toward Begumpet and fly parallel to the runway centreline (EAST WEST) slightly north of the airfield to attract attention of the Tower Controller and await visual signals from control tower. In case available the pilot may also make use of Mobile Phone to contact Begumpet Tower on Telephone No 040-27902491

iv. When a helicopter experiencing radio communication failure intends to land at Shamshabad, it shall:

a) Proceed according to the current flight plan route in visual metrological condition (VMC) maintaining the altitude/height last assigned and acknowledged until NH9-ORR/OSMAN SAGAR.

b) Look out for traffic.

c) Hold over NH9-ORR/OSMAN SAGAR and climb/descend to 3000ft on QNH.

d) From NH9-ORR proceed to MANCHAL and from OSMAN SAGAR proceed to SITHARAMPURAM.

e) From MANCHAL proceed to NAGARAM remaining 10nm or more from HIA or from MANCHAL proceed to NAGARAM via MAHESHWARAM.

f) From SITHARAMPURAM proceed to NAGARAM remaining 10NM or more from HIA Or From SITHARAMPURAM proceed to NAGARAM via MAHESHWARAM.

g) Fly parallel to the runway centreline (EAST WEST) slightly south of the Outer Ring Road to attract attention of the Tower Controller and await visual signals from control tower. In case available the pilot may also make use of Mobile Phone to contact Shamshabad Tower on Telephone No +91-40-24008303/+91-40-24005212.

v. When a helicopter experiencing radio communication failure intends to land at an airfield inside VOR186, it shall:

a) Proceed according to the current flight plan route in visual metrological condition (VMC) maintaining the altitude/height last assigned and acknowledged until NH9-ORR/OSMAN SAGAR.

b) Look out for traffic.

c) Hold over NH9-ORR/OSMAN SAGAR and climb/descend to 3000ft on QNH.

d) From NH9-ORR proceed to GHATKESAR and from OSMAN SAGAR proceed to SHANKARPALLI.

e) Then fly on northerly track to enter VOR186 and proceed toward its destination.

vi. When TWR/APP become aware of the RCF of the helicopter, the controller concerned shall accord priority for the helicopter to land.

4. HELICOPTER VFR ROUTES CHENNAI AIRPORT

I. Helicopter VFR routes are established to streamline the flow of helicopter movements between Chennai Airport and various Heliports/Airports and facilitate simultaneous fixed wing aircraft operations.

II. Procedures and Conditions:

i. Helicopters shall file and operate via the VFR Helicopter routes specified in this Supplement.

ii. Provisions for VFR & SPECIAL VFR specified in eAIP INDIA/DGCA CAR shall be strictly complied along with the appropriate avionics on board.

iii. Helicopters shall join the routes published in accordance with the direction from which they approach Chennai International Airport.

iv. Helicopter shall establish & report their position with reference to defined fixes as applicable to the route.

v. All fixes are defined with respect to VOR DME & WGS 84 Coordinates.

vi. All distances and radial specified in the procedures are from “MMV” VOR/DME & “CNI” VOR/DME

vii. Helicopters shall obtain positive Clearance from Chennai ATC prior to entering Chennai Control Zone of Chennai (25NM from MMV).

viii. ATC may hold Helicopters at fixes JASPI, SHOLA, NOERE and SANTE as applicable depending upon the route.

ix. Helicopters shall maintain not more than 500 Ft AGL within 20NM of Chennai Airport unless specifically cleared by ATC.

x. Helicopters will be manoeuvered at speed that will provide adequate opportunity for the Helicopters to observe other traffic or obstacle in time to avoid collision risk.

xi. Any deviation to avoid obstacle, traffic, wake turbulence or weather shall normally be in the direction away from the Chennai airport. If unable, any deviation towards Chennai airport shall be with prior approval from Chennai approach/Tower.

xii. Transponders shall be operated as per the transponder operating procedure published for Chennai Airport.

xiii. Helicopter shall maintain two-way communication with Chennai ATS unit as appropriate.

xiv. Unless otherwise instructed by ATC, helicopter departing from Chennai are to execute immediate turn after departure for establishing the specified route.

xv. When flying on Helicopter VFR Routes, the terrain clearance is the responsibility of the pilot. If a manoeuvre is carried out by the pilot to avoid obstacle/traffic/weather, the pilot shall return to the assigned route as soon as practicable.

xvi. Helicopters may follow any other routing to remain in VMC and shall intimate ATC at the earliest.

xvii. Helicopter flying over sea shall be suitably equipped, meeting DGCA requirements for undertaking flight over sea.

xviii. ATC may require helicopters to orbit due to traffic.

xix. If traffic conditions permit, ATC may clear helicopters on any direct routing instead following the established VFR helicopter routes.

xx. Incoming helicopter shall pass their position and ETA to Chennai Approach when 50NM inbound directly or through other aircraft and shall monitor transmission of the other traffic & ATC on the frequency for the purpose of traffic information/avoidance.

xxi. Helicopters not suitably equipped with GPS, VOR/DME shall take alternate clearance from Chennai ATC before departure.

III. RADIO COMMUNICATION FAILURE PROCEDURES

i. All Transponder equipped helicopters experiencing Radio Communication Failure shall set transponder to Mode A/C code 7600 as soon as practicable.

(Note: This Requirement of Setting transponder to Mode A/C code 7600 in no way imposes any restriction on the pilot’s decision to set transponder to Mode A/C code 7500 or 7700, whenever required).

ii. In case a helicopter operating in Chennai Control Zone experiences radio communication failure and does not intend to land at Chennai, then the HC shall:

a) Proceed according to the current flight plan route in visual metrological condition (VMC) maintaining the altitude/height last assigned and acknowledged.

b) Look out for traffic,

c) Land at the nearest suitable helipad either North of the Chennai Airport or at Cholavaram Airfield; and

d) Report its arrival by the most expeditious means to Chennai ATC

iii. When a helicopter experiencing radio communication failure intends to land at Chennai Airport, it shall:

a) Proceed according to the current flight plan route in visual metrological condition (VMC) maintaining the altitude/height last assigned and acknowledged until the Holding point specified under para II (viii) above, from the holding point proceed to SHOLA as follows.

- If from JASPI: proceed to SHOLA keeping Chembarambakkam Lake (remaining west of the Lake) to the right

- If from SANTE: proceed to SHOLA via NOERE

- If from NOERE: Proceed to SHOLA direct.

b) After reaching SHOLA proceed to IMOTE descending to 300ft (North of MIOT Hospital)

c) Look out for the traffic.

d) Turn right Fly along Adayar River keeping Adayar River to the left and hold beyond OTA boundary. Keeping Adayar River to the East and OTA to the South.

e) Observe the runway in use

f) Execute Three Holds on the Downwind leg (turning away from the runway)

g) During the Hold, look out for the Signal from Tower, if signal is received from Tower then adhere to the instruction issued. If no signal is received from Tower, Follow the traffic circuit of the runway in -use and land on the runway-in-use as far as practicable.

iii. All helicopter pilots to maintain 500 ft AGL within 10NM and 1000 ft AGL beyond 10NM, or as instructed by ATC or specified in the procedure.

iv. Helicopter shall maintain two-way communications with Delhi Approach when beyond 5NM and Delhi tower when within 5NM of IGI airport or as instructed by ATC.

v. ATC may require helicopter to orbit due to traffic.

vi. ATC may authorize direct routings to expedite the traffic.

Requirements Section XIII series O part I dated 6th September, 2004 and as amended from time to time with appropriate instruments on board.

ix. Helicopters will be manoeuvred at speed that will provide adequate opportunity to observe other traffic or obstacle in time to avoid collision risk.

x. The routes defined by VOR-DME arc shall be flown by the pilots holding instrument ratings.

xi. Any deviation to avoid obstacle, traffic or wake turbulence/Weather shall normally be in the direction away from IGI airport, Delhi, if unable, any deviation towards IGI airport Delhi shall be in coordination with Delhi approach.

xii. Transponders shall not be operated within 25 NM of IGI airport, Delhi unless instructed by ATC or considered necessary due to emergency.

xiii. Incoming helicopters shall pass their position and ETA when 30NM from Delhi.

xiv. Provision of Visual flight rules defined in AIP India / DGCA CAR shall be strictly followed.

xv. Helicopters coming to IGI airport shall not cross District Centre, Janak Puri/Tihar Jail unless instructed by ATC.

III. CHARTS RELATED TO HELICOPTER VFR ROUTES AT I.G.I. AIRPORT:

6. HELICOPTER VFR ROUTES - KEMPEGOWDA INTERNATIONAL AIRPORT, BENGALURU

I. Helicopter VFR routings are established to stream line the movement of Helicopters operating to various destinations outside control zone of Kempegowda International Airport, Bengaluru (BIA) and also operating to various helipads within the control zone of BIA.

II. Conditions common to all procedures:

i. Helicopters shall operate on specified VFR Routes.

ii. During Special VFR conditions, these helicopter VFR routes shall be flown by pilots, having authorization in accordance with Civil Aviation

Requirement (CAR) Section 8, Series O, Part I dated 6th September 2004 and with appropriate instrumentation on-board.

iii. Helicopters will be manoeuvred at a speed that will provide adequate opportunity to observe other traffic or obstacle in time to avoid collision risk.

iv. ATC may require helicopters to orbit or hold over any position/point due to traffic.

v. Helicopter will establish their position with reference to landmark given in the corridor and/or with reference to the fixes shown on the route map.

III. Conditions applicable for Operations in BIA Control zone:

i. If identification of Land mark is not feasible, the helicopter shall not enter within 5NM around the Bengalurulore International Airport (BIA), remain clear of approach/Take off path of Runway-in-use and follow ATC instructions.

ii. Helicopters will maintain 4000 ft on QNH of BIA when following the Helicopter VFR route(s), thereafter as authorized by the respective ATC unit.

iii. When flying on Helicopter VFR Routes, the terrain clearance is the responsibility of the pilot. If a manoeuvre is carried out by the pilot to avoid obstacle the pilot shall return to the assigned route as soon as clear of the obstacle.

iv. The fixes defined by WGS-84 co-ordinates shall be flown and reported by pilots holding instrument ratings only.

v. Any deviation to avoid obstacle, traffic or wake turbulence/downwash shall normally be in the direction away from Bengaluru International Airport. If unable, such deviations shall be in co-ordination with BIA Tower.

vi. Transponders of VFR flights inbound to BIA helipad via K027, should not be operated after waypoint KODIG, except when circumstances necessitate such use (Emergency, RCF and HIJACK) or when instructed by ATC.

vii. Helicopters shall maintain two-way communication with Bengaluru Approach while in its control zone and shall change over to other un shall maintain visual contact with aerodrome & traffic operating at BIA and shall be in VHF contact with BIA tower.it only when such authorization is given.

viii. Helicopters, not suitably equipped with Navigation Equipments like GPS, VOR/DME etc. shall take alternate clearance from BIA ATC before departure.

ix. Operations at Jakkur aerodrome are subject to visibility prevailing at Jakkur and the operator shall obtain weather at the destination, before departure.

x. Helicopters shall remain in contact with ATS units within whose airspace jurisdiction it is flying, unles

otherwise advised by ATS unit.

xi. Helicopters shall pass their ETA of destination before 30 NM from Bengaluru International Airport.

xii. All Radials and distances specified are with respect to “BIA” VOR (Latitude: 131224.63N, Longitude: 0774355.90E)

xiii. Helicopters intending to overfly Bengaluru International Airport from North to south shall hold over Devanahalli Town remaining north of ASR RADAR antenna and

xiv. Helicopters intending to overfly Bengaluru International Airport from South to North shall hold visually south of control tower & Melanahalli (Inside the southern boundary of airport), shall maintain visual contact with aerodrome & traffic operating at BIA and shall come in VHF contact with BIA Tower when released by Yelahanka/HAL.

xv. Helicopters operating from city helipads and HAL airport will join direct to nearest “VFR route Fix/Geographical point” and then follow the

Helicopter route as applicable.

7. HELICOPTER VFR ROUTES -DR. BABASAHEB AMBEDKAR INTERNATIONAL AIRPORT NAGPUR (VANP)

INTRODUCTION:

Helicopter VFR routes are established to streamline the flow of helicopter movement within Nagpur Control Zone to and from various controlled and uncontrolled helipads/ airfields within Nagpur TMA.

1. Procedures and Conditions:

1.1 Helicopters shall file and operate via the specified VFR Helicopter routes.

1.2 Provisions for VFR & SPECIAL VFR specified in eAIP INDIA (ENR 1.1 and ENR 1.2) and helicopter operations specified in DGCA CAR (Section 8, Aircraft operations, Series H, Part II and series O part IV & V) shall be strictly complied along with the appropriate avionics on board.

1.3 Helicopters shall join the routes published in accordance with the direction from which they approach Nagpur Airport.

1.4 Helicopter shall establish & report their position with reference to defined fixes as applicable to the route.

1.5 All fixes are defined with respect to VOR DME & WGS 84 Coordinates including visual reference.

1.6 All distances and radial specified in the procedures are from “NNP” VOR/DME.

1.7 Helicopters shall obtain positive Clearance from Nagpur ATC prior to entering Nagpur Control Zone of Nagpur (25NM from ARP of Nagpur Airport).

1.8 ATC may hold Helicopters at fixes Deeksha Visual holding and MRO Visual holding as applicable depending upon the route.

1.9 For the purpose of helicopter routes, the sector bounded by R-325 to R-144 (both inclusive) clockwise will be considered as sector east and sector between R144 to R325 clockwise will be considered as sector west.

1.10 Helicopters shall maintain not more than 1200 feet AGL within 25 NM of Nagpur airport unless specifically cleared by ATC.

1.11 Controller shall obtain the traffic information from FIC Mumbai before giving descent to 1200 feet AGL outside 25NM.

1.12 Helicopters will be maneuvered at speed that will provide adequate opportunity for the Helicopters to observe other traffic or obstacle in time to avoid collision risk.

1.13 Any deviation to avoid obstacle, traffic, wake turbulence or weather shall normally be in the direction away from the Nagpur airport. If unable, any deviation towards Nagpur airport shall be with prior approval from Nagpur approach/Tower.

1.14 Helicopter shall maintain two-way communication with Nagpur ATS unit as appropriate.

1.15 Unless otherwise instructed by ATC, helicopter departing from Nagpur are to execute immediate turn after departure for establishing the specified route.

1.16 When flying on Helicopter VFR Routes, the terrain clearance is the responsibility of the pilot. If a manoeuvre is carried out by the pilot to avoid obstacle/traffic/weather, the pilot shall return to the assigned route as soon as practicable.

1.17 Helicopters may follow any other routing to remain in VMC and shall intimate ATC at the earliest.

1.18 If traffic conditions permit, ATC may clear helicopters on any direct routing instead of following the established VFR helicopter routes.

1.19 Incoming helicopter shall pass their position and ETA to Nagpur Tower/Approach when 50NM inbound directly or through other aircraft and shall monitor transmission of the other traffic & ATC on the frequency for the purpose of traffic

information/avoidance.

1.20 Helicopters not suitably equipped with GPS, VOR/DME shall take alternate clearance from Nagpur ATC before departure.

1.21 The concept of Helicopter (VFR) operation in these provisions is based on the principle of keeping VFR helicopters-

1.21.1 Below IFR operating altitudes, and

1.21.2 Away from IFR flight paths.

1.22. Conditions common to all the procedures are:

1.22.1. Helicopter will establish their position with reference to visual landmarks given in the sector.

1.22.2. If identification of the landmark is not feasible, helicopters will remain:

1.22.2.1. At least 07 NM away from Nagpur Airport,

1.22.2.2. Clear of takeoff and approach path Runway 14/32,

1.22.2.3. At altitudes specified in Section 3 and follow ATC instructions.

1.23. Helicopter shall follow “right of way” rule for avoidance of collision as per Annex 2 (Rules of the air).

1.24. Normally, transponder shall be kept “ON” during the flight but ATC may ask helicopter to switch it off to avoid TCAS warning on the established VFR helicopter route.

1.25. Traffic information with respect to all other VFR/IFR traffic shall be passed to VFR Helicopters and vice versa

1.26. ATC may require helicopters to orbit at suitable visual points or along VOR Radial/DME due to traffic. The direction of orbit shall always be away from Nagpur airfield including take-off and approach paths.

1.27. IFR departures shall be instructed to climb on runway heading to at least 1000 feet above the altitude maintained by VFR helicopter within 25 NM of Nagpur Airport.

1.28. Normally all helicopters are expected to follow visual path as suggested in specific route information however, Latitude-Longitude and radial distance of each point is provided in Chart for ready reference in case helicopter is capable to fly on GNSS/GPS/VOR radial distance. Pilot should notify this information to ATC.

1.29. Helicopters shall remain clear of VAR32 and VAR33.

1.30. Flight path of IFR and VFR flights should be avoided as far as practicable.

1.31. Nothing in the provisions contained in ‘Helicopter VFR Routes’ precludes Duty Officer (ATC) from taking any other action in the interest of safety.

1.32. For absorbing delay for landing helicopter two visual holding points are defined.

1.32.1. Deeksha Visual holding

1.32.1.1. Deeksha Visual holding area is restricted between Khamla square to West, Deekshaboomi to North; Ajni point (Ajni railway station) to East and Chhatrapati square to South.

1.32.1.2. Helicopter will hold in the downwind pattern of runway in use and orbiting away from the airport at 1200 feet AGL in the Centre of downwind position or as advised by ATC.

1.32.1.3. It is responsibility of pilot to remain in the specified area clear of approach and take of path of runway in use.

1.32.1.4. In case not able to remain in the said visual holding area pilot shall seek alternate clearance.

1.32.2. MRO Visual holding

1.32.2.1. MRO Visual holding area is restricted between MRO (Air India MRO building to east, TAL point (Tata Aeronautics limited/TCS building) to South, Y point (Issasani road Y point) to north.

1.32.2.2. Helicopter will hold in the downwind pattern of runway in use and orbiting away from the airport at 1200 feet AGL in the center of downwind position or as advised by ATC.

1.32.2.3. It is responsibility of pilot to remain in the specified area clear of approach and take of path of runway in use.

1.32.2.4. In case not able to remain in the said visual holding area pilot shall seek alternate clearance.

2. Radio Communication Failure Procedure:

2.1 All Transponder equipped helicopters experiencing Radio Communication Failure shall set transponder to Mode A/C code 7600 as soon as practicable.

Note: This Requirement of Setting transponder to Mode A/C code 7600 in no way imposes any restriction on the pilot’s (decision to set transponder to Mode A/C code7500 or 7700, whenever required)

2.2 In case a helicopter operating in Nagpur Control Zone experiences radio communication failure and does not intend to land at Nagpur, then the Helicopter shall:

2.2.1 Proceed according to the current flight plan path in visual metrological condition (VMC) maintaining the altitude/height last assigned and acknowledged.

2.2.2 Look out for the traffic visually in the vicinity.

2.2.3 Land at the nearest suitable helipad.

2.2.4 Report its arrival by the most expeditious means to Nagpur ATC.

2.3 When a helicopter experiencing radio communication failure intends to land at Nagpur Airport, shall:

2.3.1 Proceed according to the current flight plan path thereafter specified path as mentioned in Section 3 and join hold MRO Visual holding (in case of arrival from sector West) or join Deeksha Visual holding (in case of arrival from sector East) maintaining specified altitudes mentioned in para 3 below.

2.3.2 Look out for the traffic visually in the vicinity.

2.3.3 Observe the runway in use by observing landing “T”

2.3.4 Join nearest downwind and Execute Three holds over downwind away from runway remaining clear of take-off and approach path.

2.3.5 During the Hold, look out for the Signal from Tower, if signal is received from Tower then adhere to the instruction issued. If no signal is received from Tower, Follow the traffic circuit of the runway in use and land on the runway-in-use as far as practicable.

3. Specific procedure:

3.1 General points for Helicopters (VFR) departures from Nagpur.

3.1.1 Departures to follow same path as mentioned for arriving helicopters.

3.1.2 Departure shall maintain 1000 feet AGL within 25 miles of Nagpur airport unless specifically cleared by Nagpur ATC.

3.1.3 In case of conflict between an arriving and departing helicopter the following procedures may be followed.

3.1.3.1 Under VMC,

3.1.3.1.1 Traffic information shall be passed to all affected helicopters.

3.1.3.1.2 In case of any conflict between arriving and departing helicopters, ATC shall keep these helicopters on the left of these landmarks along published paths.

3.1.3.2 Under conditions below VMC (Special VFR)

3.1.3.2.1 Traffic information shall be passed to all affected helicopters.

3.1.3.2.2 Standard separation minima shall be applied between special VFR helicopters.

3.1.3.2.3 Other conflicting IFR flights shall be separated from these special VFR helicopters by appropriate separation minimum

3.1.4 Routes for departures-

3.1.4.1 Helicopter route K81 - for destinations between R-325 to R-054 (both inclusive) clockwise:

After departure from runway 14/32 turn left/right and route via Deekshaboomi - Diamond point - Koradi point- Rohna point then set course for destination.

Departing helicopters shall fly keeping Koradi power plant and Khaparkheda chimneys to the East between Koradi point and Rohna point on this route.

3.1.4.2 Helicopter route K82 - for destination between R-055 toDeekshabhoomiMedical Square - Wardhaman Nagar crossingwith meter gauge rail track and follow the NH6 (Bhandara road) to the junction of outer ring road (MumbaiJabalpurhighway)-Kapsi point to Kuhi point then set course to destination.

3.1.4.3 Helicopter route K83 - for destination between R-145 to R-234 (both inclusive) clockwise:

After departure from runway 14/32 turn right /left and route via MRO-Butibori MIDC - Rama dam then set course for the track of the destination which is falling between these radials. Departing helicopters shall fly keeping Tower (elevation- 1664 ft) to the West between Butibori MIDC and Rama dam on this route.

3.1.4.4 Helicopter route K84 - for destination between R-235 to R-324 (both inclsive) clockwise:

After departure from runway 14/32 turn right /left and route via MRO-Zilpi lakeBajargaon and then set course for the track of the destination which is falling between these radials.

3.2 General points for helicopters arrivals at Nagpur airport -

3.2.1 Aircraft shall call either tower on 118.100 MHz or approach on 120.400 MHz (if watch open) at 50NM and provide all information. If not able to make two-way communication, should relay the position and pass the ETA/Altitude and continue

to follow nearest established VFR helicopter route.

3.2.2 Helicopter shall proceed to first point on the Kopter route and descend to 1200 feet AGL by 25NM or as instructed by ATC, thereafter it will follow published Kopter route till visual holding point.

3.2.3 No helicopter shall enter control Zone unless positive contact with ATC.

3.2.4 Keep transponder switched on with last assigned code.

3.2.5 Routes for arrivals-

3.2.5.1 Helicopter route K81 - from destinations between R-325 to R-054 (both inclusive) clockwise:

Upon positive contact before entering control zone or 25NM which ever farther, helicopter to continue to Rohna point then follow the route Koradi point-Diamond point-Deekshabhoomi and hold over Deeksha visual holding and wait for the further

instructions from ATC. Arriving helicopters shall fly keeping Koradi power plant chimneys (elevation-1926 ft) and Khaparkheda chimneys (elevation-1891 ft) to the East between Koradi point and Rohna point on this route.

3.2.5.2 Helicopter route K82 - from destination between R-055 to R-144 (both inclusive) clockwise:

Upon positive contact before entering control zone or 25NM which ever farther, helicopter to continue to Kuhi point then Kapsi point then follow the route Wardhaman Nagar-Medical Square-Deekshaboomi and hold over Deeksha visual holding and wait for further instructions from ATC.

3.2.5.3 Helicopter route K83 - from destination between R-145 to R-234 (both inclusive) clockwise:

Upon positive contact before entering control zone or 25NM which ever farther, helicopter to continue to Rama dam- Butibori MIDC then follow the route to MRO and hold over MRO visual holding and wait for the further instructions from ATC. Arriving helicopters shall fly keeping Tower (elevation-1664 ft) to the West between Butibori MIDC and Rama dam on this route.

3.2.5.4 Helicopter route K84 - from destination between R-235 to R324(both inclusive) clockwise:

Upon positive contact before entering control zone or 25NM which ever farther, helicopter to continue to Bajargaon then follow the route via Zilpi Lake to MRO and hold over MRO visual holding and wait for the further instructions from ATC.

8. HELICOPTER VFR ROUTES ACROSS OFFSHORE AND ONSHORE HELIPADS IN MUMBAI / JUHU / NAVI MUMBAI / PUNE:

INTRODUCTION

1. Helicopter VFR routes are established for the safe, orderly, and efficient conduct of helicopter operations between designated onshore helipads at Juhu, MLRC, DAKC,RCP, and Pune, and offshore helipads serving installations such as Bombay High,including operations within the Mumbai - Navi Mumbai common Control Zone.

2. Conditions common to all the procedures:

a) Helicopters shall operate on the specified VFR routes

b) For Special VFR, the procedure shall be followed by helicopter pilots holding valid Instrument Ratings or pilots having specific authorisation for Special VFR operations in accordance with Civil Aviation Requirements (CAR) Section 8,

Series H, Part I and Section 8, Series O, Parts IV and V, as amended from time to time, with appropriate instruments and navigation equipment fitted on board the helicopter as prescribed in the applicable CARs. Provision of Visual flight

rules defined in AIP India / DGCA CAR shall be strictly followed.

c) Helicopters will establish their position either with visual reference to landmarks or WGS-84 coordinates or radial-distance with respect to BBB /NMB VOR as mentioned in Table 1. If unable to establish their position, helicopters will remain at least 5NM beyond Mumbai VOR and Navi Mumbai VOR and follow ATC instructions.

d) Helicopter to strictly maintain specified altitudes within 30NM of Mumbai and Navi Mumbai Airport unless specified otherwise.

e) Helicopters shall be manoeuvred at speed that will provide adequate opportunity to observe other traffic or obstacle in time to avoid collision risk.

f) Helicopters crossing approach/ take-off paths of Mumbai and Navi Mumbai shall look out for traffic on final approach or conducting missed-approach procedures and exercise caution for wake turbulence.

g) To avoid obstacle, traffic or wake turbulence/downwash avoid deviations toward the active runway approach/departure paths unless coordinated with ATC.

h) Transponders will not be operated within 10NM from Mumbai and within 10NM from Navi Mumbai unless due to emergency or when instructed by ATC.

i) Helicopter will maintain two-way communication with Juhu tower unless otherwise specified.

j) Helicopter shall maintain positive two-way communication with ATC before entering the published combined CTR of Mumbai - Navi Mumbai.

k) Unless instructed by ATC, helicopter departing shall execute immediate turn after departure for establishing the specified track

l) Procedures requiring flight over sea are for suitably equipped helicopters in accordance with DGCA CAR Section 8 Series O Part V (Overwater operations).

m) Helicopter not suitably equipped or without DME / GNSS shall obtain alternate clearance from Mumbai Tower/ Navi Mumbai Tower /Approach as the case may be, before departure.

n) Crossing the approach / take-off path / overhead may be permitted, subject to ATC and traffic conditions; however, significant delays may occur.

o) ATC may require helicopters to orbit due to traffic.

p) Operations from Juhu aerodrome are based on visibility at Juhu airfield.

q) Incoming helicopter shall pass their position and ETA to INS Shikra / Juhu / Navi Mumbai when 30NM from BBB or NMB, as the case may be.

r) Helicopter to establish positive R/T contact with Spartan Control (INS Shikra ATC) before entering TSA/TRA

s) Within 30 NM of BBB and within 30 NM of NMB, helicopters shall operate on the prescribed altitudes published for those routes on VABB QNH, unless a route or route segment specifically requires to fly on VANM QNH. Beyond 30 NM from both BBB and NMB, helicopters shall operate on prescribed altitudes on QNH 1013.2 HPa.

t) Inability to fly published procedures may result in delays to Helicopters. Normally IFR traffic will have priority over VFR and Special VFR traffic.

u) Flying is prohibited over VAP 2. Helicopters to avoid active danger areas notified through NOTAM.

v) Helicopters shall remain clear of Naval Dockyard, Colaba Military area, Shikra TSA509 and Prohibited airspace (VAP-2, Tower of Silence), active VAD, BARC at all times and must establish contact with Spartan Control on VHF frequency 126.8 MHz / standby Freq 119.7 MHz while operating in or in the vicinity of INS Shikra.

w) For helicopters other than those operating to or from the helipads/airports specified herein, joining or leaving the promulgated KH routes shall be subject to prior coordination with ATC.3. List of Helicopter VFR routes

KH401 (JUHU - DAKC/RCP -MLRC)

Runway in use 27/09* at VABB and 08 or 26 at VANM

Route Description:

Depart from Juhu, proceed via Vihar Lake southern edge to DAKC Helipad. Thereafter, join BBB 8 DME arc. Passing Sanpada Car Shed positively, turn right, proceed via south of Mankhurd Railway Station (keeping Old Vashi bridge towards north) to Antop Hill Metro Station (keeping Trombay Hill to the south). Thereafter proceed to Dadar railway station and fly along the railway line to MLRC (keeping tv tower to the right).

*Note 1: When runway in use 09, Route segment between Juhu to DAKC shall be flown as follows:

Proceed to Jogeshwari Metro Station to Vihar Lake Southern edge to Bhandup Railway Station to Rabale Railway Station (keeping Airoli Bridge to the north). Further fly west of railway line to DAKC.

Altitude Restrictions:

Note 2: When runway in use 27: Climb to 1000 feet AMSL.

*Note 3: When runway in use 09: Maintain 800 feet AMSL up to DAKC. Thereafter climb to 1000 feet AMSL to reach by Sanpada Car Shed.

KH402 (MLRC - NMIA/DAKC/RCP /JUHU)

Runway in use 27 or 09 at VABB and 08 or 26 at VANM

Route Description:

Depart from MLRC, proceed direct to Sewri Railway Station. Fly north of Atal Setu Bridge to TATA Power coal Jetty. Thereafter proceed direct to DY Patil Stadium (keeping prohibited area BARC to the north). Thereafter Join 9D arc BBB and proceed to Juhu via RCP Helipad and Vihar Lake northern edge.

*Note 4: When runway in use 09, Route segment between RCP to Juhu shall be flown as follows:

From RCP, proceed to Airoli Railway Station (keeping railway line to the left) to Goregaon Railway Station, keeping Airoli Bridge to the left and Hill (1120 feet) to the right. Thereafter fly west of railway line to Juhu.

Altitude Restrictions:

Note 5: When runway in use 27: Climb and maintain 800 feet AMSL up to DY Patil Stadium. Thereafter climb to 1200 feet AMSL and maintain up to Vihar Lake Northern edge.

*Note 6: When Runway 09 is in use, climb and maintain 800 ft AMSL up to DY Patil Stadium. Thereafter, climb to 1200 ft AMSL and subsequently descend to reach 1000 ft AMSL by RCP

Note 7: Helicopters landing at NMIA shall maintain 800 ft AMSL and proceed abeamNMMC, in lieu of DY Patil Stadium. Thereafter, proceed to NMMC and hold, or as furtherinstructed by NMIA ATC

Note 8: Flying South of Atal Setu bridge is strictly prohibited.

Note 9: Proceed beyond Atal Setu Bridge (Sewri) only after positive identification of geographical landmark.

Note 10: If runway in use 08 NMIA, Helicopters to operate on VANM QNH until crossing R120 BBB, thereafter, to operate on VABB QNH.

KH403 (JUHU - DAKC/RCP - PUNE)

Runway in use 27 or 09* at VABB and 08 or 26 at VANM

Route Description:

Depart from Juhu, proceed via Vihar Lake southern edge to DAKC Helipad. Thereafter cross Parsik Hill and proceed to Adani AWL to CIDCO Municipal Solid Waste Plant and hold visually south of CIDCO Municipal Solid Waste Plant. In coordination with Navi Mumbai Tower, proceed to Point E (keeping the hill of 1037 feet to right) to Point D to Point C

(Keeping Saket Hill of 740 feet to the east) to Point B to point A (**keeping Hill to the east and positively remain beyond 7.5 Nm NMB while crossing approach and take-off path of runway 08/26) to Patalganga Dam via east of Bhatan Tunnel to Ambivali Tunnel. Thereafter proceed to Imagica keeping Mumbai Pune highway to the east and Madap hill to the west. Further procced to R260/20Nm PPN keeping Mrugagad Fort to the west. Thereafter proceed as instructed by Pune ATC.

*Note 1: When runway in use 09, Route segment between Juhu to DAKC shall be flown as

follows:

Proceed to Jogeshwari Metro Station to Vihar Lake Southern edge to Bhandup Railway Station to Rabale Railway Station (keeping Airoli Bridge to the north). Further fly west of railway line to DAKC.

Altitude Restrictions:

Note 2: When runway in use 27(VABB) and 26 (VANM): Climb to 1000 feet AMSL and maintain up to Patalganga Dam. Thereafter climb to 1800 feet AMSL and maintain up to 20 Nm NMB. Beyond 20Nm NMB, climb to 4200 feet AMSL. Beyond 30Nm NMB, climb to requested altitude.

*Note 3: When runway in use 09(VABB) and 08 (VANM): Climb to 800 feet AMSL and maintain up to DAKC. Thereafter, climb to 1000 feet AMSL and maintain up to Patalganga Dam. Thereafter climb to 1800 feet AMSL and maintain up to 20 Nm NMB. Beyond 20Nm NMB, climb to 4200 feet AMSL. Beyond 30Nm NMB, climb to requested altitude.

Note 4: Route segment between Point E to Point A shall be flown on VANM QNH.

**Note 5: Proceed beyond CIDCO Municipal Solid Waste Plant only when Hills towards

left and right are positively visible. If unable, then coordinate with NMIA ATC for alternate

clearance

KH404 (PUNE- DAKC/RCP-JUHU)

Runway in use 27 or 09* at VABB and 08 or 26 at VANM

Route Description:

From R260/15Nm PPN proceed via Pawana Lake to Lonavala Railway station to Reliance Foundation School, Lodhivali and hold. Thereafter, in coordination with NMIA Tower, fly along the railway line to Mohope Railway Station then proceed along the hill to Point A to Point B to Point C to Point D (Keeping Saket Hill of 740 feet to the east) to Point E (**keeping Hill to the east and positively remain beyond 7.5Nm NMB while crossing approach and take-off path of runway 08/26) to Wavanje Lake to SRPF Group 11 Camp, Balegaon to NBS Mahindra, Mumbra. Thereafter cross Parsik Hill to RCP to Vihar Lake

Norther edge to Juhu.

*Note 6: When runway in use 09, Route segment between RCP to Juhu shall be flown as follows:

Depart from Juhu, proceed via Vihar Lake southern edge to DAKC Helipad. Thereafter, join 8D arc BBB. Passing Sanpada Car Shed proceed to abeam NMMC to NMMC and hold. Thereafter in coordination with NMIA ATC, cross overhead from NMMC to JNPT Road Bend (West) and proceed to Hetvane Dam fort keeping Karnala fort to the east. Thereafter proceed to R260/20Nm PPN keeping Mrugagad Fort to the east. Further proceed as instructed by Pune ATC.

Thereafter, in coordination with NMIA ATC, cross overhead from Palaspe Phata to Khargar Railway Station. Subsequently, proceed to Adani AWL - NBS Mahindra, Mumbra (keeping Parsik Hill to

the west). Thereafter, cross Parsik Hill and proceed via RCP - Vihar Lake (Northern Edge) to Juhu.

*Note 4: When runway in use 09, Route segment between RCP to Juhu shall be flown as follows:

Further proceed direct to Hetvane Dam to Mrugagad Fort to R260/20Nm PPN. Thereafter proceed as instructed by Pune ATC.

Thereafter turn left, proceed to Mankhurd Railway Station via south of Sanpada Car Shed (keeping Old Vashi bridge towards north) to Antop Hill Metro Station (keeping Trombay Hill to the south). Thereafter proceed to Dadar railway station and fly along the railway line to MLRC (keeping tv tower to the right).

KH411 (JUHU - PUNE)

Note 1: Helicopters coming from MLRC or the south/south-east may join KH422 at BBB R230/010D while maintaining 500 ft AMSL.

Note2: Helicopters coming from Offshore helipads may join KH422 at BBB R-230/010D while maintaining 500 ft AMSL.

Altitude Restrictions:

Maintain 1400 ft AMSL until abeam Colaba Point. Thereafter, commence descent to reach 500 ft AMSL by BBB R-230/010D.

KH423 (Juhu - MLRC / Alibaug / Ratnagiri)

Runway in use 09 at VABB and 26/08 at VANM

Route Description:

After departure from Juhu, intercept BBB Radial 330. Thereafter follow the BBB 12DME arc up to BBB R-230/012D (18°57'18.819"N 072°42'53.076"E). From BBB R-230/012D Helicopters proceeding to Alibaug shall continue from this point, keeping clear of Prohibited and Military areas.

Altitude Restrictions:

Note 1: Maintain 1200 feet AMSL up to Mahim creek. Thereafter descent to 500 feet AMSL to reach by Bandra railway station. North of NIPTC, climb to 1000 feet.

Note 2: KH402 (up to RCP/DAKC) may be used as an alternate of KH503 even when Runway in use 14 or 32 at VABB.

KH504 (DAKC/RCP-MLRC)

Runway in use 14 or 32 at VABB and 26 or 08 at VANM

Route Description:

Depart from RCP/DAKC, proceed to Vihar Lake. Thereafter proceed to Powai Lake and hold. In coordination with VABB Tower, proceed to NIPTC and cross overhead to Kalina point. Proceed to Bandra point and follow the coastline to MLRC via Worli Sea face (keeping Sea link and TV tower towards east).

Altitude Restrictions:

Note 1: Maintain 1200 feet AMSL up to Powai Lake. Thereafter descent to 500 feet AMSL to reach by north of NIPTC. After Bandra Station, climb to 800 feet.

Note 2: Helicopters intending to land at Juhu will follow KH504 up to NIPTC hold and further as instructed by VABB ATC.

KH505 (Juhu - Bombay High)

Runway in use 14/32 at VABB and 26/08 at VANM

9. HELICOPTER VFR ROUTES SARDAR VALLABHBHAI PATEL INTERNATIONAL AIRPORT AHMEDABAD (VAAH)

Helicopter VFR routes are established to provide connectivity between Sardar Vallabhbhai Patel International Airport, Ahmedabad and Gandhinagar Sachivalaya Helipad.

1. Procedures and Conditions:

1.1 Helicopters shall operate via the specified VFR Helicopter routes.

1.2 Provisions for VFR & SPECIAL VFR specified in e-AIP INDIA (ENR_1.1 and ENR_1.2) and helicopter operations specified in DGCA CAR (Section 8, Aircraft operations, Series H part II and series O part IV & V) shall be strictly complied along with the appropriate avionics on board.

1.3 Helicopter shall establish & report their position with reference to defined fixes and/or visual landmarks as applicable to the route.

1.4 All fixes are defined with respect to VOR DME & WGS 84 Coordinates including visual reference.

1.5 Helicopters shall adhere to the levels (AGL) as specified on the respective route segments.

1.6 When flying on Helicopter VFR Routes, the terrain clearance is the responsibility of the pilot. If a manoeuvre is carried out by the pilot to avoid obstacle/traffic/weather, the pilot shall return to the assigned route as soon as practicable.

1.7 Helicopters will be manoeuvred at speed that will provide adequate opportunity for the Helicopters to observe other traffic or obstacle in time to avoid collision risk.

1.8 Any deviation to avoid obstacle, traffic, wake turbulence or weather shall normally be in the direction away from the Ahmedabad airport. If unable, any deviation towards Ahmedabad airport shall be with prior approval from Ahmedabad Approach/Tower.

1.9 Helicopter shall maintain two-way communication with Ahmedabad ATS unit as appropriate.

1.10 Unless otherwise instructed by ATC, helicopter departing from Ahmedabad are to execute immediate turn after departure for establishing the specified route.

1.11 ATC may hold Helicopters at west of Narendra Modi Stadium, Motera Visual Holding as applicable depending upon the traffic. Helicopters shall avoid overflying Narendra Modi Stadium, Motera.

1.12 If traffic conditions permit, ATC may clear helicopters on any direct routing instead of following the established VFR helicopter routes.

2. Arrival Route

K123 (Gandhinagar Sachivalaya Helipad to Ahmedabad Airport)

Climbing to 500 ft AGL proceed to Adalaj Overbridge then turn left to west of Mata Vaishnodevi Tirthdham. Keeping ONGC Tower to left proceed to West of Narendra Modi Stadium, Motera and hold West of Narendra Modi Stadium, Motera. When

cleared by ATC proceed to Ahmedabad Airport avoiding overflying Narendra Modi Stadium, Motera.

3. Departure Route

K124 (Ahmedabad Airport to Gandhinagar Sachivalaya Helipad)

Climbing to 700 ft AGL proceed to Narmada Canal Bridge then turn right and proceed direct to Gandhinagar Sachivalaya Helipad.

Note- Any deviation to avoid obstacle, traffic or wake turbulence shall normally be in the direction away from the Ahmedabad airport and Narendra Modi Stadium, Motera. If unable, any deviation towards Ahmedabad airport shall be in coordination with Ahmedabad Approach/Tower

4. Narendra Modi Stadium, Motera Visual Holding

4.1 Narendra Modi Stadium, Motera Visual Holding is restricted to West of Narendra Modi Stadium, Motera.

4.2 Helicopter will hold in the downwind pattern of runway in use and orbiting away from the airport at 500 ft AGL or as advised by ATC.

~~10.HELICOPTER VFR ROUTES BETWEEN HELIPADS IN MUMBAI AND PUNE~~

~~1 The Helicopter VFR routes are established to provide connectivity between Helipads in and around Mumbai and Pune.~~

~~2 Conditions common to all the procedures are:~~

~~2.1 Helicopter shall be operated on specified VFR routes at the altitude specified in the routes in terms of AMSL - on Mumbai QNH within 25NM and on 1013.2 Hpa beyond 25NM BBB.~~

2.2 During Special VFR conditions, these helicopter VFR route shall be followed under provisions for VFR & SPECIAL VFR specified in eAIP INDIA (ENR 1.1 and ENR 1.2) and helicopter operations specified in DGCA CAR (Section 8, Aircraft operations, Series H, Part II and series O part IV & V) shall be strictly complied along with the appropriate avionics on board.

~~2.3 Helicopters will establish their position with reference to landmarks given.~~

~~2.4 Helicopters will be manoeuvred at speed that will provide adequate opportunity to observe other traffic or obstacle in time to avoid collision risk.~~

~~2.5 The routes defined by VOR-DME arc shall be flown by the pilots holding instrument ratings.~~

~~2.6 Procedures requiring flight over sea are for suitably equipped helicopter meeting DGCA requirements for undertaking flight over sea.~~

2.7 Any deviation to avoid obstacle, traffic or wake turbulence/downwash shall normally be in the direction away from the Mumbai airport. If unable, any deviation towards Mumbai airport shall be in coordination with Mumbai approach.

~~2.8 Transponders will not be operated within 10NM from Mumbai unless due to emergency or when instructed by ATC.~~

~~2.9 Incoming helicopter shall pass their position and ETA to Juhu ATC by 30NM from BBB.~~

~~2.10 Helicopter will maintain two-way communication with Juhu Tower within 30NM from BBB unless otherwise instructed. Beyond 30NM BBB two-way communication with Pune ATC should be maintained.~~

~~2.11 Helicopter to establish R/T contact with SPARTAN if flying within close vicinity of Shikra local flying area.~~

~~2.12 Helicopter not suitably equipped as in clause 2.2 above or without DME shall obtain alternate clearance from Mumbai Tower/Approach before departure.~~

~~2.13 Inability to fly published procedures may result in delays to Helicopters - normally traffic at Mumbai Airport will have priority over traffic on helicopter VFR routes.~~

2.14 Flying is prohibited over VAP 2. Helicopters to avoid active danger areas notified through NOTAM.

Depart from RWY26 Juhu and proceed via Vihar Lake Southern Edge to DAKC helipad, thereafter, join 8D arc BBB. Passing abeam Navi Mumbai MunicipalCorporation (NMMC to the left) proceed via South of Karnala Fort to R-260/20NM PPN thereafter as instructed by Pune ATC. Within 12NM from BBB Maintain 1000 ft AMSL (on Mumbai QNH). Between 12NM to 25NM from BBB Maintain 1400 ft AMSL (on Mumbai QNH). Beyond 25NM from BBB Maintain 5500 ft AMSL (on 1013.2 Hpa)

3.2 K152 (Runway in use 27 at Mumbai) (Pune to Juhu / DAKC / RCP):

From R-260/15NM PPN proceed via Lonavala to Panvel Railway Station, route via NMMC to D Y Patil Stadium. Join 9D arc BBB and proceed to Juhu Aerodrome via RCP helipad and Vihar Lake Northern Edge. Beyond 25NM from BBB Maintain 6000 ft AMSL (on 1013.2 Hpa) and descend to be at 1600 ft by 25NM from BBB and maintain until 12 NM. Within 12NM from BBB Maintain 1200 ft AMSL (on Mumbai QNH).

3.3 K153 (Runway in use 27/09/14/32 at Mumbai) (MLRC to Pune):

From MLRC proceed via south of Bhaucha Dhakka to JNPT. Further, proceed via South of Karnala Fort to R-260/20NM PPN thereafter as instructed by Pune ATC. Within 12NM from BBB Maintain 1000 ft AMSL (on Mumbai QNH). Between 12NM to 25NM from BBB Maintain 1400 ft AMSL (on Mumbai QNH). Beyond 25NM from BBB Maintain 5500 ft AMSL (on 1013.2 Hpa)
