LOW VISIBILITY PROCEDUES

KHAJURAHO AIRPORT, KHAJURAHO (VEKO)

 

1 INTRODUCTION

 

1.1 Until the latest amendment of DGCA Civil Aviation Requirements (CAR) section 8, Series ‘C’, Part-I on All-Weather

Operations, Low visibility procedures were required at aerodromes for the purpose of ensuring safe operations during

Categories II and III approaches and/or low visibility take-offs (LVTO).

1.2 However, in latest amendment to CAR (Rev. 10), para 5.3, following provision regarding Low visibility procedures is

added. “An operator shall not conduct takeoff with RVR/visibility less than standard Category I conditions of 550m

RVR/800 m visibility unless low visibility procedures are enforced”.

1.3 This provision necessitated the need for low visibility procedures for accommodating/permitting departures in

Visibility/RVR less than 800M/550M even at such airports where there are no CAT II and CAT III operations

1.4 As per provisions of Aerodrome Design and Operations CAR and ICAO Annex 14, Runway centre line lights are

required for take-off in RVR below 400 M. Further, as per Aerodrome Design and operations CAR para 9.8.7, Surface

Movement Radar(SMR) need to be provided at an aerodrome intended for use in Runway Visual Range conditions

less than a value of 350 M

1.5 Accordingly, Low visibility Procedures have been developed for Khajuraho Airport to accommodate/permit departures

in Visibility/RVR less than 800M/550M from RWY 19 (runway served with RVR instruments). and since, there is No

SMR facility at Khajuraho Airport, these procedures will be applicable for take-off in VIS/RVR below 800M/550M but

not less than 400 M RVR.

 

 

2 PURPOSE

The Purpose of this SOP is to set out process and procedures to ensure added safety measures during bad weather/poor

visibility conditions, to ensure smooth, safe and efficient conduct of aircraft operations, by establishing :

(i) Conditions for implementation of LVP.

(ii) Safeguarding procedure (SP) for implementation of LVP.

(iii) Procedure for termination of LVP

 

 

3 SCOPE

Khajuraho is certified ILS CAT I aerodrome with a prescribed landing minima of 550 m RVR for RWY 19. The

DGCA CAR on All Weather Operations mandates establishment of Low Visibility Procedures for continuing departure

operations below RVR values of 550 m but not less than 400m RVR. Accordingly Low Visibility Procedures have been

established at Khajuraho Airport to enhance and ensure safety during low visibility / bad weather conditions.

 

4. DEFINITIONS AND ABBREVIATIONS

 

 

DEFINITIONS:

 

 

RVR: Runway visual range (RVR)-The range over which the pilot of an aircraft on the centre line of a runway can

see the runway surface markings or the lights delineating the runway or identifying its centre line

 

Touchdown zone-The portion of a runway, beyond the threshold, where it is intended landing aeroplanes first contact

the runway.

 

Obstacle Free Zone: The airspace above the inner approach surface, inner transitional surface and balked landing

surface and that portion of the strip bounded by these surfaces, which is not penetrated by any fixed obstacle other

than of low mass and frangible mounting, required for air navigation purposes.

 

Safeguarding Procedures: Safeguarding Procedures (SP) are instructions for relevant airport departments and airside

operators to prepare ground services and facilities for low visibility operations, in order that when LVP are implemented

all SP are complete and airport is configured for Low Visibility Procedures and Low Visibility Take- offs.

5. PROCESS DESCRIPTION

 

5.1 Condition for Safeguarding Procedures

 

At Khajuraho Airport Safeguarding Procedures shall be initiated when :

 

a) The Visibility/RVR is less than 1200 m and visibility/RVR is forecast to deteriorate to 800m or less;

and/or

b) The cloud ceiling is 400 ft. and forecast to fall to 200 ft. or less.

 

5.2 Safeguarding Procedures (SP):

 

Safeguarding Procedures are the necessary actions to prepare the airport for Low Visibility Procedures. They

include:

 

a) Carry out Runway, Taxiway, Road Holding, emergency access road and Apron inspection to ensure

serviceability of the visual aids and Ground Lights.

b) Stop all maintenance works on the manoeuvring area and vacate all men, Material and equipment from

the manoeuvring area.

c) Termination of all work in progress in the localizer and glide path sensitive area.

d) Removal of all equipment/material from localizer and glide path sensitive area.

e) Restrictions on the movement of vehicles on the manoeuvring area and aprons. Limit number of vehicles

on the manoeuvring area to bare minimum. To meet any inescapable operational needs, vehicle may be

escorted by Follow Me under intimation to ATC.

f) Barricade provided at road holding point of service road leading to runway and other manoeuvring area

is in closed condition except fire station approach road to runway. if traffic light provided at road holding

point the same should be in ON condition

g) Ensuring availability of secondary power supply for change over, with switchover time of maximum

1 second for RWY Edge, RWY End and Threshold lights supported by UPS.

h) Initiate action for Manual RVR in coordination with IMD, if RVR equipment is unserviceable.

i) Ops In-charge will co-coordinate with all the concerned agencies for implementation of Low Visibility

Procedures.

j) Ops In-charge will inspect Movement area, AGL System and Associated Roads with all the concerned

HOD as per Check List

 

Note-1: RWY Edge, Threshold lights and RWY End lights may continue to operate on main power supply during

safeguarding Procedures. Whenever, LVP is to be implemented the RWY Edge, Threshold lights and RWY End lights shall

be put on Standby Power Supply (DG set or UPS). This operation needs to be completed before LVP is implemented.

 

Note-2: As UPS is available at Khajuraho Airport, capable of maintaining the required AGL system with one second of

Switchover time, the main supply can continue to be the primary source of supply, and the Generator Supply can be kept as

Standby Power supply. In case UPS is unserviceable, Generator supply shall be the primary source of power supply and

Main power supply shall act as standby power supply.)

 

 

 

5.3 Implementation of SP:

 

When meteorological conditions meet the criteria for initiation of SP as stipulated in Sl. No 4.1, the duty officer

tower will inform Ops In-charge. Ops In-charge will coordinate with Incharge Electrical, Civil, Fire and MT.

 

NOTE: Action to be taken by various agencies is attached as Annexure 1 Ops In-charge shall insure before

implementation of SP check list must be completed.

 

When all the concerned agencies have completed their necessary actions, they shall report to DUTY OFFICER

TOWER (ATC) that their Safeguarding Procedure (SP) is completed, and the airport is safeguarded for LVP

operations.

 

5.4 Condition for Low Visibility Procedures:

 

Low Visibility Procedures shall be implemented when -

 

a) Visibility is less than 800 m; and/or Cloud ceiling is less than 200 ft.; AND

b) Safeguarding Procedures (SP) have been completed and the airport is safeguarded.

 

 

5.5 Low Visibility Procedures (LVP):

 

a) Low Visibility Procedures are the actions to ensure the safe operation of aircraft during periods of

reduced visibility or low cloud base.

 

b) LVP shall only be implemented when Safeguarding Procedures (SP) has been completed, and the

airport is configured for low visibility operations.

 

(Note: Though LVP is implemented when RVR is less than 800m, ILS CAT I operation will continue till

Visibility/RVR is not less than 550m)

 

5.6 Implementation of LVP:

 

When meteorological conditions meet the criteria for LVP as stipulated in Sl. No 5.4 Duty Officer Tower (ATC)

implement Low Visibility Procedure and following action shall be follow:

 

a) ATC shall declare LVP in force, and intimate In charge- Airside Operations / ARFF. This information will

also be included in the DATIS.

 

b) ARFF shall ensure positioning of 1 CFT at the predetermined position immediately on implementation of

LVP.

 

c) In charge- Airside Operations on receiving the information shall inform concerned stake holders (ARFF,

MET, E&M, CSO & Airlines/GHA) for enforcement of LVP.

 

d) All maintenance works on apron shall be stopped. However, any maintenance work of urgent nature may

be carried out under strict monitoring of Follow Me in coordination with ATC.

 

e) Record of all vehicles operating on the manoeuvring area during LVP shall be maintained by In charge-

Airside Operations and the record be made available to ATC.

 

f) Incharge- Airside Operations shall in coordination with ATC, implement ‘Mandatory Follow Me’ service

for all aircraft on apron, if the visibility conditions so demand

 

g) ATC shall permit only one pushback at a time on apron and one aircraft on the manoeuvring area.

 

h) No towing of aircraft shall be permitted during LVP. However, in case of urgent requirement, towing may

be permitted under mandatory ‘Follow Me’ guidance.

 

 

 

i) High Power Engine Ground Run (HPEGR) will not be permitted during LVP. If any HPEGR is already in progress,

aircraft will be advised to stop engine run and proceed to allocated stand.

 

j) If RVR equipment is unserviceable, manual RVR shall be obtained and provided for all departing aircraft.

 

k) Suspend operations if RVR drops below 400 m.

 

l) Presence of a Met Officer shall be ensured in ATC Tower during the time of LVP for assisting the ATC Controller

with updated met reports.

 

**The post of Tower Meteorological Officer (TMO) is not sanctioned by IMD for Khajuraho Airport.

 

 

Incharge- Airside Operations shall be responsible for carrying out following actions:

 

a) Carry out inspection of manoeuvring and movement areas as part of Safeguarding Procedures

 

b) Coordinate with engineering departments to ensure availability of backup power system before implementation

of LVP.

 

c) Coordinate with ATC and IMD for manual RVR, if the RVR equipment is reported to be unserviceable

 

 

d) Ensure that the Safeguarding Procedures are completed prior to implementation of LVP and report the same to

ATC.

 

e) Strictly restrict/regulate vehicular traffic on the manoeuvring area. Record of all vehicles operating on the

manoeuvring area during LVP shall be maintained and the record be made available to ATC.

 

f) Stop all works within the manoeuvring area.

 

g) Report any unserviceability of AGL which is essential for the implementation of LVP (RWY edge lights, RWY

end lights and RWY threshold lights) and advise ATC not to implement LVP or if already in force, advise on

termination

 

h) Ensure that Runway lights are inspected every 2 hours after implementation of LVP during its continuance.

 

 

5.7 TERMINATION OF LVP:

 

a) When visibility/RVR improves to 800 m or more and/or cloud ceiling is 200 feet or higher and upward trend is

forecasted by the Met Officer.

 

b) ATC shall inform Incharge- Airside Operations regarding the termination of LVP He shall inform all concerned

departments about termination of LVP.

 

c) If SP are initiated and Low Visibility Procedures are not subsequently implemented and the visibility/RVR

improves and is more than 1200 m and/or the cloud ceiling is 400 ft. or higher and both are forecast to remain

above the required SP criteria, ATC may cancel SP.

 

 

 

 

6. ACTIONS TO BE TAKEN BY VARIOUS AGENCIES:

 

Before commencement of winter season, a meeting will be held by, Airport Director with concerned agencies in the

month of November every year to inform all airlines and agencies operating at airport about their roles/ responsibilities

and create awareness to ensure cooperation for safe airport operations during periods of low visibility

 

 

 

 

6.1 Action by Aerodrome Tower Controller:

 

On being notified by MET for reduction in visibility below CAT I, then Low Visibility Procedures are to commence,

the Aerodrome Tower Controller will:

 

a) Inform Aerodrome Rescue & Fire Fighting Services.

 

b) Check ILS status.

 

c) Check lighting is correctly selected and operating properly.

 

d) Check transmissometer displays

 

e) Monitor all surface movement of aircraft and vehicles on the manoeuvring area.

 

f) Inform all taxiing aircraft of the preceding taxiing or holding aircraft

 

 

6.2 Action by Communication/Technical/Electronics Shift Supervisory Officer (SSO)

 

a) On receipt of “Outlook for LVP” from the WSO, the Communication/ Technical/ Shift Supervisory

Officer [SSO] will inform the Duty Officer, Equipment Room and have the ILS equipment and its status

indicators in ATC units checked up. He will inform ATS Incharge of any unserviceability in the

equipment which is likely to affect ILS CATI operation.

 

b) On receipt of “Advisory Message” from ATS Incharge that LVP are to be made effective SSO will

maintain continuous watch on the performance of ILS equipment and will inform WSO of any

un-serviceability which may affect ILS CATI operation.

 

 

6.3 Action by Operations In charge

 

On receipt of advice from Duty Officer Tower to implement Safeguarding Procedures, Operations In charge

will immediately inform the following:

 

a) Electrical In charge

 

b) Civil In charge

 

c) Fire In charge

 

d) MT

 

NOTE: Inspection Team shall ensure that all civil works in progress in maneuvering area, are stopped and that the

work area is restored in complete serviceable condition. During ILS CATI Low Visibility Operations, no

equipment, manpower or material shall be present in sensitive areas of localizer and glide path.

 

 

6.4 Follow-me vehicles:

 

No vehicle/person enters or is present in the sensitive/critical areas of localizer and glide path.

 

a) All civil/electrical works in progress are to be stopped in the maneuvering area immediately and men/

material/equipment to be removed from the sensitive/critical areas of localizer and glide path.

 

b) After ensuring above, Follow-me vehicles will confirm the same to the Operation in charge.

 

 

 

 

c) Subsequently, follow-me vehicle shall remain available in apron and will maintain listening watch on their

respective frequencies.

 

d) On receipt of information about unserviceability of any of the runway visual aids or power supply system,

Operations In charge will immediately inform ATC Tower accordingly.

 

e) No vehicles shall enter/cross in the vicinity of runway without permission from ATC Control Tower. Such

vehicles shall be equipped with walkie-talkie and able to communicate with ATC. The vehicles of the ARFF

services, civil, electrical division or of any other agency which are not equipped with RT but has to enter

the runway or taxi track for urgent operational requirement shall be escorted by the follow me jeep all the time.

 

 

6.5 Action by Duty Officer (Meteorological Office)

 

a) Duty Meteorological Officer would issue an 'Outlook for Low Visibility Procedures' to the ATS In charge

whenever he expects that the RVR and/or cloud ceiling will fall below 800 m and/or 200ft or less respectively.

 

b) Whenever Duty Meteorological Officer visualizes that RVR is likely to fall below 800 m and/or cloud ceiling

to 200ft or less within next 2 hours, he will issue an 'Advisory Message' to ATS In charge to this effect.

 

c) When the RVR and/or cloud ceiling are 800m and/or 200ft respectively and the trend is towards improvement in

these elements of weather Conditions the Duty Met Officer may, when requested by ATS In charge, advise him

about such improving weather conditions for the purpose of termination of LVP.

 

d) The Duty Met Officer would ensure that the RVR displays in ATC units in the Control Tower is serviceable.

He would also ensure that RVR/visibility recorders of Touch-down zone is serviceable

 

 

7. Action by Other agencies at airport such as - Airlines, Re-fuelling Companies, Catering Agencies, Airport Police,

Health

 

a) All agencies operating in the operational area shall ensure that minimum number of their vehicles, as are

absolutely essential for aircraft operations, operate in the operational area. The drivers of these vehicles should

keep a look out for taxing aircraft and other vehicles to prevent incident/ accidents

 

b) All the vehicles must have their obstruction/ anti-collision lights “ON” during operation of low visibility

procedures

 

c) Follow all instructions/sign boards provided on vehicular movement area/ service roads.

 

d) No vehicle/equipment/personnel shall enter in and around the vicinity of the runways or taxi- tracks except with

prior permission of aerodrome control tower.
