LOCAL AERODROME REGULATIONS

1. Pushback Procedures on Main Apron:

i. Only one aircraft from set of stands nos. 1, 2, 14 and 15 shall be allowed to pushback facing SW direction and be instructed to remain clear of taxilanes from TWY B to any of the stand nos. 3 to 10.

ii. Aircraft on stand no.3 may be allowed to pushback either in the SW direction or NE direction -

a. when pushback is allowed facing SW direction, the aircraft shall pushback deep and remain clear of taxilanes from TWY B to Stand Nos. 3 to 10.

b. when pushback is allowed facing NE direction, the aircraft shall pushback deep and remain clear of taxilanes from TWY B to Stand Nos. 1, 2, 14 and 15.

iii. Only one Aircraft from Stand No. 4 or 5 should be allowed to pushback facing NE direction and to remain clear of taxilanes from TWY B to Stand Nos. 1, 2, 3, 14 and 15, if -

a. the arriving Aircraft is to be parked on either of the Stands no. 1, 2, 3, 14 and 15,

b. any aircraft from stands No. 1, 2, 14 and 15 is to be given pushback clearance keeping itself clear of TWY B.

iv. Only one aircraft from Stand No. 5, 6, 7, 8 and 9 will be allowed pushback facing SW direction and be instructed to pull ahead to remain clear of TWY B. Taxi-out clearance to enter RWY for such aircraft will be via TWY A.

v. Simultaneous Pushback from the set of bays (4, 5, 6) and (1, 2, 14, 15) may be allowed facing NE and SW directions respectively with instructions to remain clear of TWY B. Taxi-out instructions for each such aircraft will be given via

TWY B.

vi.Only one aircraft from the set of stands nos. (9, 10, 21) shall be allowed to pushback facing NE direction and be instructed to remain clear of taxi lanes from TWY B to stand no. 8 to 1.

vii.Aircraft on stand no. 8 may be allowed to push back either in the SW direction or NE direction.

a) When pushback is allowed facing the SW direction, the aircraft shall be instructed to push back deep and remain clear of taxi lanes from TWY A to stand Nos. 8, 9, 10 and 21.

b) When pushback is allowed facing NE direction, the aircraft shall be instructed to push back deep and remain clear off taxi lanes from TWY A to stand Nos. 8 to 1.

viii.Only one aircraft from stands Nos. 6 and 7 shall be allowed to pushback facing SW direction and remain to clear off taxi lanes from TWY A to stand Nos. 8, 9, 10 and 21, if-

a)The arriving aircraft is to be parked on stands No. 8, 9, 10 and 21.

b) Any aircraft from stands No. 9,10 and 21 is to be given pushback clearance keeping itself clear of TWY A.

2. No Aircraft shall take lock turn/ pivotal turn on the Runway to avoid pavement damage.

2. RADIO COMMUNICATION FAILURE PROCEDURE:

1. INTRODUCTION:

Radio communication failure procedures are described in ICAO PANS ATM DOC 4444. Based on these provisions

, following radio communication failure procedures are established, to standardize the actions to be taken by the pilot

of arriving and departing aircraft at Surat Airport.

The purpose of this document is to establish the standard procedure to handle the event of a radio communication

failure situation at Surat airport to ensure safe and efficient aircraft operation.

2. GENERAL

2.1 As soon as it is known to ATC that two-way communication has failed, the action shall be taken to ascertain whether the

aircraft is able to receive transmissions from the air traffic control unit by requesting it to execute a specified manoeuvre

(if the aircraftvisual with ATC Tower) or to transmit, if possible, a specified signal in order to indicate acknowledgment.

 

2.2 SURAT ATC shall immediately forward information concerning the radio communication failure to all air traffic units
concerned along the route of the flight
2.3 All Transponder-equipped aircraft experiencing Radio Communication failure shall set transponder to Mode A/C code
7600 as soon as practicable
2.4 Immediately after detection of RCF, the aircraft shall attempt to establish communications with the appropriate air traffic
control unit using all other available means. In addition, the aircraft shall keep a watch for any instructions that may be
issued by visual signals.
2.5 The pilot shall make blind transmission to ATC of all necessary reports and actions taken by the aircraft, e.g. descent,
turn, proceeding to waypoint, etc., irrespective of whether partial/ complete RCF has been established or not.
2.6 Aircraft experiencing radio communication failure shall be provided all required information necessary for the safe
and efficient conduct of flight and landing clearance without expecting acknowledgment.
3. ASSIGNED RUNWAY AND ITS AVAILABILITY FOR RCF AIRCRAFT:
3.1 In case of an arriving aircraft experiencing RCF, when the Runway for landing has already been advised to the aircraft
by SURAT ATC via VHF, such runway shall be considered as the assigned runway. If an arriving aircraft has not been
advised of any runway, Runway 22 shall be considered as an assigned runway for such arrival.
NOTE: In the case of RCF, pilots shall not assume runway on the basis of ATIS (127.075MHZ) Broadcast.
3.2 In case of departures from Surat airport is returning due to RCF, Runway 22 shall be considered as the assigned runway
for landing, irrespective of the runway used for departure.
3.3 Runway lights and Approach lights shall be in the ‘SWITCHED ON’ position to indicate the availability of such
Runway for aircraft experiencing RCF irrespective of visibility and Day or Night.
3.4 Runway and Approach lights in the ‘SWITCHED OFF’ position shall indicate the non-availability of such Runway for
aircraft experiencing RCF.
3.5 In case strong tailwind conditions are encountered during approach for
3.6 the Runway as mentioned in para 3.1, the aircraft experiencing RCF will carry out a missed approach on the runway as
mentioned in para 3.1 and after following the complete missed approach procedure for such approach, aircraft will carry out
the published approach procedure for the opposite runway.
4. PROCEDURE FOR ARRIVALS:
4.1 In case radio communication failure takes place after establishing the ILS/final approach track, aircraft may continue the
approach and land if visual or go around andcarry out the missed approach procedure and join the VOR (112.2) SUR
holdingprocedure climbing to and maintaining 3100ft.
.4.2 Except when descent clearance has already been received from ATC SURAT and acknowledged, the pilot shall continue
on the ATS route maintaining filed flight plan level or level cleared by adjacent area control unit i.e. VABB AREA or
VAAH AREA and do not commence descent before 20-mile VOR (112.2) SUR.
4.3 After crossing 20-mile, the pilot shall descend to FL080 to join the published hold over VOR (112.2) SUR for the
runway as mentioned in para 3.1.
4.4 Commence descent to 3100 feet in published hold over VOR (112.2) SUR at, or as close as possible to, the expected
approach time (EAT) last received and acknowledged; or, if no expected approach time (EAT) has been received and
acknowledged, at, or as close as possible to, the estimated time of arrival (ETA) over SUR VOR.
4.5 Leave VOR (112.2) SUR and carry out the published ILS/VOR Procedure for the runway as mentioned in para 3.1.
4.6 Land, if possible, within 30 minutes after the estimated time of arrival (ETA) or the last acknowledged expected
approach time (EAT), whichever is later.
5. PROCEDURE FOR DEPARTURES:
5.1 Departing aircraft experiencing radio communication failure and intending to continue to its filed flight plan destination
shall:
5.1.1 Continue ATS route as per filed flight plan, climbing to/maintaining cleared and acknowledged flight level, or
minimum flight altitude if higher, for a period of 20 minutes following the aircraft’s failure to report its position over
compulsory reporting point and thereafter adjust level and speed in accordance with the filed flight plan to destination.
5.1.2 When the aircraft is given clearance for offset from flight plan route in without a specified limit, re-join the current
flight plan route after passing 20Mile from SUR VOR but no later than the next significant point, taking into consideration
the applicable minimum flight altitude.
5.2 A departing aircraft, experiencing radio communication failure and intending to land back at Surat Airport, shall:
5.2.1 Maintain the last assigned level, or minimum flight altitude if higher, for a period of 10 minutes on the flight plan route
or on offset radial as cleared in ATC clearance.
5.2.2 After 10 minutes turn towards VOR (112.2) SUR via the same flight plan route or radial as per departure clearance. On
Reaching VOR (112.2) SUR joins hold as published.
5.2.3 If required jettison fuel, then remain in hold over VOR (112.2) SUR after taking all precautions.
5.2.4 Commence descent in the hold to 3100 feet. Leave VOR (112.2) SUR and carry out the published ILS/VOR Procedure
for the runway as mentioned in para 3.2
.
5.3 Procedures for VFR Traffic:
5.3.1 In case of a VFR flight experiencing RCF and does not intend to land at Surat:
It shall continue to fly in VMC, land at the nearest suitable aerodrome/helipad, and report its arrival by the most expeditious
means to the ATC, Surat.
5.3.2 In case of a VFR flight experiencing RCF and intending to land at Surat:
a) Proceed according to the current flight plan route in VMC and maintain the altitude/level last assigned and acknowledged.
b) Proceed towards 15 miles NW/SE of the field subject to arrival route and descent 1500 ft AGL.
c) Maintaining 1500 ft AGL proceed to Surat to join the traffic circuit for the last acknowledged Runway or the Runway as
per para 3.1.
d) Carry out a complete aerodrome traffic circuit and land on the last acknowledged Runway or the Runway as per para 3.1
• When Surat ATC becomes aware of the RCF of the aircraft, the controller concerned shall accord priority for the RCF
aircraft to land.
• If the aircraft re-establishes communication or has landed, the ATC unit shall inform all concerned units/aerodromes
along the route as per the flight plan including the alternate aerodrome.
5.4 Various Signals used by ATCO during communication failure
Air traffic controllers have ALDIS lamps as backup systems for communication if the radio fails.
