LOCAL AERODROME REGULATIONS

1. Aircraft Pushback and Start-up Procedures

The objective of the pushback and start-up procedure is to reduce ground conflicts in pushback and start-up of aircraft, reduce ground delays and reduce radiotelephony congestion thereby enhancing the operational efficiency of Noida International Airport.

Apron 1 is served by two taxi lanes, C1 and C2. Taxi-lanes C1 and C2 are compatible for up to code letter C aircraft. Taxiways C5 will be used for entry and C6 will be used for exit of aircraft from the apron, as far as

practicable.

Cargo Apron is served by taxiway B. Taxiway L4 will be used for entry/exit of aircraft into / from the cargo apron

d) Simultaneous pushback via TXL C1, serving north stands, and TXL C2,

stand positions exists between the two aircraft.
e) High power run up is only approved at the IAPP (facing east). Pushback
and towing for high power run up to be coordinated by aircraft operator
with Airside Duty Manager at least 60 minutes in advance.
f) Pushback from stands N17, N18, A10, A12, A14L and A14R not permitted
while aircraft taxing to TXL-C2 from C5.
g) Aircraft to exercise caution during simultaneous pushbacks from
corresponding opposite stands on TXLC1 and TXLC2
h)Aircraft taxiing out from the cargo apron via Taxilane B to join TWY L4,pilots must use only minimum breakaway thrust to initiate movement. Pilots are advised to apply just enough thrust to start the aircraft rolling and immediately reduce to idle or taxi thrust once movement is established. This is critical to minimize jet blast impact on apron personnel and equipment
operating in proximity. It will also directly limit the potential uplift of dust
i)Pushback from stand W03 shall be carried out under Follow Me supervision while low visibility procedures are in force
2. Taxiing Procedures
2.1 Mode of Operation - Westerly (RWY 28)
2.1.1 Departing aircraft from Apron 1 will taxi via taxi-lane C1 or C2, C6 and
turn right on taxiway A, A1 or A3 (holding point RWY 28).
2.1.2 Arrival for Apron 1 on RWY 28 to vacate runway via A9 or RET A6, taxi
via A, C5, C1 or C2 to the respective aircraft stand.
2.1.3 Arriving / Departing aircraft for cargo apron to enter/exit the apron via L4
2.2 Mode of Operation - Easterly (RWY 10)
2.2.1 Departing aircraft from Apron 1 will taxi via C1 or C2, C6 and turn left on taxiway A, A9 (holding point RWY 10).
2.2.2 Arrival for Apron 1 on RWY 10 to vacate runway via A1 or A3, taxi via A,
C5, C1 or C2 to the respective aircraft stand.
2.2.3 Arriving / Departing aircraft for cargo apron to enter/exit the apron via L4
Note:
i) Aircraft taxiing on TWY C5 on to TWY C2, shall hold at IHPC5 when an aircraft is pushing back from N16, N17, or N18 facing west on C1 and will be instructed to resume taxi when pushing back aircraft commences pulling forward and reports crossing abeam N16.
ii) Aircraft taxiing on TWY C5 on to TWY C1, shall hold at IHPC5 when an aircraft is pushing back from A10 or A12 facing west on C2 and will be instructed to resume taxi when pushing back aircraft reaches abeam A08.
iii) Aircraft taxiing on TWY C5 on to TWY C1, shall hold at IHPC5 when an aircraft is pushing back from A14L or A14R facing west on C2 and will be instructed to resume taxi when pushing back aircraft commences pulling forward.
iv) All arriving helicopters shall switch off their engines at IHP C5 and further
follow ATC instructions.
v) When an aircraft is holding on TWY A3 at the Runway Holding Position (RHP), any aircraft taxiing on TWY A shall hold short of TWY A3 on TWY A
vi) When an aircraft is holding on Taxiway A1, A3, A6, or A9, short of TWY A, the Runway 10-28 shall be considered occupied.
vii) All departing helicopters shall pushback on respective taxi lane and tow up to IHP C6 (short of A) and further follow ATC instructions.
viii) Startup of engines at idle power is permitted during pushback and on stands. However, startup of engines at idle power at aerobridge stands is permitted only after removal of aerobridge. Airlines/GHAs are responsible
to adhere to all ground precautions e.g. Wing Walkers/Traffic Marshallers, Ground Equipment, Vehicular Traffic on tail of the stand road etc. against jet blast/ingestion to ensure safety. Indian registered Aircraft should seek permission from AODM only to carry startup of engine/idle power engine run up on stand. However, ATC may be informed through RT in case of any emergency situation. During idle power engine run up, AME will take all ground precautions including switching on aircraft anti-collision lights, positioning of wing walkers and RT trained engineer to be available in in cockpit. In case of foreign registered aircraft, if pilot conducts idle power engine start/ run up, he will seek permission from ATC
ix) In case of APU failure, the aircraft may be permitted to start one or both starboard side engines at idle power on the stand with the aerobridge attached. Further, in case of APU failure, a cross-bleed start is permitted only after completion of pushback, pull forward (if applicable) and disconnection of Tug. No cross bleed is permitted at stand or during push
back. Pilots to inform ATC and take all ground precautions against jet blast before starting cross-bleed. Airlines/GHAs are responsible to adhere to all ground precautions to ensure safety.
x)Taxiway A6 will be preferred exit taxiway for Runway 28
xi)Taxiway A3 will be preferred exit taxiway for Runway 10.
3. Low Visibility Procedures
3.1 Purpose: The purpose of these procedures is to ensure safe and efficient operations ofaircraft, vehicle/equipment, and personnel during low visibility operations at Noida International Airport, Jewar.
3.2 Scope: Every year due to low visibility conditions during the period from 15 DEC to 15 FEB, aircraft operators are not permitted to file Noida International airport as alternate airport, if the latest met forecasted general visibility is
expected to be below 550 M, at estimated time of use.
When visibility is less than 550 M RVR, landings are not permitted at Noida International Airport since aerodrome is certified only for CAT-I ILS operations.
LVTO, however, will be permitted up to RVR 350 m.
3.3 Definitions:
3.3.1 Low Visibility Procedures (LVP): Specific procedures applied at an aerodrome for the purpose of ensuring safe operations during Categories II and III approaches and/or low visibility take-offs
Note: as per para 5.3 of Civil Aviation Requirement on All Weather Operations, an operator shall not conduct Take-off with RVR/Visibility less than standard CAT-I conditions of 550m RVR/800m Visibility unless low visibility procedures are enforced
3.3.2 Safeguarding Procedures (SP): Safeguarding Procedures (SP) are instructions for relevant airport, departments, and airside operators to prepare ground services and facilities for low visibility operations in order that when LVP are implemented all Safeguarding procedures are complete.
3.3.3 Low Visibility Take-off (LVTO): A term used in relation to flight operations referring to a take-off on RWY where the RVR is less than 400M.
3.3.4 Visibility: The greatest distance at which a black object of suitable dimensions, situated near the ground, can be seen and recognized when observed against a bright background.
The greatest distance at which lights in the vicinity of 1000 candelas can be seen and identified against an unlit background.
3.3.5 Runway visual Range (RVR): The range over which the pilot of an aircraft on the centreline of a runway can see the runway surface marking or the lights delineating the runway or identifying its centre line.
3.3.6 Instrument runway: One of the following types of runways intended for the operation of aircraft using instrument approach procedures:
3.3.7 Instrument Approach Operations. An approach and landing using instruments for navigation guidance based on an instrument approach procedure. There are two methods for executing instrument approach operations:
a) a two-dimensional (2D) instrument approach operation, using lateral navigation guidance only; and
b) a three-dimensional (3D) instrument approach operation, using both lateral and vertical navigation guidance.
Lateral and vertical navigation guidance refers to the guidance provided either by:
a) a ground-based radio navigation aid; or
b) computer-generated navigation data from ground-based, space-based, selfcontained navigation aids or a combination of these.
Instrument approach operations shall be classified based on the designed lowest operating minima below which an approach operation shall only be continued with the required visual reference as follows:
a) Type A: a minimum descent height or decision height at or above 75 m (250 ft); and
b) Type B: a decision height below 75 m (250 ft).
3.3.8 Precision approach runway, category I-A runway served by visual aids and nonvisual
aid(s) intended for landing operations following an instrument approach
operation type B with a decision height (DH) not lower than 60 m (200 ft.) and either a
visibility not less than 800 m or a runway visual range not less than 550 m.
3.3.9 Precision approach runway, category II- A runway served by visual aids and nonvisual aid(s) intended for landing operations following an instrument approach
operation type B with a decision height (DH) lower than 60 m (200 ft) but not lower than 30 m (100 ft.) and a runway visual range not less than 300 m.
3.3.10 Precision approach runway, category III- A runway served by visual aids and nonvisual
aid(s) intended for landing operations following an instrument approach
operation type B with a decision height (DH) lower than 30 m (100 ft), or no decision
height and a runway visual range less than 300 m or no runway visual range limitation.
3.3.11 Decision Height: A specified altitude or height in a 3D instrument approach operation at which a missed approach must be initiated if the required visual reference to continue the approach has not been established. Note. -- Decision altitude (DA) is referenced to mean sea level and decision height (DH) is referenced to the threshold elevation.
3.3.12 ILS Critical Area: An area of defined dimensions about the localizer and glide path antennas where aircraft and vehicles are excluded during all ILS operations. The critical area is protected because the presence of vehicles / or aircraft inside its boundaries will cause unacceptable disturbance to the ILS signal-in-space
3.3.13 ILS Sensitive Area: An area extending beyond the ILS critical area where the parking and/or movement of vehicles, including aircraft, are controlled to prevent the possibility of unacceptable interference to the ILS signal during ILS operations. The sensitive area is protected to provide protection against interferences cause by large moving objects
outside the critical area but still normally within the airfield boundary
3.3.14 Obstacle Free Zone: The airspace above the inner approach surface, inner transitional surface and balked landing surface and that portion of the strip bounded by these surfaces, which is not penetrated by any fixed obstacle other than of low mass and frangible mounting, required for air navigation purposes.

3.7 Roles and Responsibilities:
3.7.1 Action by ATC:
3.7.1.1 Inform APOC, Apron control and ARFF when meteorological criteria are met for visibility standby and initiating safeguarding procedures.
3.7.1.2 Switch on all AGL and facilitate of runway, taxiway and apron. Facilitate Follow me for manoeuvring area and apron inspection to complete safeguarding procedures.
3.7.1.3 When meteorological criteria are met and safeguarding procedures are completed, implement LVP and inform APOC apron control and ARFF.
3.7.1.4 ATC shall Broadcast in ATIS regarding LVP is in force.
3.7.1.5 Stop bar lights associated with runway shall be switched on all the time.
3.7.1.6 Stop bar lights associated with taxiway shall be switched on after safeguard procedure is initiated.
3.7.1.7 ATC shall not permit high power engine ground runup after the initiation of safeguarding procedures till termination of safeguarding procedures. In case high power engine runup is in progress the same shall be stopped and towed back to
respective stand in coordination with APOC before implementing LVP.
3.7.2 Action by Met office:
3.7.2.1 Duty MET officer shall ensure timely dissemination of any change in visibility or RVR to tower supervisor when RVR less than 1200M or visibility is forecasted to deteriorate to 800M or less and or cloud ceiling is 400ft and forecasted to fall to 200ft
3.7.2.2 The duty MET officer shall ensure that the RVR displays in ATC units, control
tower and approach control are serviceable. He shall ensure that RVR/visibility
recorders of TDZ, Mid and end position are serviceable.
3.7.2.3 In case of unserviceability of RVR equipment, he shall depute a Met officer for
supplementing manual RVR.
3.7.3 Action by DM Airside Operations:
3.7.3.1 Once safeguarding procedures are initiated, inform Follow Me in coordination with electrical team to complete safeguarding procedures.
3.7.3.2 Coordinate with ATC, APOC and Follow me for implementation of LVP.
3.7.3.3 Inform APOC and ATC once safeguarding procedures are completed.
3.7.3.4 Coordinate and facilitate MET officials as and when required for any unserviceability or manual reading of RVR.
3.7.4 Action by Follow me:
3.7.4.1 No vehicles shall enter manoeuvring area without serviceable VEELO.
3.7.4.2 Ensure timely completion of safeguarding procedures as per checklist and report to DM Airside.
3.7.4.3 Stop all maintenance works (civil, electrical and project) in airside and if work is inside manoeuvring area, clear all men and material.
3.7.4.4 Ensure Safeguarding inspection along with Shift Engineer Electrical as per checklist.
3.7.4.5 Shall ensure that all LVOP boards are switched ON.
3.7.4.6 Ensure closure of portion of perimeter road leading to critical/sensitive areas.
3.7.4.7 Ensure TWY & Apron lights inspection along with Electrical team at 02hrs intervals
3.7.4.8 Ensure Stop bars lights associated with taxiway are switched ON during implementation of safeguard procedure
3.7.5 Actions by ARFF:
3.7.5.1 Once safeguarding procedures are initiated Shift In-charge ARFF shall position CFT at the pre-determined positions. The CFT shall remain at PDP till the safeguarding procedures are withdrawn PDP locations:
a) PDP 01 - South of TWY A, abeam ATC/ARFF building.
b) PDP 02 - Access Road south of Isolated Aircraft Parking Position
c) PDP 03 - Access Road south of TWY A abeam wind direction indicator for RWY 28
 
3.7.6 Action by Shift Engineer electrical:
3.7.6.1 Ensure joint AGL inspection along with Follow Me to complete safeguarding procedures and when required during LVP.
3.7.6.2 Ensure AGL supply switch over to DG/UPS as per the compliance requirement in coordination with Follow Me and ATC.
3.7.6.3 Ensure CCR is always manned during LVP and maintains two-way communication with Apron Control.
3.7.6.4 Notify Duty Manager Airside in real time in case of any AGL unserviceability noticed
3.7.7 Action by Duty Manager APOC:
3.7.7.1 APOC shall inform Apron Control, ARFF, CCR, CISF and all stakeholders regarding LVP operations. APOC shall start planning of their resources accordingly and maintain two-way communication with ATC and Airside Operations
3.7.8 Suspension criteria for Low Visibility Operations

3.7.8.2 Unserviceability of Aeronautical Ground Lights/ Equipment after Implementation of LVP:
When any of the light/equipment mentioned in para 3.8.8. above becomes unserviceable or fails to meet the required standard during periods of LVP, ADC/SMC shall advise the aircraft accordingly and LVP shall be suspended and information to this effect shall be included in ATIS broadcast.
3.7.8.3 LOW VISIBILITY TAKE-OFF (LVTO):
LVTO pertains to take off when the RVR is below 400 m and is applicable whenever the reported RVR in any zone (touch-down/mid/roll-out RVR) is below 400 m. LVTO, however, will be permitted up to RVR 350 m only.
3.7.8.4 The facilities and conditions of the undermentioned Table required will be as per the lowest RVR reported in any zone (e.g. if the RVR is 400M/300M/300M representing the three zones, then the 300 m will be the RVR for reckoning facilities and conditions of the undermentioned Table.

• Only one pushback will be permitted from passenger apron or cargo apron when either TDZ / MID / END RVR is less than 400 M.
• Follow me service shall be provided as per the request from flight crew or as instructed by ATC.
• Only essential vehicles with transponders shall be permitted in the manoeuvring area when LVTO is in force.
3.7.9 Suspension of LVTO:
When any of the light/equipment mentioned in table below becomes unserviceable or fails to meet the required standard during periods of LVTO, ADC/SMC shall advise the aircraft accordingly and LVTO shall be suspended and information to this effect shall be included in ATIS broadcast

4.1 The Isolated Aircraft Parking Position is in power-in/pushback configuration.

5.CONTINGENCY PROCEDURES FOR STOP-BAR OPERATIONS
a. Use of Stop-bars
To prevent runway incursions, stop-bars shall be used for operations in all weather conditions.
b. Stop-bar Locations
Runway Holding Positions at A1, A3, and A9 taxiways are equipped with stop-bars at Noida International Airport.
c. Control of Stop-bars
•Control of stop-bars will remain available in the ATC Tower at all times.
•The AGL maintenance team will not switch off the stop-bars unless required for urgent maintenance. In such cases, APOC will coordinate with the Tower Supervisor with adequate lead time.
•Normal operations will continue even if stop-bars are unavailable due to unserviceability or planned maintenance, except during LVP operations.
d. Stop-bar Operation for Aircraft Movement
The Tower Controller will switch off the respective stop-bar when permitting an aircraft to line up or cross the runway from the associated Runway Holding Position.
e. No Instruction to Disregard Stop-bars
Controllers shall never instruct pilots to disregard a stop-bar.
f. When a Stop-bar is Unserviceable
If a stop-bar becomes unserviceable and the aircraft is holding at the associated holding position or cannot be re-routed via another taxiway with a serviceable stop-bar, the Tower Controller shall:
•Provide a plausible explanation and issue clear, unambiguous, and positive clearance, for example:
"ABC123, line up and wait Runway 28. Cross the red lights; I say again, cross the red lights due stop-bar unserviceable."
"ABC123, cross the A1 stop-bar, unable to deselect due unserviceable."
•Conditional clearances shall not be used.
•If time permits, consider using a Follow-Me vehicle to guide the aircraft through the lit stop-bar.
g. If Stop-bar Control Is Not Available in the Tower
The Tower Controller shall coordinate with the AGL maintenance team through APOC to switch off the stop-bars until the fault is rectified

There are three forward scatter meters for RWY 28/10 to record RVR values. One forward scatter meter (FSM) is located each at touchdown zone, runway midpoint, and end of runway. RVR values always refer to Touchdown RVR (TDZ), Midpoint RVR(MID) and End RVR (END).
