FLIGHT PROCEDURES

1.INTRODUCTION

 

1.1 Radio communication failure (RCF) procedures are prescribed in ICAO PANS-ATM DOC 4444. The objective is

to standardize the actions to be taken by the pilot of arriving and departing aircraft experiencing radio communication

failure at Hubballi airport. Based on these provisions, following radio communication failure procedures are

established, to standardize the actions to be taken by the pilot of arriving and departing aircraft at Hubballi airport.

 

2. GENERAL:

2.1 All Transponder equipped aircraft experiencing Radio Communication Failure shall set transponder to Mode A code

7600 as soon as practicable.

(Note: This Requirement of Setting transponder to Mode A code 7600 in no way imposes any restriction on the

pilot's decision to set transponder to Mode A code 7500 or 7700, whenever required).

2.2 Immediately after the detection of RCF, the pilot shall try to communicate to Hubballi ATS unit through the

standby frequency 118.850 MHZ.

2.3 If unable to contact on standby frequency also, pilot shall try to communicate through adjacent unit’s/stations

frequencies (VOBM 119.200 MHz, VOML 127.550MHz, VOGO 123.800 MHz), company frequency or by relay

through other aircraft.

2.4 Unless otherwise required, the aircraft shall avoid all Restricted and Prohibited Areas.

2.5 The pilot shall make blind transmission to ATC of all necessary reports and actions taken by the aircraft, e.g. descent,

turn, joining hold, leaving for approach, FAF etc., irrespective of whether partial/complete RCF has been experienced

or not.

3. ASSIGNED RUNWAY AND AVAILABILITY FOR RCF AIRCRAFT:

3.1 ln case of arriving aircraft, when Runway for landing has already been advised to the aircraft by ATC, such runway

shall be considered as assigned runway. If radio communication failure occurs after the receipt of final/procedural turn

or approach clearance, the aircraft may continue its approach to land on such Runway and observe the ATC tower to

follow the visual Signal for the control of aircraft shown from the aerodrome control Tower.

3.2 (a) In the event of arriving aircraft has not been advised of any runway for landing, Runway 26 shall be considered

as assigned runway for such arrival, as ILS is available only for RWY 26.

(b) In strong tail wind conditions for Runway-26, aircraft will carry out a missed approach for Runway-26 and

after following complete missed approach procedure for such approach, will carry out the published instrument

approach procedure for Runway 08.

3.3 In the case of neighbouring adjacent ATC unit informs that the departing aircraft from Hubballi is returning on account

of RCF and squawking 7600, the departure runway of such aircraft shall be considered as assigned runway for landing.

3.4 Hubballi ATC shall ensure PAPI, approach and runway lights of the assigned runway in 'SWITCHED ON' position

for RCF aircraft irrespective of day/night/visibility/weather conditions.

3.5 PAPI and Approach lights in 'SWITCHED OFF' position shall indicate that the approach should be made from

the opposite end of same runway.

3.6 PAPI, Runway and Approach lights on both sides in ‘SWITCHED OFF' position shall indicate non- availability

of Runway for aircraft experiencing RCF.

 

4. PROCEDURE FOR ARRIVALS:

4.1 ARRIVING AIRCRAFT - In VMC

4.1.1 Continue to fly in visual meteorological conditions

4.1.2 land at the nearest suitable aerodrome.

4.1.3 Report its arrival by the most expeditious means to the appropriate air traffic control unit.

4.1.4 If landing at Hubballi, Observe the ATC tower to follow Various Signals used by ATCO during communication failure.

 

4.2 ARRIVING AIRCRAFT - In IMC

4.2.1 Maintain the last assigned speed and level, or minimum flight altitude if higher, for a period of 20 minutes following

the aircraft's failure to report its position over a compulsory reporting point and thereafter adjust level and speed in

accordance with the filed flight plan; or

4.2.2 Proceed according to the current flight plan route to the appropriate designated navigation aid and hold over this aid

until commencement of descent.

4.2.3 Commence descent at, or as close to, the expected approach time (EAT) last received and acknowledged; if no

expected approach time has been received and acknowledged, at, or as close as possible to, the estimated time

of arrival resulting from the current flight plan;

4.2.4 Complete a normal instrument approach procedure as specified for the designated navigation aid.

4.2.5 land, if possible, within 30 minutes of the estimated time of arrival (ETA) or the last acknowledged expected

(EAT) approach time, whichever is later.

4.2.6 Observe the ATC tower to follow visual Signal for the control of aircraft shown from the aerodrome control

Tower during communication failure.

4.2.7 After landing at Hubballi Airport, Aircraft shall lookout for follow me jeep on taxiway holding point and after

sighting the Follow me Jeep, Aircraft shall follow the Follow Me Jeep for parking to the allotted bay. Upon

sighting the Marshaller, aircraft shall stop following “Follow me Jeep” and shall follow marshaller for parking.

5. PROCEDURE FOR DEPARTURES:

5.1 DEPARTURE INTENDING TO CONTINUE TO DESTINATION: Departing aircraft experiencing RCF and intending

to continue to its filed plan destination shall;

5.1.1 Continue on assigned route/Radial climbing to or maintaining cleared level as per the clearance given as far

as practicable.

5.1.2 Three minutes after setting Mode A/C code 7600 or reaching cleared Flight level whichever is later; aircraft

shall proceed directly to re-join the current flight plan route not later than the next significant point, maintaining

cleared flight level. After joining ATS route, climb to filed Flight level and continue as per the filed fight plan.

(Aircraft shall avoid all Prohibited and Restricted areas).

5.2 DEPARTURE INTENDING TO LAND BACK AT Hubballi: Departing aircraft experiencing RCF and intending to

land back at Hubballi airport shall;

5.2.1 Continue as per ATC clearance, climbing to or maintaining the cleared Flight level.

5.2.2 Three minutes after setting Mode A/C code 7600 or reaching the cleared level, whichever is later; take a turn to

proceed direct to 'HBL' maintaining the cleared level. The departure runway of such aircraft shall be considered as

assigned runway for landing.

5.2.3 Descend to 4500 FT in HBL hold (If required to burn fuel, then remain in the hold.). Leave 'HBL' at 4500 FT to carry

out any of the published instrument approach procedure for assigned runway.

5.2.4 Observe the ATC tower to follow visual Signal for the control of aircraft shown from the aerodrome control

Tower during communication failure.

5.2.5 After landing at Hubballi Airport, Aircraft shall lookout for follow me jeep on taxiway holding point and after

sighting the Follow me Jeep, Aircraft shall follow the Follow Me Jeep for parking to the allotted bay.

Upon sighting the Marshaller, aircraft shall stop following “Follow me Jeep” and shall follow marshaller for parking.

1. Exemption Granted by DGCA:

DGCA India has granted Permanent exemption vide letter dated 11.08.2015 for non-compliant location of runway exit sign

against provisions in CAR Section 4 Series B Part I Para 5.4.3.17 .

2.Birds activities are in and around the airfield. Pilots to exercise caution while landing and taking off.
