Area of responsibility

 

 

3.1

Area of responsibility for the provision CNS facilities/services is over the entire Indian air space. The services include Communication, Navigation, Surveillance and Automation and ATM Automation Facilities .

 

 

3.2

Over all responsibility for the day-to-day operations is conferred with Executive Director (CNS-OM), CHQ General Manager (CNS) are responsible for the CNS operation of Mumbai, Delhi, Kolkata & Chennai. General Manager (CNS- Region) are responsible for the CNS operation for all other stations within the respective regions.

3.3

Inquiries, suggestions or complaints regarding any Communication, Navigation, Surveillance and Automation services could be referred to the relevant General Manager (CNS) or to Executive Director (CNS-OM), AAI, CHQ or to Executive Director (CNS-P), AAI, CHQ as appropriate depending on the circumstances (their addresses, email id and telephone numbers are appended below). Some of the facilities are owned and run by Armed Forces of India.

Types of service

 

 

4.1.

Radio Navigation Services

4.1.1

Landing and En-route Navigational aids:

• 74 Instrument landing System (ILS) along with Distance Measuring Equipment (DME) collocated with

GP are available

CAT 1 - 64

CAT 2 - 1

CAT 3 - 9

• Doppler Very High Frequency Omni Range (DVOR) collocated with Distance Measuring Equipment

(DME) are operational at 95 Locations

• Non- Directional Beacons (NDB) and Locators (LO) are operational at 48 Locations in which 03 NDBs

are collocated with DMEs

4.2

Satellite Navigational aids:

 

• “GPS Aided GEO Augmented Navigation (GAGAN) - GAGAN is certified for RNP 0.1 operations since 30th

December 2013 and for APV 1 operations since 21st April 2015”

(RNP = Required Navigation performance)

(APV = Approach with Vertical Guidance)

4.3

Voice and Data-Link Services

 

The ATS Ground units maintain a continuous watch on the frequencies stated within the published hour of service unless otherwise stated. An Aircraft shall normally communicate with ATS unit providing service in the area in which the aircraft is flying. Aircraft shall maintain a continuous watch on the appropriate frequency of the ATS unit and shall not abandon watch except in an emergency, without informing the ATS unit. All radio telephony commu7nication between aircraft and Indian ATS units are recorded.

• Air/Ground (Voice) over High Frequency (HF) Radio.

• Air/Ground (Voice) over Very High Frequency (VHF) Radio.

• Air/Ground (Voice) over Ultra High Frequency (UHF) Radio.

• Remote Controlled Air - Ground communication (RCAG) - For the extended range of VHF/UHF Radio ADS-

CPDLC Service is available at Mumbai, Delhi, Kolkata and Chennai through FANS-1A Data Link. All aircrafts

aided with this facility shall login 10 min prior to entering the concerned FIR.

• Data Link - ATIS (D-ATIS) service is provided through Pre-FANS Data link.

• Data Link VOLMET (D-VOLMET) service is provided through Pre-FANS Data link.

 

4.4

Aeronautical Fixed Services (AFS- DATA):

 

• Aeronautical Fixed Telecommunication Network (AFTN) - Data) is are provided through 16 Automatic Message

Switching Systems and one Automatic Message Handling System.

(Details are given in sub-Sections 4.5 (a-p) & 4.6. General Aircraft operating agency messages are not accepted

over the AFTN in India.

• Direct Speech circuits.(Voice) (Details are in Section 4.7)

Aeronautical Broadcast Services:

4.8 a

Automatic Terminal Information Service (ATIS) - broad cast service is available in almost all airports in India. This broadcast is related to the terminal aerodrome and is continuous and repetitive. Language of this broadcast is in English and contains following information for arriving and departing aircraft in the order indicated below:

i. Name of the aerodrome

ii. Designator i.e. the word “INFORMATION” and identification letter from ICAO alphabet.

iii. Time of observation.

iv. Type of approach to be expected.

v. The runway(s) in use.

vi. Significant runway Surface Conditions and, if appropriate, braking action

vii. Transition level.

viii. Other essential operational information.

ix. Surface wind direction and speed including significant variations

x. Visibility and applicable RVR

xi. Present weather

xii. Cloud below 5000Ft or below the highest minimum sector altitude whoever is greater, cumulonimbus.

xiii. The elements in Point. ix to xi are replaced by term “CAVOK”, whenever applicable.

xiv. Air temperature.

xv. Dew point temperature.

xvi. Altimeter setting(s)

xvii. Any available information on significant meteorological phenomena in the approach and climb out areas including wind shear and information on recent weather of operational significance contained in the MET report.

xviii. Trend forecast, when applicable.

xix. Name of the aerodrome with the designator “INFORMATION” followed by the word “OUT”

- Data Link - ATIS (D-ATIS) service is provided through Pre-FANS Data link.

- VOLMET meteorological scheduled broadcast is over HF Radio from Mumbai and Kolkata as per the details given in the following table. Trend forecast is between 0110-1610UTC only.
